In order to adapt to the supply and demand relationship in the real estate market, the Ministry of Natural Resources issued the "Notice on Doing a Good Job in the Supply of Residential Land in 2024" (hereinafter referred to as the "Notice") to strengthen the coordination and linkage of departments, strictly implement the residential land supply mechanism corresponding to the de-escalation cycle, and curb the unreasonable growth of residential land supply in some cities. The person in charge of the Department of Natural Resources Development and Utilization gave a detailed explanation of the specific content and role of the Circular.
The first is to take the initiative to meet the demand for housing construction. The "Notice" requires all localities to follow the principle of determining housing by people and land by housing, and when compiling the annual residential land supply plan, it should be linked with the local annual housing development plan, strictly implement the "supply based on demand", make overall arrangements for the supply of residential land throughout the year, and promote the healthy and stable relationship between supply and demand in the real estate market.
The second is to reasonably control the supply of commercial residential land in cities with a long period of commercial residential decommissioning. In recent years, the Ministry of Natural Resources has established a two-way adjustment mechanism for the supply of residential land corresponding to the cycle of commercial housing and land stock, requiring that the supply of residential land be arranged according to the city's policies. The "Notice" has made further arrangements for this, requiring all localities to adjust the supply of commercial residential land in a timely manner in strict accordance with the latest commercial residential de-conversion cycle in the process of implementing land supply within the year. Especially for cities with high inventory pressure and long de-escalation cycles, it is necessary to suspend the transfer of new commercial residential land and resolutely curb the unreasonable growth of existing land. For other cities with a long decommissioning cycle, it is necessary to reasonably control the scale and pace of the transfer of commercial residential land in accordance with the principle of "how much to revitalize and how much to supply", to ensure that the stock does not increase, and gradually revitalize and digest.
The third is to continue to vigorously ensure the supply of land for affordable housing. Persist in ensuring people's livelihood, and continue to give priority to ensuring the land supply of various types of affordable housing and resettlement housing in urban village renovation projects.
Fourth, increase the disposal of idle land and strengthen risk prevention. Strengthen the revitalization of the stock of residential land, increase the disposal of idle land, require all localities to formulate disposal plans in a timely manner and organize their implementation, and actively prevent the risk of hidden debts in the real estate market and the government.
