The meeting emphasized that the "May Day" holiday is approaching, and the mass travel, tourism and various festival activities have increased significantly, and the pressure on safety precautions continues to increase. All departments should strengthen the awareness of the bottom line and limit thinking, in-depth study and judgment of safety risks in their own fields, and implement safety prevention responsibility measures to ensure that the safety situation in the park is stable and orderly during the "May Day" period.
The meeting required that all departments should deeply learn the lessons of recent safety production accidents, further strengthen the awareness of safety production, adhere to the supremacy of the people and the supremacy of life, quickly investigate all kinds of enterprises in the park, and effectively prevent all kinds of accidents.
After the meeting, Huang Leyu led the Emergency Management Bureau, the Fire and Rescue Brigade, the Bureau of Industry and Information Technology, the Bureau of Publicity, Education, Culture, Sports and Tourism, the Urban Construction Bureau and other departments to go deep into the Songhu Yanyu and Ecological Park Shibu Pai Station, through on-site inspections, listening to reports, etc., to learn more about the implementation of the emergency plan, holiday duty and tourist safety reminders and other measures in the Songhu Yanyu Scenic Area;
Since the flood season began in April, heavy precipitation and strong convective weather have frequently occurred in Dongguan. In order to continue to do a good job in the prevention and response to heavy precipitation weather and exercise the emergency response ability of the emergency rescue team, on April 29, Songshan Lake organized the 2024 annual three-prevention emergency drill, which was set up in the Sanzhisong Reservoir Water Transfer Tower, with Huang Leyu as the commander-in-chief, and the Emergency Management Bureau, Urban Construction Bureau, Social Affairs Bureau, Public Security Bureau, Fire and Rescue Brigade and other departments participated in the drill.
The drill simulated the continuous heavy precipitation scenario brought by Typhoon "Ma-on", and the three-defense headquarters of the park quickly activated the emergency response to wind and flood prevention IV. After the exercise, the drill headquarters conducted an in-depth analysis of the problems found in the course of the exercise, pointing out that the recent extreme weather is frequent and prone to occur, the rainfall has increased compared with the same period last year, and the situation of flood prevention and wind prevention is severe. On the morning of April 29, Liang Zhanhong, member of the Party Working Committee and deputy director of the Management Committee of Songshan Lake, led a team to the entrance of Songshan Lake Bridge, the west entrance of Daxue Road and the bicycle rental shops in the scenic spot to carry out pre-holiday safety inspections of tourist places before the "May Day" holiday, supervise and guide the scenic spot to do a good job in holiday flow control, re-inspect and implement various safety precautions such as wading and electricity in the scenic spot, and do a good job in the "May Day" holiday tourism guarantee service.

In order to ensure the safety of the flood season, the party committees of the four major areas of Songshan Lake have continued to increase the investigation of potential safety hazards in strict accordance with the requirements, and comprehensively built a strong safety defense line during the flood season. Relying on the "point chief responsibility system", the Party Committee of the Ecological Park Area has set up a vanguard team of party members for wind and flood control, and organized party members to fully cover 22 drainage canals and rivers in the area during the peak period of precipitation, including Confucian Temple drainage canal, Fulong drainage canal, etc., focusing on inspecting bridges, bridges, tunnels, road sewers, etc., and regularly updating and reporting the rising water level of the river to the functional departments every day.
Since the start of the flood control work on April 20, the Party Committee of the Ecological Park Area has dispatched a total of 93 inspections, investigated and reported 32 potential safety hazards, and made every effort to build a strong safety line of defense.
The Party Committee of the Central Area has carried out special inspections on the deep foundation pits (including high-altitude operations), waterlogging, bridges and culverts, fishing grounds, and small hillsides of the projects under construction within its jurisdiction, and formulated emergency plans for the actual situation of waterlogging points. At present, the Party Committee of the Central Area has opened the Sunshine and Rain Party and Mass Service Center of Happy Garden as an emergency shelter point to provide beds, quilts, food and other material support. Since the start of the flood control work on April 20, the Party Committee of the Central Area has dispatched more than 30 inspections and dispatched more than 70 personnel.
The Party Committee of the northern area launched the closed-loop mechanism of "walking in the north" inspection in a timely manner, and the staff arranged a round of inspections every day for 48 key hidden danger areas such as traffic hazard points, construction site hazard points, low-lying waterlogging points, and landslide prone points, and adopted the method of "regional inspection + comprehensive multiple investigations", since April 15, a total of 66 people have been inspected, and 28 problems involving greening, sanitation, municipal, water surface, stagnant water, traffic, construction sites, basements, parking and other aspects have been found, and will continue to follow up and implement rectification. Among them, personnel were arranged to inspect the embankment of Sanzhisong Reservoir (Yuehe Lake) every day, and pay attention to the water level of the reservoir on a regular basis.
The Party Committee of the Southern Area has actively taken a number of measures to ensure the safety of the people, continued to strengthen on-duty duty, carried out road inspections, contacted and opened emergency shelters, and cooperated with departments to carry out inspections. Since the flood season in April, a total of 9 waterlogging points have been found during the inspection, and 2 new waterlogging points have been discovered. Next, the southern area will continue to carry out on-duty duty, increase the inspection of 9 waterlogging points and other roads in the area, and investigate hidden dangers.
