In December 2023, the Central Committee of the Communist Party of China issued the revised Regulations on Disciplinary Actions of the Communist Party of China, which is the third time that our Party has revised the Regulations on Disciplinary Actions of the Communist Party of China since the 18th National Congress of the Communist Party of China. Below, let's review how the Regulations keep pace with the times and continue to be revised and improved.
1997
In February 1997, the Central Committee issued the Regulations on Disciplinary Punishment of the Communist Party of China (for Trial Implementation), before which in the history of our Party had no comprehensive and systematic Party disciplinary regulations. There are a total of 172 articles in the provisional regulations, which stipulate seven types of mistakes that violate Party discipline: political, organizational, and personnel errors, economic errors, dereliction of duty mistakes, errors that infringe on the rights of Party members and citizens, serious violations of socialist morality, and violations of social management order.
2003
In December 2003, the Regulations on Disciplinary Actions of the Communist Party of China were officially issued, with a total of 178 articles, which divided the types of discipline violations into ten categories: violations of political discipline, violations of organizational and personnel discipline, violations of integrity and self-discipline, acts of corruption and bribery, acts of undermining the socialist economic order, acts of violating financial and economic discipline, acts of dereliction of duty and dereliction of duty, acts of infringing on the rights of Party members and citizens, acts of serious violations of socialist morality, and acts of obstructing the order of social management.
2015
In October 2015, the revised Regulations on Disciplinary Actions of the Communist Party of China was issued, with a total of 133 articles, integrating the Party Constitution, the disciplinary requirements of the Party Central Committee and the disciplinary provisions of other internal Party regulations into six disciplines: political discipline, organizational discipline, integrity discipline, mass discipline, work discipline and life discipline.
2018
In August 2018, the revised Regulations on Disciplinary Actions of the Communist Party of China was issued, with a total of 142 articles, adding important contents such as "guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", "resolutely safeguarding the core position of General Secretary Xi Jinping of the Party Central Committee and the core position of the whole Party, and resolutely safeguarding the authority and centralized and unified leadership of the Party Central Committee".
2023
In December 2023, the newly revised "Regulations on Disciplinary Actions of the Communist Party of China" was issued, with a total of 158 articles, firmly grasping the political attributes and characteristics of the times of the party's discipline construction, adding "adhere to self-revolution" and "providing strong disciplinary guarantees for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization" in the general provisions, highlighting political discipline and political rules, improving the rules for the use of disciplinary sanctions, strengthening the connection between discipline and law, enriching the circumstances of disciplinary violations, and refining the punishment provisions.
