Since the launch of party discipline study and education, Weng'an County has effectively unified thoughts and actions to the decision-making and deployment of the central and provincial party committees and the work requirements of the state party committee, and has taken the study and education of party discipline as an important political task. Temper the political character of loyalty, cleanliness and responsibility.
Anchoring the goal requires strict and meticulous implementation
This year marks the 75th anniversary of the founding of the People's Republic of China and a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. It is timely and necessary to carry out party discipline study and education.
The focus of this party discipline study and education is to study and implement the "Regulations on Disciplinary Punishment of the Communist Party of China" (hereinafter referred to as the "Regulations").
According to the requirements of the central government, Weng'an carefully planned and deployed, and acted quickly. On April 13, the county party committee held a meeting of the leading group for party building work, which kept pace with the provincial and state levels and simultaneously studied and deployed the study and education of party discipline. In accordance with the requirements of the county party committee, the party committees (party groups) at all levels in the county have conscientiously studied and deployed the party discipline study and education work in their own regions, departments, and units, centering on a deep understanding of the major political, theoretical, and practical significance of carrying out this party discipline study and education, and figuring out what to learn and how to study.
At the same time, at the county level, a special class for party discipline learning and education has been established, strengthening organizational leadership, overall scheduling, compacting responsibilities, supervising and implementing, adhering to goal-oriented, problem-oriented, and result-oriented, clarifying key tasks, formulating learning plans, and making negative lists, so as to ensure that the learning content is not generalized or divergent, and that the prescribed actions are not out of shape and not omitted.
Hierarchical multi-dimensional learning ensures comprehensive coverage
Only by studying discipline can we know discipline, and only by knowing discipline can we be afraid of discipline.
"Learning" is the premise and foundation, closely following the study of the "Regulations", Weng'an plays the role of "key minority" in leading and promoting learning, the Standing Committee of the county party committee adheres to learning in front and demonstrating, and the party organizations at all levels in the county take the lead in leading learning, focusing on in-depth study, case analysis and comprehension, and online and offline integration of the "four learning models" to make learning "move" and "practice".
From April 25th to 26th, the Standing Committee of the county party committee and the party discipline study and education reading class of the county-level leadership group was held. The students gathered together, listened carefully to the counseling report, studied and read the "Regulations" carefully, calmed down to take a good "concentrated class", thought deeply about the "seminar class", and connected the actual "practical class", so as to set a benchmark and set an example for the party organizations at all levels and the majority of party members and cadres in the county. The opening ceremony of the reading class and special counseling were also held in the form of "1+13" main branch venues to townships (streets), covering more than 600 leading cadres at or above the deputy section level in the county.
Driven by the county party committee, 82 units (departments) and 613 grassroots party organizations in the county have carried out learning in a planned way through individual self-study, reading classes, special counseling and other forms. Through in-depth study and detailed understanding of the "Regulations", we can accurately grasp the main essence and requirements of the regulations, so that everyone can have a clearer understanding of what the party's discipline and rules are, and better understand what they can and cannot do.
Different types of party organizations combine the actual classification of policies and multi-directional efforts to guide party members and cadres to learn and understand thoroughly, and enter the brain and heart.
The party school of the county party committee has played the role of the main position of cadre education and training, incorporated the "Regulations" into the compulsory courses of the main class, and set up a teacher pool for the interpretation of the "Regulations", and has carried out 8 shifts of 628 person-times of party member and cadre training and 1,460 people in 26 sessions of interpretation of the "Regulations" since April.
Through "fixed classrooms" such as "three meetings and one lesson" and theme party days, each party (general) branch has allowed 15,262 party members to accept the baptism of party discipline learning and education. Establish a "1+1" and "1+N" pairing mechanism to help 1,607 mobile party members, 1,698 elderly and infirm party members, 449 "two new" organizations and party members of new employment groups and other "special groups" to carry out learning, so as to ensure accurate and effective coverage of party discipline learning and education.
Use cases to explain discipline and deepen warning education
Take the case as a lesson and use the case to explain the discipline, so that the party members and cadres can be alerted, know the bottom line, know and respect, and truly transform the iron discipline into daily habits and action standards.
The cases around you are the most vivid and vivid teaching materials, and you should make good use of the "living teaching materials" around you to warn and educate the people around you.
The Weng'an County Commission for Discipline Inspection and Supervision sorted out and investigated typical cases in different industries and fields, and selected more than 50 "Selected Typical Cases of Weng'an County" as negative teaching materials to carry out targeted warning education for Party members and cadres in important fields and key positions such as power concentration, capital intensity, and resource enrichment.
By updating more than 100 cases of the Party School (School of Administration) of the County Party Committee and the Party Style and Clean Government Warning Education Base of Beidoushan Prison, we have made good use of the case resources to allow the majority of Party members and cadres to receive "immersive" warning education.
With the "circuit court" as the carrier, the typical cases around us are used to show up and say, so that the profound lessons of violations of law and discipline are intuitively presented in front of everyone.
The Weng'an County Public Security Bureau also took the opportunity of party discipline learning and education to create "three batches" of party building activities (a group of public security and clean government education bases, a group of loyalty education demonstration bases, and a group of "police homes" in the new era), sorted out 23 cases of violations of rules and disciplines among cadres and workers in recent years, created a clean government education base of the county public security bureau, and promoted the normalization and long-term effect of warning education.
Build a multi-faceted warning education platform, explain discipline with cases, let the discipline and law alarm bell ring often, and guide party members and cadres to always tighten the string of discipline and rules, remember "discipline" in their hearts, abide by "discipline" in their actions, and do what they fear, what they say, and what they do.
The vitality of discipline lies in its implementation, and the foundation of studying party discipline lies in internalizing it in our hearts and externalizing it in our actions.
The majority of party members and cadres in the county said that they will integrate party discipline learning and education into their daily lives and grasp them regularly, "guard the valve", "build a strong embankment" and "tighten the fence" from the depths of their thoughts, and constantly enhance their political determination, discipline determination, moral determination, and resistance to corruption, and maintain the political nature of loyalty, cleanliness and responsibility.
