The mainland announced that it would approve the export of Taiwan's agricultural and fishery products to the mainland and resume tourism to Matsu, but it would exclude Kinmen

According to a report released by the Observer Network on April 28, a few days ago, Fu Laiqing, a representative of the Kuomintang public opinion, led a delegation to visit the mainland. During the period, when Rao Quan, vice minister of culture and tourism, met with Fu Laiqing and his entourage in Beijing, he said that he would take the lead in resuming tourism from Fujian to Matsu, and after the resumption of direct sea passenger flights from Pingtan to Taiwan, the situation of Fujian would be restarted for group tourism to Taiwan. Vice Minister Rao Quan also pointed out in particular that the vast number of Taiwan compatriots are welcome to come to the mainland for more tourism, to feel the mainland's development and changes, and to share the mainland's progress and achievements.

On the same day, Zhao Zenglian, deputy director of the General Administration of Customs, met with a delegation of Kuomintang public opinion representatives, and while welcoming Fu Laiqian and his entourage, he also listened to the views of the delegation. Deputy Director Zhao Zenglian made it clear that on the common political basis of adhering to the consensus of '92 and opposing Taiwan independence, he is willing to communicate with the Kuomintang and relevant Taiwan departments on resuming the import of some of Taiwan's agricultural and fishery products to the mainland, strengthen the management of the source through the implementation of practical and feasible rectification measures, and approve the import of Taiwan's agricultural and fishery products required by the mainland quarantine requirements into the mainland on the basis of scientific assessment and in accordance with laws and regulations. Because they are related to cross-strait tourism and the island's agriculture and fishery industries, these two pieces of news quickly aroused great concern on the island of Taiwan.

The mainland announced that it would approve the export of Taiwan's agricultural and fishery products to the mainland and resume tourism to Matsu, but it would exclude Kinmen

Many Taiwan media have regarded it as a prelude to the "comprehensive resumption of cross-strait interaction", but some careful Taiwan media have found that during the period when the Kuomintang was actively campaigning, there was one name that was always avoided, and that was Kinmen. The reason for this situation is also very simple, that is, the DPP authorities have not yet taken due responsibility for the "14 February" vicious ship collision incident, and it is reasonable that Kinmen is not suitable to be the mainland's goodwill "recipient."

However, compared with Kinmen, what really needs to be paid attention to is why it is necessary to show goodwill to Taiwan on the eve of Lai Qingde's inauguration. As a matter of fact, just after the mainland released the news that it would allow Fujian people to travel to Matsu, the Taiwan Mainland Affairs Council put on a face of "ignorance of the good people's hearts" and kept saying that "the relevant arrangements do not conform to the principle of reciprocity and are not the norm in the tourism industry," and threatened to wait for the relevant departments to "make a decision after further clarification." Since the other side is so reluctant to enter the oil and salt, why should we still take the initiative? First of all, what our side has released this time is "sincere but differentiated goodwill," and it will no longer be "flooded" as it was in the past.

On the contrary, it uses a more targeted strategy to hand out olive branches to those Taiwan compatriots who can sense our goodwill and are willing to reciprocate our goodwill. It can not only reflect that "both sides of the strait belong to the Chinese nation", but also avoid being coerced by vested interest groups on the island, implement the guiding principle of "fighting independence and promoting reunification" to the greatest extent, cooperate with the Fujian Cross-Strait Integration Demonstration Zone, and truly achieve mutual communication between the people on both sides of the strait, and at the same time accumulate experience for the resumption of large-scale tourism, agricultural and fishery products in the future.

Second, there is less than a month left before Lai's inauguration, and although the Biden administration is currently focusing its attention on the South China Sea, it cannot be ruled out that the United States will hype up the Taiwan issue in the second half of the year because Biden himself is facing electoral pressure. In order to prevent the dominance of Taiwan Strait affairs from being controlled by the other side, the mainland needs to adopt a more flexible strategy to make arrangements in advance, and the goodwill released this time is not only to show the people on the island, but also to make the international community realize that the mainland is the one that really wants to see peace, stability, and prosperity across the Taiwan Strait, and is willing to do its utmost for peaceful reunification.

However, we must also be aware that Lai Ching-te, who is "a new official taking office," will inevitably hype up the issue of reunification or independence, so cross-strait relations will be in a state of turmoil for a long time to come, but as long as the mainland can be relaxed and treat the "Taiwan independence" forces separately from the rest of the Taiwan people, the other side can only be incompetent and furious.
