What is the "all-in-one card" for social security card residents, and what is the current application situation?

Establish a "one-card" for residents' services with social security cards as the carrier

Since its debut in Shanghai in 1999, the social security card has been upgraded three times, and the main ones in use are the second and third generation social security cards with financial functions. According to data from the Ministry of Human Resources and Social Security, as of the end of November 2023, the number of social security card holders nationwide has reached 1.379 billion, covering 97.7% of the population and all regions, of which 98% have financial functions. Since the launch of the electronic social security card service in 2018, 931 million people have used it in their mobile phones, and the population coverage rate of the electronic social security card has reached 66.0%. This card, called the "Social Security Card", has been widely used by the people, and in addition to social security services, it has taken on more historical responsibilities and missions.

On August 20, 2020, General Secretary Xi Jinping made an important instruction at the forum on solidly promoting the integrated development of the Yangtze River Delta, "to explore the establishment of a 'one-card' for residents' services with social security cards as the carrier, and take the lead in realizing 'same-city treatment' in transportation, tourism, cultural experience, etc."

Since 2018, the CPC Central Committee and the State Council have proposed the establishment (formation, promotion and improvement) of a "one-card" service management model with social security cards as the carrier in guiding documents such as Hainan comprehensively deepening reform and opening up, Xiong'an New Area comprehensively deepening reform and expanding opening up, Shenzhen building a socialist pilot demonstration zone, western development in the new era, Chengdu-Chongqing Twin-City Economic Circle, and Guizhou Breaking New Road. At the end of 2021, the Cyberspace Administration of China (CAC) issued the 14th Five-Year Plan for National Informatization, further proposing the requirements for the establishment of a "one-card" for residents' services.

Many provinces have also issued local regulations to provide legal guarantees for the construction of the "all-in-one card" of social security cards. On November 29, 2019, Hainan Province promulgated the "Hainan Provincial Regulations on the Management of Social Security Card All-in-One Card" Service, the country's first local regulation on social security card "all-in-one card" (officially implemented on January 1, 2020), to strengthen the integration and substitution of social security card "all-in-one card", build a card security system, and lay a solid legal foundation for the gradual realization of multi-card integration and one-card universal in the field of government public services. On May 31, 2022, Jiangxi Province promulgated the Jiangxi Provincial Social Security Card One Card Regulations, the second local regulation on social security card "one card" in the country (officially implemented on October 1, 2022), to promote the integration of various livelihood cards (codes), subsidize funds into the card, and promote cross-field, cross-industry, and cross-level integrated applications, providing a solid legal guarantee for the gradual realization of all-round and multi-field "one card" for government services, resident services, social governance, etc., and to meet the convenient service needs of the masses.

In late September 2022, Shanghai, Jiangsu Province, Zhejiang Province, and Anhui Province carried out regional coordinated legislation, and simultaneously issued the "Provisions on Promoting the All-in-One Card for Social Security Card Residents in the Yangtze River Delta Region" (officially implemented on October 1, 2022), which uses the rule of law to promote the practical needs of the practice and innovation of the "all-in-one card" for social security card residents in the Yangtze River Delta region, and provides a strong legal guarantee for the establishment of a "one-card" for residents in the Yangtze River Delta region with social security cards as the carrier and the promotion of convenient sharing of basic public services. On November 25, 2022, Shiyan City, Hubei Province, issued the country's first local regulation on the "One Card" of social security cards at the municipal level, "Shiyan City Social Security Card One Card Service Management Regulations" (officially implemented on March 1, 2023).

In the field of human resources and social security, the "all-in-one card" of human resources and social security services has been fully popularized, and 95 applications have been opened with universal cards

In November 2020, the Ministry of Human Resources and Social Security issued the Action Plan for the Innovation and Improvement of Human Resources and Social Security Informatization and Convenience Services (Ministry of Human Resources and Social Security Fa [2020] No. 83), proposing to promote the goal of "full data sharing, full service Internet access, and full business card" in the human resources and social security system by the end of 2022, and forming a national social security card "all-in-one card" application directory list of 160 items (including 95 in the field of human resources and social security and 65 in other areas of people's livelihood). In June 2023, the Ministry of Human Resources and Social Security issued the "Implementation Plan for the Construction of Digital Human Resources and Social Security" (Ministry of Human Resources and Social Security [2023] No. 34), proposing to actively promote the "one card" for resident services, use the social security card as the basic carrier of the government's livelihood services, realize the comprehensive use of cards in the field of human resources and social security, and implement the issuance of "one card" of financial subsidy funds for the benefit of the people and farmers.

At present, 95 applications in the field of human resources and social security have been widely opened to the general card, and the masses can quickly enjoy it by scanning the code with a physical card or electronic card, such as young people to register for insurance and enjoy employment services, middle-aged people to participate in vocational training, handle the transfer of social security relations, and the elderly to carry out treatment qualification certification and social security rights and interests inquiry, etc., can be online and offline "one card".

According to statistics, there are two types of social security cards that are used most frequently in the field of human resources and social security. The first is employment, such as employment registration, unemployment registration, employment and unemployment registration information inquiry, employment and entrepreneurship certificate, employment introduction, application for employment support policies, employment subsidies and application for entrepreneurship guarantee loans. In April 2022, the General Office of the State Council issued the "Pilot Plan for the Application of the "One Card" for Social Security Card Resident Services Relying on the National Integrated Government Service Platform (Guo Ban Han [2022] No. 38), proposing to carry out the "One Card" for social security card resident services in 9 provinces (municipalities directly under the central government) including Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Guangdong, Hainan, Chongqing, and Sichuan and Hebei Xiong'an New Area Under the overall leadership of the General Office of the State Council, the Ministry of Human Resources and Social Security has jointly carried out the pilot work with 12 departments, and the pilot work has been completed and summarized at the beginning of this year.

Through years of efforts, the national social security card resident service "one card" application system has been initially established, each region has set up a "one card" leading group and work class, cross-departmental coordination and promotion of the working mechanism has been formed for the first time, the Yangtze River Delta, Sichuan and Chongqing as the representative of the regional "one card" has begun to take shape, transportation, cultural tourism and other fields "city treatment" has achieved initial results, forming some replicable and promotable typical experience practices and application models, more and more people's livelihood services are loaded on the social security card. For example, the Yangtze River Delta region has handled 54 matters in a unified manner, the Sichuan-Chongqing region has provided 31 services through the "Human Resources and Social Security Cooperation Service Zone" and jointly built a reading room, and Hainan and Guangdong have jointly issued the "Guangdong Love Hainan Tourism Annual Card".

At the same time, 81 prefectures and cities in 9 provinces realize medical treatment and drug purchase through electronic social security cards, and provide code scanning and identity authentication services for the national government service platform and all provincial government service platforms through electronic social security cards, 307 prefectures and cities in 31 provinces issue financial subsidy funds for the people and farmers through social security cards, 248 prefectures and cities in 28 provinces can take buses and subways with social security cards, and some cities in 30 provinces can borrow books with social security cards (277 prefectures and cities) , enter museums/exhibition halls (235 cities), park (205 cities), and purchase tickets for scenic spots (203 cities).

In addition, all localities are actively promoting social security cards to serve the elderly and the disabled. In some areas, hotel accommodation, provident fund, financial salary collection, as well as ecological and environmental protection carbon credits, work-for-work labor remuneration payment, "respect for the elderly" and "special merchants" and other characteristic innovative applications, so that the masses have a real feeling and experience.
