Notice of the Chinese Embassy in Uganda on updating and comprehensively issuing the requirements for returning (going to China) to apply for health codes

At present, the global covid-19 epidemic continues to spread, and the risk of infection in international travel is still high, so we should continue to adhere to the principle of "non-essential, non-travel". Those who really need to return to China (to China) should do a good job of self-health monitoring, pay attention to protection before boarding and during the journey, and prevent the occurrence of obstacles to boarding due to infection and stranding in transit. In view of the above, and in order to further facilitate the needs of necessary personnel exchanges, the policy for returning to China (going to China) to apply for a health code is further updated and issued as follows, which will be implemented from June 29, 2022.

It should be reminded that this adjustment is in accordance with the principles of scientific precision, flexibility and convenience, combined with the characteristics of the virus, etc., and the next step will be dynamically adjusted according to the epidemic situation and import situation.

1. All those who take a flight back to China must apply for a health code online through the international version of the epidemic prevention health code mini program or the web version in advance. The materials required for different types of returnees (going to China) to apply for health codes are as follows:

(1) Returnees (going to China) with no history of infection

When applying for a health code from the Chinese Embassy in Ukraine, such personnel must submit the following materials:

1. Nucleic acid test report (2 copies). Returnees (going to China) must undergo "double nucleic acid testing" within 48 hours before boarding, and the last nucleic acid test time limit is within 24 hours before boarding (double nucleic acid testing should be carried out at two different testing institutions, using two different reagents, and the interval between the two samples is more than 24 hours).

Our museum does not designate a testing institution, and the nucleic acid test certificate issued by the testing institution approved by the Uganda Ministry of Health is acceptable.

It is understood that the Beijing Testing Center-Bugolobi, Test & Fly Laboratory, Maia Medical Lab, Makerere University Hospital, Times Laboratory and Diagnostics and other institutions in Uganda can provide nucleic acid testing services.

2. Ticket itinerary.

3. COVID-19 vaccination voucher (if any).

(2) Persons returning to China (going to China) with a history of previous infection or close contacts

People with a history of infection refer to people who have been diagnosed with new coronary pneumonia, or who have not been diagnosed, but have a positive nucleic acid test result, or who have not been vaccinated, who have tested positive for either of the IgM antibodies or IgG antibodies. When applying for a health code from the Embassy in Ukraine, personnel with a history of infection in China must submit two negative nucleic acid test certificates after recovery (more than 24 hours apart) on the basis of the materials submitted by the above -- (1) personnel.

Note: If you have been cured for more than 14 days, in addition to the above two nucleic acid negative certificates after recovery, the testing requirements before boarding are consistent with those who have returned to China (went to China) without a history of infection. Those who have been cured for less than 14 days should be replenished for 14 days before applying for a health code.

(3) Persons who are close contacts, persons with suspected symptoms, etc. who have returned to China (to China).

Personnel with close contacts, personnel with suspected symptoms, and those whose nucleic acid test results are "uncertain" or whose Ct score is in the "gray area" of the nucleic acid test results must undergo 5 days of health monitoring on the basis of the materials submitted by the above -- (1) personnel when applying for a health code from the Embassy in Ukraine.

2. Special reminder

(1) The term "examination and issuance" as used in this notice refers to the examination and issuance work carried out by our library in accordance with the relevant policy requirements, and the specific results of our library's examination and issuance shall prevail. Embassy staff are aware of the flight departure time and will review the application as soon as possible after receiving it, including weekends and holidays, please do not call or email to expedite. Due to the need to manually review all application materials, the workload is very large, and if you insist on doing so, it will occupy the already tight public administration resources, but interfere with the progress of the review, which may eventually lead to the inability to board the plane. If the status of the health code is still displayed "Under Review" 40 minutes before the flight departure, you can contact the embassy for processing.

(2) There is no restriction on the flight route and the number of transit times for returning (going to China). Returnees (going to China) must conduct nucleic acid testing at the place of origin and transit (the place of departure of direct flights to China) and apply for health codes separately. Please take a screenshot of the relevant returnee (going to China) after receiving the health code issued by our library.

Please return to China (go to China) after getting the test report, be sure to carefully check whether the personal information on the test report is correct before uploading the application health code, if there is an error, please contact the testing agency in time to modify and submit it in time.

(3) Closed-loop management is not required 10 days before boarding.

(4) All materials uploaded (including test reports, etc.) when applying for a health code must be strictly guaranteed to be true and valid. If the uploaded materials are false, concealed, forged, etc., the Embassy will punish them accordingly and promptly report the relevant situation to the relevant domestic competent departments.
