According to the development of the epidemic situation and the characteristics of virus mutation, from June 30, 2022, the Chinese Embassy and Consulates in Spain will adjust the relevant requirements for passengers who really need to fly from Spain to China as follows:

1. About the itinerary to China

Long-term residents in Spain can transit to China in other countries with direct flights. Persons residing in other countries (whether or not there are direct flights to China) may also come to The West to transit to China. Passengers are required to undergo nucleic acid testing at the place of departure and transit (the place of departure of direct flights to China) and apply for health codes separately.

Passengers residing in Andorra who intend to take a direct flight to China via a third country are required to undergo a nucleic acid test (sampling interval of at least 24 hours) at the andorran legal testing institutions 48 hours and 24 hours before going to the third country, respectively, and apply for a health code from the Embassy in Spain.

Second, pre-departure testing requirements

8.1. Passengers are required to conduct a nucleic acid test, that is, a "double nucleic acid" test, respectively, within 48 hours and 24 hours before the departure of the flight (including flights departing from Spain transiting to China through a third country) and within 24 hours respectively at two different testing institutions in the same consular district, using different reagents.

(2) Nucleic acid test reports issued by Spanish legal testing institutions are recognized. You can access the website of the Ministry of Health of the West for a list of relevant general hospitals and testing institutions throughout Spain. To do this, go to http://regcess.mscbs.es/regcessWeb/inicioBuscarCentrosAction.do and click on the C11-Hospital General (General Hospital) or C256-Centro de Diagnóstico (Diagnostic Centre/Testing Institution) category to find the name of the corresponding institution. If you are in the consular district of the Consulate General in Barcelona (Autonomous Community of Catalonia), use the same search method described above.

(3) Sampling and detection methods

Nucleic acid detection sampling method should be nasopharyngeal swab, detection method should be real-time fluorescent RT-PCR method. The test report uploaded by the passenger must contain the name of the person being tested, date of birth, ID number, sampling method, test method, test date, test result, name of doctor or testing institution, contact information, signature or seal, etc.

3. Personnel and crew members with a history of infection, close contact, suspected symptoms, etc. apply for a health code

(1) Persons with a history of infection

Those who have been diagnosed with COVID-19 or who have not been diagnosed but have a positive nucleic acid test result, if applying for a health code, must provide two negative nucleic acid test reports issued by the Spanish legal testing institution after recovery (sampling time interval of at least 24 hours) and send it by email to the [email protected] (Embassy in Spain) or [email protected] (Consulate General in Barcelona), the subject of the email is marked "My name +" Confirm healing". If it is confirmed that the recovery has been more than 14 days and there are no abnormalities during the health monitoring period, the health code can be applied for according to the requirements of ordinary personnel.

(c) Landing crew

Crew members who intend to take a Spanish flight to China can apply for a health code according to the requirements of ordinary personnel if the first landing place is Spain. If the first landing place is from another country, it is necessary to apply for a health code according to the requirements of the personnel transiting to China.

Fourth, the method of applying for a health code

(1) After the above information is confirmed, Chinese citizens are requested to apply for a health code through the international version of the epidemic prevention health code mini program (see Annex 1). For foreign citizens, please visit the website: https://hrhk.cs.mfa.gov.cn/H5/ or use a mobile phone to scan the QR code (see Attachment 2) to enter the login interface, register an account with the mailbox, and fill in the information one by one to apply for a health code.

(2) For testing personnel in general hospitals or testing institutions in the consular district of the Embassy in Spain (except for the Autonomous Region of Catalonia), please submit the health code application to the Embassy in Spain for review; For testing personnel at the General Hospital or Testing Institution of the Consular District of the Consulate General in Barcelona (Autonomous Community of Catalonia), please submit the health code application to the Consulate General in Barcelona for review. (3) Please be sure to fill in all matters truthfully and upload:

1. "Double nucleic acid" test report;

2. Full ticket (itinerary);

3. A photo of the front and back of a valid Spanish residence permit or a photo of the Spanish visa page;

4. Itinerary health code of origin (only for passengers transiting in the west).

If you are staying in Spain or your visa has expired, please provide proof of residence issued by the government department of your place of residence in Spain within the last 3 months. If you do not have a legal residence or visa in Spain, please contact the Embassy in Spain ([email protected]) or the Consulate General in Barcelona ([email protected]) at least two weeks before you leave. 5. Relevant instructions

The notice and supplementary instructions previously issued in connection with the application for the health code are no longer applicable, and the relevant requirements are subject to this notice.

(1) The "health code" in this notice refers to the green code with the HS logo (for Chinese citizens) and the green code with the HDC logo (for foreign citizens). For boarding only.

(2) The "48 hours and 24 hours before the flight departure" in this notice is accurate to the hour (sampling time), if the flight departure time is 22:15 on July 2, a nucleic acid test is required after 22:15 on June 30 and 22:15 on July 1.

From 1 July 2022, the Embassy in the UAE will update and adjust the relevant requirements for pre-trip testing and health code application from the UAE to China, as follows:

First, the test requirements

All persons travelling from the UAE to China (including long-term residents in Afghanistan, personnel of Chinese-funded enterprises, persons from domestic temporary arrivals in Afghanistan, and personnel from third countries) are required to undergo two nucleic acid tests, the first time within 48 hours before departure and the second within 24 hours before departure. The two tests should be performed with different reagents in different testing institutions. 2. Testing institutions

Our museum accepts nucleic acid test certificates issued by legal testing institutions recognized by the local health department. 3. Routes to China

Those traveling to China from the UAE can choose direct flights or connecting flights to China. If you are taking a transit flight to China, you should conduct nucleic acid testing and apply for a health code at the place of origin and the place of transit. 4. Materials on applying for a health code

Submit a negative nucleic acid test report and a ticket itinerary within 48 and 24 hours before the trip to the Embassy or Consulate in the UAE. Transit personnel in third countries are also required to submit the health code of the country of origin.

V. Requirements for testing of high-risk groups

(1) Personnel with a history of previous infection must undergo two nucleic acid tests (the interval between the two tests is more than 1 day), conduct health monitoring for 14 days after obtaining a negative report, and conduct pre-departure testing and apply for a health code according to the requirements of general personnel going to China during the period.

(2) Close contacts, persons with suspected symptoms, and suspected positive "PP" personnel with nucleic acid test results are subjected to health monitoring for 5 days, and during the period, there is no abnormality in accordance with the requirements of general personnel going to China for pre-departure testing and apply for health codes.

(3) Material requirements for applying for health codes. In addition to the negative nucleic acid test report and the ticket itinerary within 48 hours and 24 hours before the trip, two negative nucleic acid test reports (persons with a history of previous infection) and a health monitoring form (14 days for those with a history of previous infection, 5 days for close contacts, persons with suspected symptoms, and persons with suspected positive nucleic acid test results" for 5 days) confirmed recovery.

6. Special reminder

The above is based on the principles of scientific precision, flexibility and convenience, combined with the characteristics of the virus. Our museum will dynamically adjust the relevant measures according to the epidemic situation and so on. In order to reduce the risk of cross-border spread of the epidemic, from July 1, 2022, all personnel traveling to China from Cyprus are required to apply for a health code with the negative nucleic acid test report of the new crown virus nucleic acid test before the flight. The specific process is as follows:

First, the basic requirements

All personnel traveling to China from Serbia should conduct double nucleic acid testing and apply for a health code within 48 hours before boarding (referring to the departure time of the flight from Cyprus, the same below) in Cyprus and the transit country (if any) directly to China, and cooperate with the airline to check the flight within the validity period of the health code.

2. Specific measures for nucleic acid testing

Passengers are required to complete two nucleic acid tests at the official testing institution (that is, the institution with the Batut verification QR code report) within 48 hours before boarding the aircraft, and the results are negative, and the person can apply for a health code. If the test result is positive, please follow Part IV "Measures for the Treatment of Persons with a History of Previous Infection".

The first nucleic acid test should be sampled within 48 hours prior to boarding; The second sampling is taken within 24 hours of boarding. The above time is calculated according to the flight departure time, and any reported sampling time does not meet the requirements can not obtain a health code.

Nucleic acid tests should be sampled by nasopharyngeal swabs, which should show "Real Time PCR/RT-PCR" and indicate the assay variant. In principle, the two samples should be carried out in different testing institutions, using different reagents, and the interval should be greater than 24 hours.

3. Health code submission, material requirements, review time and special reminders

(1) Chinese citizens who submit it through the WeChat Mini Program "International Version of the Epidemic Prevention Health Code" may submit it on behalf of other Chinese citizens. Foreign citizens can submit applications on behalf of other foreign citizens by using a browser to access https://hrhk.cs.mfa.gov.cn/H5/, use email address to register and log in to register their accounts and log in.

The applicant should submit the application as soon as possible after obtaining two negative nucleic acid test reports, and in principle should be more than 6 hours before the flight departure time. If the application is submitted too late, the applicant shall be responsible for the failure to review it in a timely manner. Please upload all materials clearly and completely, the list is as follows:

2. Proof of Residence*

3. Complete itinerary (e.g. e-ticket)

4. Vaccination certificate (if vaccinated)

* Residence documents include Serbian passport, identity card, residence certificate, visa, etc. (any). Visa-free entry personnel can upload the Chinese exit stamp, Cypriot entry stamp page, etc. to prove that it is not just a temporary departure to Serbia.

It is recommended to carefully check the name, passport number, voyage and other information before confirming the submission, and check whether the materials are uploaded completely. If the application is returned, please modify and supplement the materials in strict accordance with the requirements to minimize the number of return resubmits and avoid unnecessary trouble for subsequent trips. Do not conceal the history of infection, illness or tamper with nucleic acid reports, etc., which will result in the inability to apply for a health code and bear the relevant legal responsibilities.

(2) Special reminders

There is a high risk of cross-infection on international travel, so please do a good job of self-isolation and health monitoring before traveling, and take personal protection on the way. It is recommended to complete the full course of vaccination against COVID-19 approved by China or the World Health Organization for use or marketing.

Chinese-funded enterprises and projects should continue to do a good job in the orderly management of the return of personnel to China, self-isolate according to the actual situation, and refer to the second part of the normal application for health codes.

If it is difficult to conduct testing on Sundays, you must submit a request for assistance to our library by email at least one day in advance (ibid., titled "Sunday Nucleic Acid Appointment Assistance"), and we will arrange it as much as possible.

IV. Measures for handling persons with a history of infection

People with a history of previous infection determine that they have been diagnosed with COVID-19 in a medical institution, or that although they have not been diagnosed, the nucleic acid test results have been positive. Persons with a history of previous infections need to confirm recovery before applying for a health code.

If you have a discharge or cure report issued by a Medical Institution in Cyprus, it can be considered a cure within 14 days, and you can refer to the second part of the normal application for a health code (the relevant report can be sent to the embassy email address in advance [email protected] or uploaded when applying for a health code).

If there is no relevant certificate, the applicant is required to send 2 negative nucleic acid test reports after the cure to our library by e-mail (sampling interval is 24 hours, and the nucleic acid report requirements are the same as the second part). After confirming the recovery time by email, the applicant is asked to self-isolate for 14 days and fill in the "Self-Health Monitoring Form". After the expiry of the quarantine period, applicants are requested to send the form to the embassy mailbox and refer to the second part of the normal application health code.

After confirming recovery, the applicant does not need to be reconfirmed without re-infection.

V. Handling methods for persons in close contact and persons with suspected symptoms

Close contacts (contact with confirmed cases, nucleic acid positive persons, or pre-departure nucleic acid test results "indeterminate", nucleic acid test CT value in the "gray area", etc.) and suspected symptoms (fever, cough, respiratory weakness, etc.) before boarding) need to be monitored for 5 days, and if the monitoring period is complete and there is no abnormality, refer to the second part of the normal application for health codes.

The above are all the requirements for the persons who take flights to China from Cyprus to apply for health codes, and the Chinese Embassy in Serbia will dynamically adjust the relevant measures according to domestic requirements and in combination with the epidemic situation. If the content previously published by the Embassy is inconsistent with this Notice, this Notice shall prevail.
