In order to reasonably arrange and properly handle the licensing of existing e-cigarette-related production enterprises, effectively safeguard the legitimate rights and interests of enterprises, and ensure a smooth transition, the competent administrative department for tobacco monopoly under the State Council will make overall planning and formulate a scheduling plan. Please apply for a tobacco monopoly production enterprise license in this jurisdiction and have registered with the market supervision department before the issuance of the "Decision" on November 10, 2021, and have truthfully completed the declaration of the information of the main body of e-cigarette production and operation (including product production, oem processing, brand holding enterprises, etc.), atomization production enterprises, e-cigarette nicotin production enterprises, etc. to submit a letter of intent to our bureau on time. After the overall scheduling, our bureau will successively notify the relevant enterprises and ask the relevant enterprises to submit a formal application for applying for a tobacco monopoly production enterprise license in accordance with the requirements of the scheduling plan notification. At the same time, electronic cigarette product manufacturers (including product production, brand holding enterprises, etc.) are requested to strictly implement the requirements of the national standard of "electronic cigarette" on product flavor, smoking utensils, atomides, etc., entrust inspection and testing institutions that have obtained the corresponding qualifications after certification to conduct testing, and simultaneously prepare for the application for product technical review (the instructions for product technical review can be inquired from the website of the tobacco monopoly administrative department under the State Council).

They are the Yue edition of the e-cigarette brand application, the Yupeng edition of the e-smoke application, and the McWell edition of the e-cigarette supply chain application.
The nicotine version can refer to the atomized version, which belongs to the relatively single type and has no special version.
At present, there is a lack of solid non-tobacco application versions, because according to the current policy, it is impossible to confirm whether the solid non-smoking equipment belongs to the atomized e-cigarette or the heated cigarette smoking equipment, which can only let such enterprises feel the stones to cross the river, or ask the provincial tobacco monopoly bureau.
If you choose the category of heated cigarettes, it means that you cannot retail in China, but it does not belong to the atomization category. This kind of business should be carefully considered.
The more comprehensive way is to choose both smoking utensils, smoke bombs, and heated cigarettes.
First of all, there are three knowledge points that everyone should clarify before filling out the form.
1. The scope of application for license cannot be selected between the three categories of e-cigarette products, atomized substances and nicotine for e-cigarettes, and the product types and business types within the e-cigarette product category can be selected at the same time; domestic sales, exports, and domestic non-retail * businesses can be selected at the same time.
Interpretation: The names of the three types of production licenses are not the same, factories and brands apply for electronic cigarette product production licenses, soot oil enterprises apply for atomization production licenses, nicotine enterprises apply for electronic cigarette nicotine production licenses, these three categories can only choose one.
Within the scope of these three types of production license business, you can choose both domestic sales and export, and you can also choose the product type at the same time, such as smoke bombs, smoking equipment and combinations.
2. The information in this form is filled in according to the product sales invoice issued by the applicant, which should be consistent with the content of the invoice.
Interpretation: The number of products stated in the actual sales invoice needs to be filled in, and the products that are not recorded in the account may not be recognized. There is an invoice to prove that you have paid taxes according to law, it is a compliant operation, if you declare the number without an invoice, you know. This may make it difficult for the declaring enterprises to engage, and usually some businesses may not be recorded in the account, or not invoiced, which will cause the actual number you declare to be small, or will be considered to be irregular operation.

Before May 5, the national e-cigarette application for production license enterprises will be busy, not only to fill out the form, but also to re-sort and classify the data.
From 5 May 2022, the provincial tobacco monopoly bureau where the domicile is located can submit an application intention for a tobacco monopoly production enterprise license, and then submit a formal application in accordance with the scheduling requirements.
