On the morning of February 16, the Standing Committee of the Fuzhou Municipal People's Congress held a press conference on the promulgation and implementation of the "Regulations on the Protection of Shoushan Stone Carving Techniques in Fuzhou City". The regulations were adopted by the 40th meeting of the Standing Committee of the 15th People's Congress of Fuzhou City on October 28, 2021, and approved by the 30th meeting of the Standing Committee of the 13th People's Congress of Fujian Province on December 15, 2021, and will come into force on March 1 this year.
Fuzhou Shoushan stone carving is a traditional folk carving art in Fuzhou, which has a history of more than 1500 years and is one of the four major cultures of Fujian. In 2006, it was included in the first batch of national intangible cultural heritage representative project list, in 2010 it was protected by the national geographical indication products, and in 2012, Fuzhou was awarded the title of "China Shoushan Stone Culture Capital". In recent years, due to the increasingly severe global economic environment, the impact of the new crown epidemic, the Shoushan stone carving market has become increasingly sluggish, the production space compression, talent loss, poor inheritance, insufficient product innovation and research and development and other problems have intensified, and the development of the industry is facing many difficulties.
In order to solve the existing problems and further improve the institutional measures, it is necessary to strengthen the protection and inheritance of Shoushan stone carving skills through the formulation of local regulations, and help build an international brand of Mindu culture.

The "Provisions" has a total of 27 articles, mainly focusing on the management system, protection measures, talent training, industrial support and other aspects of Shoushan stone carving technology.
The "Provisions" clearly stipulate that the people's governments of Fuzhou City and relevant counties (cities, districts) shall make overall arrangements for corresponding funds in the annual financial budget for the protection of Shoushan stone carving techniques. At the same time, it stipulates the obligations of Fuzhou Shoushan Stone Industry Association, and gives full play to the leading role of the industry association in promoting the Shoushan stone carving industry to become bigger and stronger.
The "Provisions" also clarified the measures for the preservation of Shoushan stone carving skills, stipulating that the fuzhou municipal administrative department of industry and information technology shall establish a database of Shoushan stone carving technology archives by comprehensively using pictures, texts, digital multimedia and other methods to digitally preserve Shoushan stone carving skills and ensure the long-term and stable inheritance of Shoushan stone carving skills.
In order to strengthen the construction of the talent team in the Shoushan stone carving industry and enhance the attractiveness of talents in the Shoushan stone carving industry, the Provisions clarify the obligations of the relevant administrative departments in Fuzhou in the cultivation of talents in the industry. By encouraging practitioners to participate in the identification and evaluation of vocational skill levels and professional and technical post qualifications, as well as encouraging relevant colleges and universities to set up professional courses related to Shoushan stone carving, and jointly establishing talent training bases with enterprises, we will improve the talent training system and ensure the dynamic and stable inflow of talents in the industry.
