Recently, the State Administration for Market Regulation announced the mandatory national standard for "electronic cigarettes", which will be implemented from October 1, 2022, giving manufacturers and distributors a 5-month buffer period. The standard clearly stipulates that the characteristic flavor of the product should not be made to show other flavors other than tobacco, and at the same time, the e-cigarette without nicotinoid is included in the definition of e-cigarette, and the e-cigarette products that do not contain nicotinoid are not allowed to enter the market for sale.

The standards released this time were formulated by the State Administration for Market Regulation, together with the State Tobacco Monopoly Administration, the National Tobacco Standardization Technical Committee and relevant technical institutions. Previously, the State Tobacco Monopoly Administration formulated and issued the "Administrative Measures for Electronic Cigarettes", and the formulation of mandatory standards for "electronic cigarettes" is an important means to implement the above laws and regulations, and it is also an important technical support for the establishment of an electronic cigarette supervision system. The standard clarifies the definition of e-cigarettes, stipulates that the characteristic flavor of the product should not be made to show other flavors other than tobacco, and clearly requires that "the atomization should contain nicotine", that is, e-cigarette products that do not contain nicotine shall not enter the market for sale. At the same time, the standard lists 101 kinds of additives that are allowed to be used, which are included in the "white list" of additives. Experts say that fruit-flavored e-cigarettes have an "entry effect." Eliminating flavored e-cigarettes can prevent never-smokers, especially teenagers, from becoming smokers.

Li Sheng, director of the smoking cessation clinic of Jiangsu Cancer Hospital, a member of the Tobacco Control Professional Committee of the Jiangsu Health Education Association, said: "A non-cigarette smoker who adds e-cigarettes will not be addicted to smoking at the beginning. However, because of the addition of fruit flavor flavoring agents to e-cigarettes, after smoking, nicotine gradually becomes addictive, which eventually leads to the transformation into smokers in the true sense. ”

In the interpretation released by the State Tobacco Administration on April 13, it is clear that the national standard for "electronic cigarettes" will be implemented from October 1, 2022, and the transition period is now determined to end on September 30, 2022. During the transition period, existing e-cigarette production and operation entities (i.e., existing e-cigarette production and operation entities) before November 10, 2021 may continue to carry out production and business activities.

In the next step, e-cigarette manufacturers and distributors will apply for licenses in batches and trade through the e-cigarette trading management platform. After the end of the transition period, e-cigarette production and business entities must carry out production and business activities in strict accordance with the Tobacco Monopoly Law of the People's Republic of China, the Regulations on the Implementation of the Tobacco Monopoly Law of the People's Republic of China, the Measures for the Administration of Electronic Cigarettes, and the National Standards for Electronic Cigarettes.
