Commercial insurance should become an important mechanism for three allocations
In August 2021, the tenth meeting of the Central Financial and Economic Commission pointed out that it is necessary to adhere to the people-centered development thinking, promote common prosperity in high-quality development, correctly handle the relationship between efficiency and fairness, and build a basic institutional arrangement for the coordination of primary, redistributive and tertiary distribution.
In Zhou Yanli's view, commercial insurance has played an important role in preventing and resolving the poverty caused by disasters and diseases, and it can smooth out the losses caused by risks in time and space, which should become an important mechanism for three allocations.
He pointed out that on the road to achieving three distributions and promoting the common prosperity of all people, insurance is an important distribution mechanism and a guarantee mechanism. After participating in the three allocations, commercial insurance can more accurately match vulnerable groups, target groups are more accurate, more targeted and fair, which is conducive to further establishing and improving the protection mechanism in the whole society.
At the same time, Zhou Yanli observed that the development of commercial insurance also faces some problems, such as insufficient product innovation, the need for governments at all levels to gradually raise awareness, and the need for relevant policy support. To this end, Zhou Yanli put forward four suggestions.
The first is to strengthen the top-level design and incorporate the insurance system into the overall development pattern and framework system of the three distributions. Led by the government, clear instructions are made in the operation mechanism, institutional arrangement and logistics support of the three allocations, and the precise guarantee and risk dispersion mechanism of commercial insurance are established to encourage and guide the healthy and sustainable development of commercial insurance.
The second is to strengthen support for commercial insurance in terms of finance and taxation. On the one hand, the product innovation and research and development expenses made by commercial insurance in the three distributions are deducted before tax, and appropriate financial subsidies are given when policy-based and inclusive insurance is launched; on the other hand, the tax base is appropriately increased, and the expenditures used by individuals to purchase commercial insurance (including but not limited to health insurance, automobile insurance, long-term care insurance, etc.) are deducted before tax.
The third is to strengthen interdepartmental cooperation. The development of commercial insurance often involves cooperation between multiple departments. For example, the promotion of agricultural insurance involves the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the Forestry and Grassland Bureau, etc.; the development of health insurance involves the Medical Insurance Bureau, hospitals, etc. In order to further promote the development of commercial insurance and better adapt to the mechanism of three-time distribution, it is recommended to establish a coordination mechanism between insurance-related departments and set up a working group to give full play to the function of the government and the market.
The fourth is to strengthen publicity and education. In all aspects of social participation to popularize the knowledge of commercial insurance, government departments should earnestly attach importance to the function and role of insurance from the ideological point of view, and be good at using the insurance system and mechanism to make the three distributions bigger and stronger.

Faced with the development of network security insurance, Zhou Yanli put forward four suggestions. The first is to improve the relevant standards and legal systems. The establishment of databases at all levels will make the rate pricing of network security insurance precise, standardized and rational. The fourth is to increase the publicity and promotion of network security insurance.
