The story of the committee members | attend the two sessions, why does he have to wear a Chinese standing collar suit?

Song Weizu Profile

He is a member of the Standing Committee of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference, deputy director of the Social Law Committee, deputy director of the Central Cultural Committee of the China Democratic League, a first-level inspector of the Beijing Municipal Committee of the China Democratic League, the founder of the Beijing Design Society, the director of the "Beijing Gift" Tourism Commodities Expert Committee, a member of the 2008 Olympic Mascot Review Committee, and a torch judge of the 2022 Winter Olympics.

Authentic old Beijing has its own cultural flavor

In 1982, Zhang Shucai, a librarian of the First National Archives, discovered from the yongzheng period archives in the museum that in the sixth year of Yongzheng, Sui Hede, who succeeded Jiangning Weaving, played a clear role in the "Analysis of Cao Fu's Jiangnan Family Property population and other items": "Cao Fu all the land, houses, population, etc., the slave Talent Hemeng Emperor is vast and rewarded, the favor has been extreme, and Cao Fu's family has been enjoined to keep less real estate to support themselves." Now that his family members will soon return to Beijing, the slaves should be allocated to the beijing housing population at their discretion. After the Yongzheng Emperor approved that Cao Xueqin and his grandmother and other children returned to Beijing from Nanjing in the seventh year of Yongzheng, Sui Hede gave Cao Yin's wife and widow the life of a seventeen-and-a-half room and three pairs of domestic servants in the local room of Garlic City outside the Chongwen Gate of the capital.

In the eyes of red scholars, Cao Xueqin, the author of "Dream of the Red Chamber", is a mysterious existence, and the year in which he was born, the year he died, and where he was buried are still being examined. And the only written record that can prove it is these seventeen and a half rooms. Later, after many experts and scholars examined it, the existence of this former residence of cao was found at No. 207, the former Guangqumen Street in Beijing. The person who told reporters about this history was Song Weizu, a member of the Standing Committee of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference and deputy director of the Central Cultural Committee of the China Democratic League.

Song Weizu is an authentic Beijinger, born at No. 18 Guanma Hutong on Guangqumen Street in Beijing's Dongcheng District (formerly Chongwen District). When he was a child, he often ran to the area of garlic market to play, and when he was tired of playing, he sneaked into the courtyard of No. 207 to drink tap water. Song Weizu, who has been reading "Dream of the Red Chamber" since he was 10 years old, has lived in that area for more than 30 years. Many years later, he realized with hindsight: "Opposite our house is Cao Xueqin's home, just a stop diagonally opposite my house." ”

The development of society has changed the face of the city, and today, No. 207 Guangqumen Street no longer exists. There are only a few Beijingers who can also identify where he once was, and Song Weizu is one of them.

"The location of this courtyard is in the northeast corner of today's Chongwenmen Outer Street and Ciqikou intersection. Its real original site is under this intersection. ”

As soon as he began to speak, the Beijing flavor on Song Weizu's body was vividly reflected——

Can kan. Beijing people can talk, Song Weizu is no exception, he is not only full of temperament, but also painted a colorful voice, eyebrows flying and dancing for half a day, looking down at the time: Oh! Unconsciously, three hours passed.

easiness. Beijing is the ancient capital of the imperial city, and the depth of culture is silently immersed in architecture and language. Song Weizu, who speaks an authentic Beijing dialect, has undoubtedly seen the world through his hand at the collection of allusions and anecdotes.

daintily. Some reporters found that Song Weizu attended the two sessions in Beijing and would definitely wear a Chinese standing collar suit. "This is an improved version of Zhongshan clothing, and the design of pockets, collars, buttons, etc., all absorb the characteristics of traditional clothing. When I was younger, I also wore a suit and tie every day. Because I do design-related work, with the increase of international contacts, I think that Chinese should wear Chinese dress. ”

"China is a country of etiquette. In the past, Chinese to go up to the court, go out, or participate in various sacrifice activities, they all had to wear Chinese clothes. Today, to participate in important activities and attend important occasions, Chinese must have a Chinese image, which also reflects the confidence of Chinese in Chinese culture. Listening to Song Weizu's narration, I gradually found that the Beijing flavor on his body turned out to be a cultural flavor.

The former Chongwen District was home to arts and crafts. Since he was a child, Song Weizu sat on the back of his father's bicycle and ran all over the cloisonné factory, jade factory, and material factory on this boundary. After working, he was responsible for the scientific and technological work of arts and crafts, and he also saw a lot of "carving lacquer, palace blankets, filigree inlays, gold lacquer inlays, cloisonné, ivory carving, jade carving, Beijing embroidery" known as the "Eight Perfections of Yanjing", as well as velvet bird silk flowers and Cao's kites.

This experience, fermented over time, has gradually been transformed into Song Weizu's long-term concern and continuous promotion of Beijing's cultural development over the years.

But for the sake of culture, there is no fear of protracted war

"The former residence of 'Seventeen and a Half Rooms' Cao Xueqin, located in Ciqikou, now dongcheng district (formerly Chongwen District), has been restored and will soon be opened to the public." During this year's two sessions in Beijing, Song Weizu revealed this good news in an interview with reporters.

"The address of the restoration was moved about 150 meters east and about 100 meters north than the original location." Since the resumption of construction in 2019, Song Weizu's proposal has begun to focus on how to use this after the restoration of the former residence. In the previous 13 years, Song Weizu's proposal was to promote restoration and how to restore it.

In 1999, when The Liangguang Road in Beijing was widened and expanded, the district government made a decision to "relocate and rebuild" after listening to the arguments and suggestions of many experts, and the courtyard of No. 207 Guangqumen Street was demolished. In the years that followed, red science experts and CPPCC members from Beijing and Chongwen District repeatedly called for the restoration of the former residence.

At the end of 2006, Song Weizu, a member of the NLD, became a former CPPCC member of Chongwen District. Before retiring, Wang Jinzhong, chairman of the Chongwen District Working Committee of the former China Democratic League, specially handed him two packs of materials related to the restoration of his former residence and instructed him: "You must continue to do this!" When he opened it, Song Weizu found that it was this place, right next to my house." ”

In the past 15 years, the restoration of Cao Xueqin's former residence has gone from appeal to landing, in which various repeated and changeable situations of urban development have been experienced. The NLD people have always paid attention to the protection and development of urban culture, and generation after generation of NLD people have spoken out and contributed to the protection of the ancient capital. The addition of Song Weizu did not want to become a "protracted war" that lasted for 15 years.

Another "protracted war" is about the protection of the ancient guild hall in Beijing.

In the Ming and Qing dynasties, the Beijing guild hall flourished, and Qianmen, ChongwenMen, and Xuanwumen were the concentrated areas of the guildhall. "At a series of important historical moments, such as the Penghu Reform Law, the Xinhai Revolution, and the preparations for the establishment of the Communist Party of China, the Capital City Hall can be seen."

In a 2009 survey, Song Weizu found that although 11 of the 57 ancient guild halls scattered in Beijing are national, municipal and district-level cultural relics protection units, not a few are included in the demolition plan.

After many investigations and demonstrations, at the Fourth Session of the 13th CPPCC Beijing Municipal Committee in 2021, Song Weizu submitted a proposal on "Rescue, Repair and Protection of Typical Guild Halls and The Development of the Cultural Economy of the Guild Hall", suggesting that from the perspective of urban development planning, "norms for the protection and utilization of the guild hall" should be formulated, and the cultural industry zone of the guild hall should be established to attract local enterprises to develop the cultural industry. This proposal was rated as an excellent proposal of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference that year, and was set as a member proposal personally supervised by the leaders of Beijing Municipality.

It is understood that the Huguang Guild Hall has become a cultural industry base featuring Peking Opera performances; after the restoration of the Anhui Guild Hall, it has been changed to an opera inheritance base. There are also more than 10 guild halls such as the Pigment Hall, zhengyi ancestral hall, Fuzhou new hall, and Fuzhou new hall that have been opened for use.

Song Weizu carried out the proposals and suggestions of Cao Xueqin's former residence and the Beijing Ancient Guild Hall for 15 and 13 years, respectively, during which time he served as a member of the Beijing Chongwen District CPPCC Committee (CPPCC member of Dongcheng District), a deputy to the Beijing Municipal People's Congress, and a member of the Beijing Municipal CPPCC Committee. From a member of the CPPCC District Committee to a member of the CPPCC Municipal Committee, Song Weizu's road map for performing his duties is composed of more than a decade of intersecting years. More than ten years have passed, and song Weizu's story of performing his duties is still pending.

"This year, I also propose to take the former residence of Cao Xueqin in the 'Seventeen and a Half Rooms' as the base point, excavate the relics of Cao Xueqin and the Dream of the Red Chamber scattered on the land of Beijing, and connect them through the implementation of the 'Listing and Marking Project' to build a city museum of Cao Xueqin and the Dream of the Red Chamber, and build an international literature punch card."

Also in 2022, Song Weizu brought a proposal to build a Museum of the Beijing Guild Hall. He hoped that while "using" the ancient guild hall, the culture of the guild hall would be "brought to life".

The body is in the red dust and should be for all sentient beings

In Song Weizu's urban memory, the layer of Beijing City is more than today.

Under the roots of the old city wall of Chongwenmen, it is now an open parkland. "It used to be a dump, and when we were in elementary school, we moved the city wall bricks to build bomb shelters."

The Yongsheng Elementary School, where Song Weizu had attended, was a church earlier, and the classroom where he attended classes was the dormitory of the former nuns. The orphanage next to it is now a cultural and creative park. The alley where he once lived is now only half cut. The small courtyard where he once lived is still there today, but he is hidden behind the high-rise buildings standing side by side on Liangguang Road.

On May Day last year, Song Weizu deliberately went back to look at the public space in the courtyard, and the public space in the courtyard was getting narrower and narrower, and the road was so narrow that even a bicycle could not be pushed in. "It's the image of the old courtyard in Beijing that hasn't been demolished yet, and it's vividly expressed there."

Over the past decade or so, Song Weizu has changed his role as a deputy to the national people's congress and a member of the Chinese People's Political Consultative Conference, and when asked why the two are different, he has a deep understanding: "Being a people's congress deputy is more about fulfilling legal procedures and paying attention to issues at the institutional level. To be a member of the Chinese People's Political Consultative Conference [CPPCC], he is more directly concerned about social issues. ”

Since the reform and opening up, the megacity of Beijing has undergone tremendous changes. After development, there are no fewer problems than when they are not developed. Over the years, Song Weizu has been busy, busy understanding society and caring for society. Every year, he has to go to the enterprise, go to the community, go into the countryside, visit cultural relics, and listen to the demands of the masses. He believes: "Only in this way can we make accurate recommendations." ”

At this year's two sessions in Beijing, Song Weizu was again a "big proposer." Among the 46 proposals submitted by him, in addition to the long-term attention to ancient culture and ancient architecture, there are also topics such as shared bicycles, pensions, science and technology, vocational education, museum cities and design cities.

Dabbling in many fields, forward-looking questions and giving suggestions, it is impossible to rely on enthusiasm.

In the 1980s, China's garbage disposal was mainly landfill, which not only caused a large amount of land to be wasted due to landfill garbage, but also caused waste of resources. After graduating from the Department of Chemical Engineering at Tsinghua University, Song Weizu, who was working at the Chinese Academy of Environmental Sciences at the time, undertook a scientific research project of waste incineration.

"But at that time, we found that most of the garbage in Beijing was non-combustible substances such as furnace ash and vegetable gangs, so we turned our attention to train garbage." In order to come up with a feasible plan, Song Weizu ran to the Beijing Railway Station to investigate the garbage disposal of the train.

Walking into the garbage dump, six or seven people emerged from nowhere, surrounding Song Weizu and began to look at it. "They were scavengers, they looked at strangers, they thought they were grabbing land." Song Weizu hurriedly explained, and took out a cigarette and put it on the front cover almost.

From their mouths, Song Weizu learned, "Some of them specialize in picking up plastic bottles, some people specialize in waste paper, glass, etc., with a clear division of labor and strict implementation, and separate out all the garbage that can be exchanged for money." In the end, the project was not completed, but he was inspired by the work model of the waste pickers: "China's garbage classification, how to open up the relationship between sanitation and material recycling." Those recyclable materials are picked out and handed over to the material recycling company to achieve resource reuse. ”

After four years of unremitting promotion of the proposals of the People's Congress and the proposals of the Chinese People's Political Consultative Conference, by 2016, Song Weizu saw that the Beijing Municipal Urban Management Committee was listed, and the "function of recycling and utilization management" originally responsible for by the Municipal Commission of Commerce was assigned to the Municipal Urban Management Committee, realizing the unified management of the two functions of domestic garbage recycling and removal.

In 2018, Song Weizu submitted a proposal to improve the classification and utilization mechanism of resource recycling and establish a refined management system for garbage classification. Soon, the Beijing Municipal Urban Management Committee pointed out in the reply to the proposal that in the "2018-2020 Waste Governance Action Plan" that Beijing has formulated, "resource recycling, dry and wet separation" is taken as the basic technical route of garbage classification, and the collection and transportation behavior is standardized.

Many people seem that garbage classification is a question about whether the city is civilized or not, but Song Weizu sees it more deeply: "This is actually a sign of whether we have reached a higher level of civilization development in social and economic development and industrial development." ”

Under the operation of Chinese-style consultative democracy, the landing of a policy is often not played by one person, but because the CPPCC has a smooth channel for suggestions, more people continue to join, improve suggestions, and promote implementation, highlighting not only the superiority of the system, but also the advantages of people's democracy in the whole process.

Specific to individuals, "everyone will be uncomfortable when they encounter new problems, from not understanding to understanding, and must be diligent." Song Weizu has his own "four diligence" secrets - diligent study, learning knowledge, learning documents, and studying law. Do it diligently, do research, don't research, don't speak. Diligent thinking, not only to extract the existing data from the rough and refined, to remove the false and the true, to find the real problems, but also to develop the vision, put forward pragmatic and feasible suggestions on strategic and forward-looking issues. Write diligently, write out what you have learned and thought, and form proposals and information. In the five years since the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) assumed office, Song Weizu submitted more than 150 proposals.

"You are busy with anything all day long, you don't buy a house, you don't buy a house, you just sit there every day and write." The complaints of his lover made Song Weizu think more and more clearly about himself. "In fact, there are two kinds of people, one is to make their material life better and better. I think that a person is three meals in all seasons, it is enough to eat and wear warm, to help people, to do a little thing, you do, this society may progress. ”

This life is full of great events and many fortunate things

On February 13, 2022, Beijing received its biggest snowfall in decades.

The earth is clean. At eight o'clock in the evening, Song Weizu stepped on the snow and walked along the Olympic Avenue to the National Stadium next to the "Bird's Nest" to watch China's ice hockey match against Canada.

Along the way, the ice piers on the landscape square, the Olympic torch "flying" in the snowflakes, the Beijing Winter Olympic volunteers waving glow sticks, and the slogan of "Together to the Future" on the big screen of the stadium, seeing these Winter Olympic images and landscape designs, Song Weizu flashed in his mind familiar designer friends, and his eyes were full of tears.

At that time, Song Weizu was a member of the 2008 Olympic Mascot Review Committee, recalling the design process of the mascot, he told the unknown details, and at the end, the vice chairman of the 2022 Beijing Winter Olympic Torch Jury and the vice chairman of the propaganda poster jury sighed: "At that time, we were just a learner. Mascots, torches, emblems, medals, etc., although they have added Chinese elements, are almost all imitating their predecessors. By the time of the 2022 Winter Olympics, our designs were all created in-house. ”

From 2018 to 2021, Song Weizu relied on the Beijing Design Society to once again undertake the task of soliciting design plans for the Winter Olympics. One after another collection tasks reached their hands, and invitations were issued to global designers; in-depth colleges, enterprises, and design institutions were mobilized and guided; every time they communicated and talked with the participating designers in the late night and early in the morning; design works came like snowflakes, and guided designers to accurately submit compliance...

The cultural phenomenon of "ice piers" spreading around the world also made Song Weizu more confident: "This is the world's recognition of the Beijing Winter Olympics and the love of Chinese culture." "From China's successful bid to host the 29th Summer Olympic Games in 2001 to the Beijing Winter Olympics in 2022, china has achieved a historic leap in economic strength, scientific and technological strength and comprehensive national strength in more than 20 years. The mascot of the Chinese event from "Pan Pan" to "Jingjing" to "Ice Pier" and "Snow Rongrong" is also a process in which Chinese design achieves a qualitative leap and Chinese culture is fully expressed.

This experience of witnessing in his life made Song Weizu, who has entered the design field since the early 1990s, frequently sigh, "The 2008 Olympic Games, we let the world know what China has; the 2022 Winter Olympics, let the world think together about what is our common future." ”

On March 11, Song Weizu watched the semi-finals of the Beijing Winter Paralympic Games, curling, and walked next to the "Bird's Nest" after the end, looking up at the sky, only to see a strong light straight into the sky, and a big smiling face was blinking at him. He, too, laughed.
