On February 21, the Beijing Municipal Transportation Commission issued a notice proposing that it would provide turnover indicators for two types of second-hand car companies, with unlimited and free allocation.
Different from the new car transaction, in the second-hand car trading link, the original owner needs to wait until the old car is sold to free up the car purchase indicator, and the car dealer will mostly choose the leasing indicator or use the indicator under his personal name to collect the car for convenience. However, the number of personal new car indicators is limited, and the superimposed leasing indicators will also bear the risk and pay high rent, which makes many car dealers headaches and also makes it inconvenient in the circulation of second-hand car transactions.
Indicators don't have to look around
Both types of businesses can apply
In the Shunchao East used car market in Beijing's Shunyi District, Sun Li (pseudonym), a second-hand car store operator, admitted that he had more than 20 second-hand cars under his name, and it was quite smooth to collect and sell cars. However, when the indicator turnover in the hand is not open, even if you see a car with the right price, you can only miss it. Since the turnover cycle of a car is only two months, it is necessary to be very cautious when receiving the car, so as not to occupy the indicator.
It is reported that the "indicator" in the mouth of car dealers refers to the turnover index of second-hand passenger car transactions, that is, under the policy of regulating the number of passenger cars, the second-hand car circulation enterprises registered and filed in the city use the indicators used when acquiring second-hand passenger cars and handling the verification of second-hand car sales invoices.
In fact, Sun Li's situation is not unique. A person in charge of a second-hand car shop in Beijing's Fengtai Huaxiang Market said, "Before, I used indicators from my relatives and my own name. Most of the car dealers around them use the indicators of the surrounding people to turn around the vehicles, which is not only troublesome, the number is not much, and peers often look around for indicators. ”
The Beijing Business Daily reporter learned that at present, in the second-hand car market, small and medium-sized second-hand car dealer brokerage companies dominated by self-employed people do not have trading qualifications, and the company cannot buy second-hand cars under its name, so such car dealers mostly use indicators under their personal names to collect cars.
In order to better protect the development of the second-hand car circulation industry, it is more convenient for enterprises to acquire and sell used cars. The Beijing Municipal Transportation Commission and other four departments jointly formulated the "Beijing Second-hand Passenger Car Transaction Turnover Indicator Management Measures (Trial)" (hereinafter referred to as the "Measures"), which clearly pointed out that two types of enterprises can apply for the allocation of turnover indicators, namely:
Used car circulation enterprises that have filed with the Beijing Municipal Department of Commerce and have rented parking spaces in the Beijing Used Car Trading Market
It has been filed with the Beijing Municipal Department of Commerce and has more than 20 fixed parking spaces (excluding road parking spaces) outside the trading market
The "Measures" show that "by introducing the second-hand car turnover indicator, it is possible to achieve the second-hand car turnover without occupying the existing vehicle indicator." ”
Save costs and reduce risks for enterprises
The indicators are allocated without limitation and without compensation
It is reported that the turnover indicator is configured in a gratuitous and unlimited manner, which has also helped many car dealers save costs.
A Beijing second-hand car dealer told the Beijing Business Daily reporter that the indicators of relatives around him were not enough before, and they could only rely on leasing indicators to collect cars. "Now an indicator rents about 13,000 yuan a year, and the profit of a mid-range car is 3,000 yuan, but if it is sold in three months, it is not profitable at all, because the indicator will rent more than 1,000 yuan a month."
The "Measures" pointed out that the turnover indicator does not occupy the annual number of unit, family and individual passenger car indicator allocation, and the turnover index does not limit the total amount and implements free allocation.
Yan Jinghui, a member of the expert committee of the China Automobile Dealers Association, said that the non-limit on the total amount and the implementation of gratuitous allocation not only solve the problem of car dealers needing indicators, but also eliminate the problem of car dealers leasing passenger cars under private names in the second-hand car market for second-hand car trading, and restore the order of rational use of indicators in the automobile market and automobile consumption.
In order to further strengthen market management, the Measures make it clear that no unit or individual may buy, sell or lease turnover indicators.
Cui Dongshu, secretary general of the National Passenger Car Market Information Joint Association, believes that the landing of this policy not only reduces the turnover cost of second-hand cars, but also accelerates the turnover speed of second-hand cars, which is good for both car dealers and consumers.
Realize "position-controlled car"
There is an upper limit to the number of metrics used
In addition to solving the problem of car dealer indicators and speeding up transactions for consumers, the Measures also make requirements for the number of turnover indicators used.
The number of turnover indicators used by second-hand car circulation enterprises at the same time shall not exceed the number of parking spaces they rent in the legally registered second-hand car trading market in this city or the number of parking spaces of enterprises; second-hand car circulation enterprises outside the trading market shall apply for turnover indicators and shall have fixed parking spaces other than road parking spaces, and the number shall not be less than 20.
For example, if an enterprise rents 1 parking space in the trading market, the enterprise can apply for the use of 1 turnover indicator at the same time. After the second-hand passenger car acquired by the enterprise using the turnover indicator is sold, the enterprise can apply for the use of 1 turnover indicator again. If the enterprise completes 10 acquisitions and sales in a year, it actually applies for the use of 10 turnover indicators in that year.
The "Measures" show that the policy setting of "limited scale and unlimited turnover times" is to achieve "controlling the car by position", determining the upper limit of the number of indicators that enterprises can use at the same time, preventing individual enterprises from arbitrarily applying for turnover indicators, parking at will after acquiring second-hand cars, and breeding "zombie car" chaos.
In addition, after the second-hand passenger cars acquired by the second-hand car circulation enterprises using the turnover indicators have completed the transfer registration, the resident enterprises in the trading market must store the second-hand passenger cars to be traded in the trading market, and the enterprises outside the trading market must store the second-hand passenger cars to be traded in their fixed parking lots and are not allowed to drive on the road.
