Introduction
In accordance with the deployment of the municipal government, in order to optimize the business environment, better protect the development of the second-hand passenger car circulation industry, and facilitate the turnover process of acquiring and selling second-hand cars by enterprises in the industry, today (No. 21), the Beijing Municipal Transportation Commission, the Beijing Municipal Bureau of Commerce, the Beijing Municipal Market Supervision and Administration Bureau, and the Beijing Municipal Public Security Bureau Public Security Traffic Management Bureau jointly formulated the "Beijing Second-hand Passenger Car Transaction Turnover Index Management Measures (Trial)", which will be implemented from the second quarter of 2022. The transport department is now interpreting the key contents of the policy.

Who can apply for a turnover indicator?

Used car circulation enterprises that have been filed with the municipal commerce department and have rented parking spaces in the city's second-hand car trading market can apply for the allocation of turnover indicators. Used car circulation enterprises that have been filed with the municipal commerce department and have more than 20 fixed parking spaces (excluding road parking spaces) outside the trading market can also apply for the allocation of turnover indicators. Families, individuals, public institutions and enterprises that are not engaged in the circulation of second-hand cars cannot apply for turnover indicators.
How many turnover indicators can I apply for?
The number of turnover indicators used by second-hand car circulation enterprises at the same time shall not exceed the number of parking spaces rented by enterprises in the trading market or the number of fixed parking spaces used outside the trading market.
For example, if an enterprise rents 1 parking space in the trading market, the enterprise may apply for the use of 1 turnover indicator at the same time. After the second-hand passenger car acquired by the enterprise using the turnover indicator is sold, the enterprise can apply for the use of 1 turnover indicator again. If the enterprise completes 10 acquisitions and sales in a year, it actually applies for the use of 10 turnover indicators in that year.
The above-mentioned policy setting of "limited scale, unlimited turnover times" not only realizes the "control of cars by position", scientifically determines the upper limit of the number of indicators that enterprises can use at the same time, prevents individual enterprises from applying for turnover indicators at will, parking at will after acquiring second-hand cars, and breeding "zombie cars" chaos, but also fully considers the actual situation that enterprises in the second-hand car circulation industry are more frequent in receiving and selling cars, which is conducive to promoting the accelerated circulation and healthy development of the industry.
Can a second-hand passenger car to be traded that is acquired by an enterprise using the turnover indicator be driven on the road?
Do not drive on the road.
After the second-hand passenger car acquired by the second-hand car circulation enterprise using the turnover index completes the transfer registration, the resident enterprise in the trading market must store the second-hand passenger car to be traded in the trading market, and the enterprise outside the trading market must store the second-hand passenger car to be traded in its fixed parking lot and may not drive on the road.
The trading market should strengthen the vehicle access management of the resident enterprises, and the industry association should supervise the enterprises outside the trading market to strengthen the management of vehicle access, and strictly control the second-hand passenger cars to be traded out of the business premises.
For those who falsely report parking lot information or drive second-hand passenger cars to be traded in violation of road traffic safety laws and regulations, the acceptance of applications for turnover indicators of relevant enterprises will be suspended for one year.
After the second-hand passenger car to be traded completes the transaction (sold by the second-hand car circulation enterprise), the updated indicator will not be generated.
Other highlights
First, the second-hand passenger car transaction turnover index defined in the "Administrative Measures" refers to the indicators used by the second-hand car circulation enterprises registered and filed in the city when acquiring second-hand passenger cars and handling the verification of second-hand car sales invoices under the policy of regulating the number of passenger cars.
Second, the turnover indicators do not occupy the number of unit, family and individual passenger car indicators allocated each year, and the turnover indicators do not limit the total amount and implement free allocation.
Third, after the application for turnover indicators is approved, the "Notice of Confirmation of Turnover Indicators" obtained by the second-hand car circulation enterprises carries the identification number of the passenger car of the vehicle to be acquired. When a second-hand car circulation enterprise uses turnover indicators to acquire a second-hand passenger car for transfer registration, the traffic management department of the public security organ shall be responsible for endorsing the transfer registration matters on the "Motor Vehicle Registration Certificate", determining the registration number of the motor vehicle, issuing the "Motor Vehicle Driving Certificate" and the inspection pass mark, but not making or issuing the number plate.
