By 2025, the province will have promoted a total of 100,000 new energy vehicles (as of the end of 2021, the number of new energy vehicles in the province is 28,850), a total of 25,000 charging piles of various types, 20 substations, 5 new hydrogen refueling stations, accelerating the construction and transformation of charging infrastructure in highway service areas, and promoting the construction of charging infrastructure along national highways and provincial highways.
The "Planning" proposes that by 2025, the total output of new energy vehicles in the province will reach 100,000 vehicles, and strive to achieve a main business income of 45 billion yuan in the whole industry chain. Breakthroughs have been made in key technologies for new energy vehicles, cultivating 10 specialized and specialized new small and medium-sized enterprises, implementing a number of major technical research projects, and striving to introduce 10 high-quality enterprises in the new energy automobile industry chain.
The core technology research project of new energy vehicles will be implemented, focusing on new technology research such as modular high-performance vehicle platform, integrated design of pure electric vehicle chassis, low-energy self-heat preservation technology for vehicles in extremely cold environments, and multi-energy power system integration. Strengthen the consistency and stability research in the production process of graphite materials, and promote the application of graphene conductive agents in high-energy density power lithium batteries. Breakthrough in key technologies such as high-efficiency engines and high-efficiency generators, and tackle special engines and range extender systems for range extenders with small size, low fuel consumption and high comprehensive efficiency.
Carry out research on safety technologies such as hydrogen production, hydrogen storage, hydrogen transportation, and hydrogenation, and accelerate the research of core technologies such as hydrogen fuel cell engines, membrane electrodes, proton exchange membranes, catalysts, hydrogen circulation pumps, and air compressors. Strive to achieve breakthroughs in key components, stacks, system design and integration technologies for solid oxide fuel cells (SOFCs).
Promote the construction of hydrogen fuel cell supply system。 Encourage the construction of a basic industrial chain for hydrogen energy utilization such as hydrogen purification, hydrogen storage and transportation, hydrogen refueling, and hydrogen application, promote multi-source complementarity such as industrial by-product hydrogen, hydrogen production by solid oxides, and hydrogen production by electrolysis of water, gradually establish a unified, open, competitive and orderly diversified hydrogen resource supply guarantee system, and build important hydrogen energy resource supply bases in the three northeastern provinces。 Encourage the integration and establishment of hydrogen refueling stations, gas stations, charging stations, etc., increase the integration of resources, and improve the economic and social benefits of hydrogen refueling stations. Coordinate and promote the layout and construction of hydrogen refueling stations in Heilongjiang Province, and encourage conditions that allow cities to give priority to public transportation, industrial parks and other scenarios to carry out hydrogen energy utilization demonstration operations。
Promote the demonstration application of hydrogen fuel cell vehicles. Grasp the resource endowments, industrial base and application scenarios of Heilongjiang Province, carry out the demonstration and application of new technologies and models of fuel cell vehicles, and focus on promoting the promotion and application of fuel cell vehicles in the field of medium- and long-distance, medium- and heavy-duty commercial vehicles. Support the application of hydrogen fuel cell vehicles in cold chain logistics scenarios, boost Heilongjiang Province to build a national cold chain logistics network, and stimulate new momentum for industrial development. Encourage cities with good basic conditions and high technical level in the industrial chain in the province to actively cooperate with other cities to declare fuel cell vehicle demonstration city clusters, and promote the sustained, healthy, scientific and orderly development of the fuel cell vehicle industry.
