According to the Shanghai Municipal Leading Group Office for Epidemic Prevention and Control issued on December 31, 2021, Shanghai MunicipalIty's administrative regulations on strengthening the prevention and control of the epidemic during the Spring Festival:
1. In addition to returning to the hometown to visit relatives, necessary official duties, etc., do not leave Shanghai unless necessary, do not leave the country unless necessary, encourage the festival in Shanghai, and minimize the flow of personnel. When traveling, do a good job of personal protection, hand disinfection, etc., and carry out daily independent health monitoring.
2. Personnel from high-risk areas in the domestic epidemic situation should temporarily postpone coming to Shanghai and returning to Shanghai, and return to Shanghai after the risk level of the region is reduced to low risk.
3. All personnel from high-risk areas of the domestic epidemic who have arrived in Shanghai should report to the village committee and unit (or the hotel where they live) as soon as possible and within 12 hours after arriving in Shanghai. Implement classified management according to the risk level of the epidemic situation in the place of departure and transit.
4. For all those who come from or pass through high-risk areas of the domestic epidemic or the local government has declared a global closed management area, all 14 days of centralized isolation health observation will be implemented, and 4 nucleic acid tests for the new crown virus will be implemented.
5. For all people who come from or pass through areas at risk of the epidemic in China, all people returning to Shanghai will be subject to strict community health management for 14 days and 2 nucleic acid tests for the new crown virus.
6. Medical institutions, schools and other relevant units should strengthen the inspection of health codes, assist the staff and students who come to Shanghai and return to Shanghai to implement corresponding health management measures, strictly implement the nucleic acid testing of relevant personnel within 48 hours after returning to Shanghai, and carry out 7 days of independent health monitoring.
7. Personnel returning to Shanghai from other places will carry out 7 days of independent health monitoring after arriving in Shanghai, during which they will self-measure their body temperature twice a day in the morning and evening, reduce unnecessary crowd gathering activities, and standardize the wearing of masks.
8. Further strengthen the four-party responsibility of "territories, departments, units, and individuals", supervise and guide airports, stations, wharves and other transportation and passenger terminals (stations), shopping malls, supermarkets, hotels and guesthouses, restaurant bars, theaters, hospitals, schools, etc. to strengthen the temperature measurement and health code inspection of people returning to Shanghai.
9. The above measures shall be implemented from the date of promulgation until March 15, 2022. In the follow-up, Shanghai will dynamically adjust relevant prevention and control measures and implementation time in a timely manner according to the epidemic situation at home and abroad.
