The report pointed out that the "mixed account" problem of the City University Students' Union has been a bad record for many years, and in the past, there have been evil deeds such as the crime of forged accounts by former members of the editorial board, the loss of more than 300,000 Hong Kong dollars in the summer vacation welcome camp, and the approval of 800,000 Hong Kong dollars in membership fees to "support" the purchase of masks and helmets by black riots.

In response to the lack of financial statements and the abuse of membership fees, the City University Student Development Office and the Student Union signed an agreement in August 2020 that the Student Union must submit audited financial statements for the period 2005 to 2020 to the University by the end of 2021. Until the deadline, the CityU Students' Union had not submitted financial statements to the university, which eventually forced CityU to send an email to the Student Union asking it to move out of the office within 7 days.

According to previous Hong Kong media reports, the Student Union of The City University of Hong Kong said on social media on the evening of January 23 that it received an email from the Student Development Office. The email said it was extremely concerned about the failure of the City University Students' Union to provide audit reports of its accounts from 2005 to 2020. If the City University Students' Union is unable to provide the relevant audit report on February 5, the university does not rule out that it will take back the office of the Association.

The City University Students' Union said at the time that the CityU Facilities Management Office had previously sent a letter to the president of the meeting, saying that the office of the association was in poor health in 2020, resulting in rat infestation, and condemned the illegal use of the office by students. The Management Service also indicated that it would formally recommend to the University management that the Office be taken back.

The City University Union said at the time that it had received an email from the Student Development Office raising allegations about the financial situation of the union and expressing extreme concern about the failure of the association to provide audit reports of the accounts for 2005-2020. If the Association fails to provide the relevant audit report on 5 February, the University does not rule out that it will withdraw its office and will prohibit the organization from continuing to use the words "City University of Hong Kong" in its name.
