Sir William Weber of Australia served as president, Chinese judge Mei Ruao, and the United States. United Kingdom. France. USSR. Canada. New Zealand. Netherlands. India. Judges from ten countries in the Philippines constitute a panel of judges. The inspector general of the U.S. Inspection Corps, Ji Nan, director of the U.S. Department of Justice's Criminal Bureau, Xiang Zhejun, a Chinese accompanying prosecutor, and other allied prosecutors formed a panel of prosecutors.
