About the 2022 Lantern Festival
Notice of prohibition on the sale and prohibition of the use of Kong Ming lanterns
In order to protect the public interest and the safety of people's lives and property, in accordance with the "Fire Protection Law of the People's Republic of China", the "Forest Fire Prevention Regulations of the People's Republic of China", the "Law of the People's Republic of China on Public Security Administration Penalties" and other laws and regulations, as well as the requirements of the district party committee and the district government on strengthening the security work of the Lantern Festival, the following notice is hereby issued on matters related to the prohibition of the sale and display of "Kong Ming Lanterns":
First, it is strictly forbidden for any enterprise, public institution or self-employed household to produce and sell "Kong Ming Lanterns" within the scope of our district. Those who produce and sell "Kong Ming Lanterns" in violation of regulations shall be banned by the market supervision department in accordance with law and given administrative penalties in accordance with relevant laws and regulations.
2. It is forbidden for any unit, organization or individual citizen to set off "Kong Ming Lanterns" within the scope of our district.
Third, where "Kong Ming Lanterns" are sold at stalls in urban squares, streets, and other areas, the comprehensive law enforcement departments are to clean up.
4. Whoever fires a "Kong Ming Lantern" in violation of regulations shall be given a warning or a fine in accordance with the relevant provisions of the Fire Protection Law of the People's Republic of China; if a fire accident is caused, it shall be detained in accordance with law; and if it constitutes a crime, it will be investigated for criminal responsibility according to law.
5. Whoever, in violation of regulations, produces, sells, or discharges "Kong Ming Lanterns," refuses to obey management, or obstructs the administrative department from performing its official duties in accordance with law, shall be given a warning or a fine of 200 yuan by the public security organs in accordance with the provisions of article 50 of the "Law of the People's Republic of China on Punishments for the Administration of Public Security";
Sixth, the people's governments of all townships and towns, subdistrict offices, communities, and villagers' committees should vigorously carry out propaganda and education on the prohibition of selling and banning the sale and release of "Kong Ming lanterns," raise the people's awareness of the dangers and dangers of "Kong Ming lanterns," guide the broad masses of the people not to buy or discharge "Kong Ming lanterns," and actively cooperate with the work of prohibiting the sale and prohibition of "Kong Ming lanterns."
7. All units and individuals have the right to discourage and report on the illegal production, sale and illegal discharge of "Kong Ming Lanterns". Departments such as for market supervision, public security, and fire control shall promptly accept reports and complaints and investigate and deal with them in accordance with law.
