In-depth implementation of "ice and snow sports into the campus", ice skating, skiing, land curling, ice hockey sports into the school physical education teaching content. Establish a school ice and snow sports team to encourage students to master 1-2 ice and snow sports skills in the compulsory education stage, so that students can master the basic knowledge and skills of ice and snow sports, and improve their interest in participating in ice and snow sports.

Improve school ice and snow sports facilities and improve the teaching level of ice and snow sports. Relying on the existing school sports conditions, build a simple ice rink or simulated ice and snow field in the school, and the large-scale school is equipped with 1-2 ski simulators and opens up related ice and snow fitness paths. At the same time, accelerate the training of physical education teachers, organize the city's primary and secondary school physical education teachers to participate in ice and snow sports training in batches, has trained nearly 6,000 ice and snow project social sports instructors and campus counselors, trained more than 3,000 physical education teachers, so that all physical education teachers in the city have mastered at least one ice and snow sports skill.

Launch high-quality courses in ice and snow sports, set up an off-campus training center for youth ice and snow sports, support the coaches of youth sports clubs to enter the school to carry out teaching, and combine various ice and snow sports events to comprehensively promote the active participation of young people in ice and snow sports. At present, guided by the third ice and snow games and the campus ice and snow season in Zhangjiakou City, it has been carried out step by step, forming a three-level ice and snow event system of cities, counties and schools, and 700 primary and secondary schools in the city have carried out ice and snow events to promote the full coverage of campus events in the city.

Build a broader stage for the whole people to participate in ice and snow sports, and set off a boom in ice and snow sports. Zhangjiakou has built a "all-season, all-sports" brand city league in the city, covering 14 sports. Among them, speed skating, cross-country skating and other events are held in summer, snow football, cross-country skiing and other competitions are held in winter, the content of the competition is enriched, the league point system is vigorously implemented, and the league is used as a selection competition to participate in high-level events at or above the provincial level, so as to achieve "all-season coverage, all-age participation, all-year non-stop, all-media publicity", becoming a landmark sports brand in Zhangjiakou.

Improve the facilities of mass ice and snow sports venues, make full use of existing sports land and urban vacant places according to the natural conditions and economic development level of each county and district, and achieve full coverage of indoor skating halls. The city has built 20 indoor skating halls, including 4 real ice halls and 16 simulated ice halls. At the same time, support the operation of the venue and promote the opening of the skating hall to the public for free or low fees.

Actively organize and carry out the "ice and snow caravan" activities, gather the high-quality ice and snow equipment of the city's two major ice and snow parks, set up five modules of the Winter Olympic Ice and Snow Knowledge Lecture Hall, Ice and Snow Project Experience, Ice and Snow Equipment Display, Ice and Snow Culture Creation, and "Snow Ruyi" Dry Slope SkiIng Experience, and fully display the land ice and snow experience activities such as dryland curling and simulated ski blankets, as well as ice and snow sports knowledge, and drive the participation of the whole people.

In order to meet the sports needs of high-level ice and snow sports enthusiasts, Zhangjiakou has built a "111N" ice and snow sports training system to create a world-class ice and snow sports comprehensive training agglomeration area and cultivate ice and snow sports talents in an all-round way. It has built 59 ice and snow sports training bases, including 7 comprehensive training centers, implemented unified public ski rating standards, established standardized snow sports training industry organizations - Zhangjiakou Snow Sports Training Alliance and Ski Instructors Association - Zhangjiakou Ski Instructors Association, established municipal level public skating level evaluation standards and implemented them. Up to now, nearly 6,000 social sports instructors and campus counselors have been trained in ice and snow projects, and more than 2,000 ice and snow project referees and mass ice and snow event organizers have been trained, basically achieving the goal of at least one social sports instructor in all organs, communities and schools in the city.

In 2021, the subsidy for the benefit of the people will continue to exert force, blossom at multiple points, and operate across the board. Bank of China, China Construction Bank, Agricultural Bank of China and other service platforms involving people's livelihood have reached substantive cooperation with "Le Bingxue". Up to now, the cumulative download volume of "Le Bingxue" APP has reached nearly one million, with more than 2,500 open ports and more than 100 million yuan of platform sales.
