On January 25, the Shanghai Action Plan for Building a Cyber Security Industry Innovation Highland (2021-2023) (hereinafter referred to as the Action Plan) was released.

Zhang Ying, deputy director of the Shanghai Municipal Commission of Economy and Information Technology, revealed at the 2022 Shanghai Cyber Security Industry Innovation Promotion Conference that the overall consideration of the Action Plan is to accelerate the opening of 100+ security scenarios around the digital transformation needs of various fields such as economy, life, and governance, effectively improve the protection capabilities of critical information infrastructure, important industry data, personal information security, etc., build a large security pattern that matches the international digital capital, and strive to exceed 25 billion yuan in the scale of the city's network security industry by 2023. Achieve doubling; build 2 national-level network security industrial parks, introduce 10+ leading network security enterprises, and basically build a network security industry innovation highland with national influence.

The main content of the Action Plan focuses on the three key tasks of "industry + supply", "industry + application" and "ecology + policy", and specifically promotes the implementation of 17 tasks.

First, focus on "industry + supply". Strengthen the research and development and industrialization of key technologies, and support key enterprises to strengthen the research and development and industrialization of key technologies around new areas such as meta-universe, biometric security, and emerging communications, new architectures such as trusted computing, zero-trust security, and federated learning, new technologies such as artificial intelligence and quantum computing, as well as cryptography and information creation. Advocate the concept of "security as a service", fully support Putuo to build a national network security industrial park, Songjiang to build a national cryptographic science and technology innovation base, relying on Lingang New Area, Jing'an North, Jiading, Qingpu, Pudong Tangzhen, etc., around cross-border data circulation, big data, Internet of Vehicles, ICT supply chain, financial technology, etc., to create a number of network security characteristic industrial clusters.

The second is to focus on "industry + application". Focusing on better protecting the needs of urban digital transformation, we will create a number of benchmarking applications. For example, digital new infrastructure security, the establishment of digital new infrastructure security synchronous planning, synchronous construction, synchronous operation mechanism, promote the application of information innovation in key areas, strengthen 5G, Internet of Things, Beidou and other information security risk assessment, security construction and prevention and disposal. The third is to focus on "ecology + policy". Optimize the government informatization project management mechanism, and guide the public sector and key enterprises and institutions to invest in network security accounting for no less than 10% of the total investment in informatization. Innovate regulatory methods, implement the "positive list" system for network security enterprises, give priority to product testing and qualification certification, shorten the product listing cycle; build a talent system, support high-level network security leaders and excellent teams to fall in Shanghai, encourage colleges and universities to open network security general knowledge courses, promote standard formulation and mutual recognition, and deepen international cooperation and exchanges.

In the next step, Shanghai will focus on the "three close docking". The first is to closely connect key areas and strengthen the linkage of urban areas. Support each district to combine industrial positioning and location advantages, introduce characteristic supporting plans, annual plans and special policies, and plan to build 1-2 network security characteristic industrial parks.

The second is to closely connect key enterprises and strengthen the docking of supply and demand. Focus on 10 key directions such as digital economy, meta-universe, and intelligent terminals, collect innovative products and solutions for outstanding enterprises across the country, select the best to be included in the "2022 Shanghai Network Security Industry Innovation Achievements Catalog", and take the lead in application and priority support in the construction of major scenarios for urban digital transformation.

The third is to closely connect with key industries and strengthen ecological co-prosperity. Facing the new needs of network security such as financial technology and internet of vehicles, we will build 3-5 municipal network security industry collaborative innovation centers, promote collaborative research between industry, academia, research and application, accelerate the transformation and application of more innovative achievements, and form industrialization capabilities.
