Problems in base station operation and maintenance

● Lack of in-depth understanding of the market-oriented transformation

In the face of the background of diversified business, diverse needs and strict cost control under the new situation, the operation and maintenance of base stations is still managed in accordance with the coarse particles of asset categories, without establishing a sense of value, and has not done a deep and detailed job in asset effectiveness and safety, asset life extension, accurate allocation of equipment and facilities, and rationality of asset maintenance investment, and has not effectively achieved "operation" management and asset value.

● Inertial thinking is serious, and the management method is solidified

Accustomed to the traditional mode of relying on manual management, the base station operation and maintenance is still accustomed to "human sea tactics" and "battle-style" management in production operations and operation management. In terms of management methods, it is not possible to make full use of digital and intelligent methods to achieve process control. Although some online management systems have been developed and used, the management model has not been subverted, and the remote visual and controllable assets have been fully realized.

Third, in terms of personnel access to the station and the management of the work, the problems of customer equipment such as "private connection" and "private power", which cannot be detected in time, resulting in the loss of the company's income. Fourth, in terms of extreme scene monitoring, in the face of extreme rain, snow and other meteorological disaster scenarios, under the traditional operation and maintenance service mode, it is difficult to provide key information such as weather, roads, and disasters within the scope of emergency scenarios in a timely manner. Fifth, the number of personnel in the cooperative unit is large, the supervision method is single, and the management cost is high and difficult, which brings great challenges to the realization of high-quality and efficient operation and maintenance management. Sixth, in terms of inspection, the traditional manual inspection efficiency is low and the cost is high, such as the original operation and maintenance platform online inspection, although there is quality inspection but the mode is backward, the average inspection of the station takes 30 to 60 minutes, wasting manpower. Seventh, in terms of the accuracy of power generation data, due to the lack of monitoring measures, there is a risk of integrity through the photos taken by on-site power generation personnel. Eighth, in terms of project supervision and acceptance, the construction site supervision method is single, relying only on supervision and execution, the project review is difficult, the manual station-by-station acceptance mode is extremely inefficient, and the cost of going to the station is high.

Digital management process master planning

Intelligent O&M is an important measure for China Tower to implement the strategy of network power and promote the application of 5G scale, and it is a powerful engine for China Tower to build a "five-modernization" operation system and build a "five-type" enterprise to improve quality and efficiency with digital transformation, create value for the industry, and achieve high-quality development.

As a pilot unit of intelligent operation and maintenance of China Tower, China Tower Zhengzhou Branch has formulated an overall plan and implementation opinions after one year of construction and exploration. Based on the more mature digital technologies in the industry, intelligent O&M focuses on the application of functions such as intelligent inspection and intelligent in-station management, and explores and studies the impact of technological changes and production organization changes on the O&M system.

● Base station intelligent maintenance system construction scheme

The intelligent operation and maintenance technology solution architecture is composed of three parts: the perception layer, the access layer, and the platform layer, and adopts the system construction mode of the national first-level architecture, and realizes the whole process of image and video data acquisition, data intelligent analysis, and problem dispatch through the digital camera, edge smart box, and background AI algorithm.

According to the intelligent inspection business process, generate intelligent inspection work orders on the 1st of each month; the operation and maintenance platform automatically inspects and takes photos according to the inspection work orders to automatically identify hidden danger photos; the monitoring center manually verifies the authenticity of hidden danger photos; distributes work orders to the hidden danger site after verification; takes orders from maintenance personnel, processes on the station, returns to the order, monitors the center to verify the effect of the return order, and other processes, regularly formulates inspection plans in batches, and the system AI completes the base station inspection, and the background manually guarantees the correct rate of inspection, so that "abnormalities must be verified, and problems must be handled" Basic requirements to ensure the integrity of the inspection process and reduce the workload of personnel on the station.

● Base station asset inventory

Through the intelligent operation and maintenance system, a new resource management system is established to achieve intelligent resource management. By taking photos and uploading assets and operator equipment, and comparing them with the photos of the same site last time, the system AI automatically detects the change of the picture and generates an early warning of the change of the picture. Then the duty personnel of the network operation center will verify the asset change warning, compare the resource photos and early warning photos, and notify the resource supervisor after confirming the change of the tower resource assets, and the resource supervisor will feedback the processing results to the network operation center every week. And by the duty personnel to compare the photos found that it is the operator's equipment change, to the regional manager to send a verification work order, the regional manager according to the company's private installation of private regulations to take measures, and feedback in the work order related processing. Finally, according to the feedback of the regional manager, the operator equipment change report is generated to confirm the area and quantity of the device. Through the above procedures, the intelligent and remote management of resource assets is realized, and the efficiency of resource asset management is improved.

● Entry and exit station and work management process

Explore intelligent access station and engineering workman management, optimize the traditional process, and integrate the management of access station and construction work into the intelligent operation and maintenance system to achieve intelligent management. First of all, the construction unit, maintenance personnel, and customers submit the approval of the station, and the regional maintenance manager reviews the reason for the station; secondly, the station personnel contact the regional maintenance duty personnel to open the door remotely, and the duty personnel and the station personnel are remotely followed, saving the photos of the personnel entering and leaving the station, recording the information of the personnel entering and leaving the station; finally, the camera is remotely verified to verify whether the scene is consistent with the application cause, and the infrared alarm linkage with the access control of the operation and maintenance system is linked, and the photo and video are taken for later verification. Through the above-mentioned remote and online control, the situation of entering and leaving the station is monitored in real time, and the equipment is eliminated from being installed and unloaded privately.

After the completion of the intelligent operation and maintenance process, the organization of the monitoring center and the maintenance company have carried out a large number of operations and uses of the relevant functions of the intelligent operation and maintenance platform, gradually optimized a series of normative requirements such as intelligent operation and maintenance dispatch scheme, intelligent fault handling and asset management verification process, intelligent inspection and assessment indicators, and gradually implemented the requirements of visual and manageable control.
