Lee's Wedding Dream City caused 15 deaths in the cause of fire accidents: lighting line leakage ignition of combustibles

At the meeting, the cause of the "7.24" major fire accident in The Li's Wedding Dream City in Changchun, Jilin Was announced, which is the leakage of electricity from the lighting line to ignite the surrounding combustible materials.

At about 15:40 on July 24, 2021, a fire broke out in Li's Wedding Dream City, Jingyue High-tech Industrial Development Zone, Changchun City, Jilin Province, causing 15 deaths and 25 injuries, an area of 6,200 square meters, and direct economic losses of more than 37 million yuan.

According to the Ministry of Emergency Management, the cause of the accident was that the upper lighting line of the "wedding scene" studio on the second floor of Lee's Wedding Dress Dream City leaked electricity, penetrated its threaded snakeskin metal pipe, and ignited the surrounding combustible simulated plant decoration materials.

The main lesson of the accident was that Li's Wedding Dress Dream City changed the industrial plant to commercial use and expanded it without authorization, illegally built an outdoor color steel plate house and closed the passage of fire trucks; illegally used combustible insulation materials, failed to set up safety exits, evacuation passages, fire partitions, indoor fire hydrants and smoke exhaust facilities in accordance with the law; and failed to lay electrical lines and set up power distribution systems in accordance with national technical standards.

The relevant units are not qualified for design and construction, and do not design evacuation channels, fire partitions, fire resistance limits of building components and combustion performance of decoration materials according to the specifications, etc., in violation of mandatory standards for fire safety; the construction party enters the construction site knowing that The Li's Wedding Dream City has not handled fire protection procedures in accordance with the law and does not have fire safety conditions, there is no electrical design drawing, and the electrical construction does not meet the specifications; the thermal insulation project illegally uses polyurethane foam as an insulation material, and does not do fire treatment, causing the fire to spread rapidly after the fire occurs.

In addition, safety management is seriously lacking. Li's Wedding Dream City has not established a safety production responsibility system, has not formulated a safety production management system, operating procedures and accident emergency rescue plans, has not set up a safety production management agency, equipped with full-time safety management personnel, and has not carried out fire inspection and hidden danger investigation.

Local government departments are not in place. Only supervise and inspect the permitted construction projects, and overlook and miss the long-standing illegal reform and expansion of Li's Wedding Dress Dream City; carry out the "two violations" inventory operation is not thorough, no hidden dangers of the Li's Wedding Dress Dream City problem are found, and there are deficiencies in investigation and rectification; there is a single law enforcement in fire supervision and inspection, there is no follow-up problem hidden danger rectification, missed rectification matters, and law enforcement does not close the loop.
