The cause of the "6.25" major fire accident at the ZhenxingWu Museum in Shangqiu, Henan Province, was announced: Mosquito coils accidentally ignited combustible materials such as cartons

On January 20, the Ministry of Emergency Management held a regular press conference, at which the causes of the "6.25" major fire accident at the Zhenxing Wuguan in Shangqiu, Henan Were informed.

The Ministry of Emergency Management reported that on June 25, 2021, a fire accident occurred in the Zhenxing Wuguan in Zhecheng County, Shangqiu City, Henan Province, resulting in 18 deaths, 11 injuries, and direct economic losses of 21.537 million yuan.

According to reports, the cause of the accident was that the use of mosquito coils in the lower room of the attic on the north side of the frontage of the Zhenxing Wuguan Frontage House accidentally ignited combustible materials such as cartons and clothes.

The relevant person in charge of the Ministry of Emergency Management said that the main lessons of the accident are:

First, the main responsibility for fire safety is not implemented. Zhenxing Wuguan does not have a fire safety management system, operators and management personnel have a weak awareness of fire safety, the fire hazards pointed out by the relevant departments and units have not been rectified, and fire extinguishing and emergency evacuation drills and fire inspection inspections have not been organized.

Second, color steel plates exacerbate fire hazards. The first floor of the fire room is made of polystyrene sandwich color steel plate partition, after the fire quickly broke through the spread, a large number of high temperature toxic smoke poured into the second floor dormitory area, resulting in the rapid spread of fire and death.

The third is the two-in-one operation of illegal accommodation. In the absence of fire safety conditions, the Zhenxing Wuguan set up a student dormitory on the second floor of the frontage room, and illegally concentrated on the students, because there was no physical separation, and there was only one open inner staircase, and the smoke spread rapidly through the stairs.

The fourth is to set up anti-theft windows in violation of regulations. Anti-theft windows were set up on the east side windows of the second floor of the fire building, and after the stairs were blocked by smoke and flames, the people in the room could not escape through the windows.

Fifth, the implementation of local government fire safety responsibilities is not in place. Inadequate supervision of off-campus training institutions, found that unlicensed schools have not taken measures to ban according to law, illegal off-campus training activities have existed for a long time; failure to conscientiously perform fire supervision and inspection duties, failure to timely discover and correct serious safety hazards such as the illegal use of color steel plates and the installation of anti-theft nets, and falsification of inspection records; failure to establish grass-roots fire safety organizations, grid management is in the form of formalities, and guidance for mass fire control work is not in place.
