The Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China has been successfully concluded, and the communiqué of the entire plenary session is rich in connotation and full of positive significance, which has sounded the clarion call for our whole party and the whole country to embark on the new road of catching up with the examination for the second centenary goal. After conscientious study, my spirit was greatly inspired, and I also felt the sense of responsibility of shouldering the mission of myself in the critical period of the great history of the Chinese nation. In the course of a hundred years of struggle, we have seen clearly why we can succeed, figured out how we can continue to succeed in the future, and established a firmer and more conscious self-confidence in practicing the mission of the original heart. As a public security policeman, I will profoundly understand the spirit of the Sixth Plenary Session of the Nineteenth Central Committee, adhere to the original mission, overcome all risks and challenges, strive to practice the requirements of the "three abilities", live up to the ardent expectations of the party and the people, forge ahead with the courage to overcome difficulties, and forge ahead with the courage of reform and innovation. Combined with my own work, I will talk about the following aspects to do a good job:
First, in ordinary time, we must build a loyal soul.
First, strengthen ideological education. Take the study of political theory and "education on party spirit and party discipline for a quarter of an hour" as the carrier, strengthen the study of political theory, laws and regulations, and party rules and party discipline, use cases to explain, timely remind, strengthen the party's theoretical armament, strictly enforce political discipline and political rules, and let all the people's police and auxiliary police be alerted, know the bottom line, and know and respect. Guide the police and auxiliary police of the whole institute to establish a correct world outlook, outlook on life, and values, and ensure that the police and auxiliary police of the whole institute realize the party's absolute leadership over public security work, and at the same time truly have a police in their hearts, prohibit words, and stop their deeds. The second is to strengthen organizational construction. It is necessary to properly implement the requirements for the standardized construction of party branches, give prominence to political functions, focus on strict responsibility, make up for shortcomings, grasp standardization, and strengthen guarantees, strictly implement a number of norms for political life within the party under the new situation, strengthen the party's organizational life system, especially the implementation of the "three meetings and one lesson" system, the system of heart-to-heart talks, and the system of democratic appraisal of party members, and enhance the political, epochal, principled, and combative nature of political life within the party. The third is the combination of party building and business. Thoroughly study the action plans and requirements, and discuss and deploy the "three investigations to the bottom" action and other work in the branch committee, use party building activities to lead the development of business work, strengthen the political nature of the work, so that all police officers attach great importance to all work, so as to achieve the in-depth development of various types of work, without staying on the surface.
Second, at the critical moment, we must have the courage to take responsibility.
First, we must dare to supervise and manage; law enforcement is the lifeline of public security work, and the law enforcement process is a stage in which the people's police and auxiliary police are easily corroded; if we do a good job in this stage, we will effectively prevent the people's police and auxiliary police from violating laws and discipline. With an attitude of being conscientious and responsible to comrades, we should strictly enforce the law and standardize the system, start from the source of law enforcement of the police, conduct daily inspections, appraisals, and follow-up of police situations and cases, squeeze the space for handling personal cases and relationship cases, and supervise the whole process of standardizing law enforcement, especially the return visit supervision of key cases, petitions, complaints, and injury cases, so that the people's police and auxiliary police do not dare to be corrupt and cannot be corrupt. In the management of the team, what should be managed must be managed, those who should be used for performance appraisal must be used, and those who should be commended and rewarded must not be stingy, that is, they must be "strict to the point of shock, love to the unexpected." At the same time, we must also dare to really grasp the real management, especially when the colleagues around us have emerging and tendentious problems, dare to stop telling the truth in time, and cannot let it go, so that "red face and sweating" will become a normal state. Third, in order to implement the preferential treatment of the police, we must always take the preferential treatment of the police as the starting point and foothold of the work of loving the police, do a solid and in-depth job in the work of loving the police and warming the police, and provide a strong guarantee for comprehensively enhancing the combat effectiveness of the contingent and successfully completing various tasks. Efforts should be made to increase the care and care for the people's police and auxiliary police who have difficulties in their lives, and ensure that the help and condolences are done in peacetime and the hearts of the civilian police auxiliary police through door-to-door visits and condolences and help to solve difficulties. At the same time, it is necessary to improve the various living measures in the institute to ensure that all the staff of the institute truly feel that the police station is a big family in their daily work and life. In addition, it is also necessary to do a good job of the strong backing of the people's police and auxiliary police, resolutely prevent the phenomenon of the people's police and auxiliary police from shedding blood and tears, and for unreasonable petitions and complaints, under the verification situation, if there is malicious harassment and slander, the complainants must be investigated and held responsible according to law, and the worries of the people's police and auxiliary police in standardizing law enforcement will be effectively dispelled.
Third, in times of crisis, we must dare to charge into the battlefield.
Every year there are people's policemen and auxiliary police officers who are killed and injured in the frontline of the battle, and they are comrades who have opened up in a critical moment, which is the result of the mission of our public security personnel and the duty of our public security personnel. So let's ask ourselves, if we encounter a similar situation with them, do we have the courage to move forward? The answer is yes, and there is no doubt that in fact, many of our comrades have not thought it through deeply when protecting the safety of people's lives and property, but only as a subconscious "open-mindedness" of every public security policeman, just like our Comrade Li Xiaorong. In fact, every one of our comrades on the public security front has always been charging at the front line, in order to ensure the safety of people's lives and property, just like the new crown pneumonia epidemic that has lasted in 2020, and during the super typhoons such as "fireworks" and "Candu" in 2021, where is there no presence of our public security police? Where can we not see our public security police charging ahead?
I will continue to firmly establish the idea of "taking the people as the center and doing practical things for the masses", constantly listen to the new requirements and expectations of the people for a better life, and make unremitting efforts to realize the Chinese dream of the great rejuvenation of the Chinese nation.
