On November 13, 1927, more than 30,000 peasant self-defense troops and volunteer soldiers in The Huang'an (present-day Hong'an) and Macheng areas of Hubei Province launched the "Jute Uprising" under the leadership of Commander-in-Chief Pan Zhongru, Deputy Commander-in-Chief Wu Guanghao, Liu Guanglie, and Party Representative Dai Kemin.

On May 6, 1929, some rebel soldiers and peasant armed forces in the Shangnan region (now part of Xinyang, Henan) launched the "Shangnan Uprising" (LixiaJie Uprising) under the leadership of Zhou Weijiong, Xu Qixu, Qi Dewei and others, and on the 9th established the 32nd Division of the Eleventh Army of the Chinese Workers' and Peasants' Red Army, and later opened up the revolutionary base area in southeast Henan.

From November 8, 1929, a series of armed uprisings broke out in the Liuhuo area of anhui province under the instructions of the county party committee, known in history as the "Liuhuo Uprising". On October 18, 1930, according to the instructions of the Central Committee of the Communist Party of China, the 5th Regiment of the Independent 1st Division of the Central Committee of the Red Army and the 4th and 5th Columns of the Red Eighth Army converged in Wuxiang Village, Kaotian Town, Huangmei County, Edong Province, and were reorganized into the 15th Army of the Chinese Workers' and Peasants' Red Army.

In April, the 2nd Division of the Central Committee of the Red Army and the 2nd Regiment of guards in the Eyu-Anhui Soviet District were merged into the Red 12th Division, with division commander Xu Jishen, political commissar Pang Yongjun, and Zhou Weijiong promoted to commander of the Red 11th Division.

In March, after the Red Fourth Army won a great victory in Shuangqiao Town, the 2nd Guard Regiment of Eastern Hubei was merged with the Independent Regiments of Huang'an, Guangshan and Luoshan to form the Guard Division of the Red Fourth Army.

In May, after the victory of the second anti-encirclement and suppression campaign, the Red Fourth Army Guard Division, together with the 28th Regiment of the Red 10th Division and the Macheng Independent Regiment, was merged into the Red 13th Division (reorganized into the Red 12th Division in October of the same year), with division commander Xu Xiangqian, Hou (Kuang Jixun), and political commissar Chen Qi.

In October, the Red 13th Division was reorganized into the Red 12th Division. At this point, the Red Fourth Army had jurisdiction over the Red 10th Division, the Red 11th Division, and the Red 12th Division.

In October, the Red 25th Army was established in Jinzhai Mabu, Anhui Province, with jurisdiction over the 73rd Division (the 74th Division and the 75th Division were separately formed)

Red 73rd Division (based on the headquarters of the Red 12th Division and the 34th Regiment, and reorganized into the 73rd Division of the Red 25th Army by the 28th Regiment of the Red 10th Division and the 31st Regiment of the Red 11th Division)
