Originally from a foreign country, Agubai did not have deep roots in Xinjiang, and in order to consolidate his own power, he used his cronies in large quantities, causing dissatisfaction among many local nobles. They imposed heavy taxes in The Xinjiang region, the local people suffered terribly, and civilian uprisings continued. During the entire war, there were many cases in which the whole city opened its gates to surrender to the Qing dynasty army.
