Conditions of Application
“
1. Individual residents who are registered in Xi'an City to purchase new energy vehicles, including: pure electric vehicles, plug-in hybrid vehicles (including range extenders) and fuel cell vehicles.
2. The period is from November 25, 2021 to February 28, 2022 (subject to the time of the unified invoice for the sale of motor vehicles).
3. Complete the registration and obtain the special number plate for new energy vehicles before March 31, 2022 (the financial subsidy is subject to the time of the purchase invoice, and if the epidemic cannot be listed in time, the application can be submitted after the listing, without affecting the subsidy. ）
Subsidy standards
A one-time comprehensive subsidy will be given to individual residents who meet the conditions for subsidy to purchase new energy vehicles. The specific subsidy standards are as follows:
1. The purchase price of the car is 100,000 yuan (exclusive) or less:
From November 25 to December 31, 2021, a subsidy of 2,000 yuan per vehicle;
From January 1, 2022 to February 28, 2022, the subsidy is 1,000 yuan per vehicle.
2. The purchase price is 100,000 yuan (inclusive) to 300,000 yuan (inclusive):
From November 25 to December 31, 2021, the subsidy is 6,000 yuan per vehicle;
From January 1, 2022 to February 28, 2022, a subsidy of 3,000 yuan per vehicle. Vehicles in the power exchange mode are not subject to this price limit and are implemented according to the above subsidy period standards.
Note: The purchase price of the car is subject to the total value and tax in the unified invoice for the sale of motor vehicles.
Application time
The application for new energy vehicle purchase subsidy is accepted from January 1 to April 30, 2022, and the overdue period is deemed to be automatically abandoned and will not be accepted.
The basic procedure for applying for subsidies is individual application, online review, online publicity, financial allocation, and finally cashing in to personal bank cards or electronic cards, with a period of about one month (which may be delayed due to the impact of the epidemic).

Warm reminder: Affected by the epidemic, users without China Merchants Bank Cards do not need to worry, they can apply for China Merchants Bank Cards after the epidemic, or apply directly online for electronic all-in-one cards (see below for the specific application process).

Scan the exclusive QR code
Enter the China Merchants Bank platform, select the "Scan" button in the upper left corner of the home page, and scan the exclusive code for new energy car purchase subsidies to enter the application process.
Tip: The exclusive code of new energy car purchase subsidy can be obtained by replying to [new energy] in the background of [Xi'an local treasure] WeChat.

Enter the basic information of the car purchase
1. Enter "automobile sales enterprise": the user can select or search for the vehicle sales enterprise by pulling down, and after finding the corresponding enterprise, click to select it.
2. Fill in the date of issuance of the car purchase invoice: The user selects the corresponding date according to the "invoice date" displayed on the upper left corner of the car purchase invoice.
3. Fill in the license plate number: directly fill in the license plate number of the new energy vehicle, no need to fill in the space, "·" and other special characters. Check and agree to the "Application Instructions" and "Personal Information Collection Authorization Form", click "Next".

Invoice information authentication
1. Scan the code to identify or manually enter the invoice information: click the "Scan Code Authentication" button to scan and identify the two-dimensional code of the invoice. After the scan is successful, the system will automatically bring out the invoice-related information. If you cannot scan the code for authentication, you can also click "Manual Entry", fill in the "Invoice Code", "Invoice Number", "Invoice Date", "Invoice Amount", click "Confirm", and the system will verify the authenticity of the invoice online.
Note: The amount entered here is the amount excluding tax, and the number is in the lower left corner of the invoice. After the invoice recognition verification is successful, the page displays the words "Completed".
2. Take a photo of the car purchase invoice: After the invoice is verified, the user needs to click the "Take a photo archive" button to take a complete photo of the invoice, and after the shooting and uploading system is successful, the page will display the word "completed", and then click "Next".

User information validation
The user clicks the icon above the "scan identification ID card", according to the interface prompts, respectively, identify the portrait surface and the national emblem face of the car buyer's ID card, the system will prompt the identification information, the user can modify the identification information, click "confirm" after no error, you can complete the "name" and "certificate number" input. Then enter the user's "Contact Address" and "Mobile Phone Number", that is, complete the user information entry, and then click "Next".

Vehicle information entry
1. Scan the front of the driving permit: Click the icon above the "Driving Permit Front Identification Scan" to identify the front information of the driving permit, and after successful identification, it will prompt the word "completed".
2. Take a photo and upload the back of the driving license: click the icon above the "Driving Permit Front Identification Scan" to take a complete photo of the back of the driving license, and after the successful shooting and uploading system, the page will display the word "Completed".
3. Take a photo and upload the motor vehicle registration certificate: Click the icon above the "Motor Vehicle Registration Certificate Photo Archive" to take a complete photo of the motor vehicle registration certificate, and after the successful shooting and uploading system, the page will display the words "Completed".
4. After completing the three steps of vehicle information entry, click "Submit", that is, complete the submission review.

Fill in the card information for the grant
The "100-day Action Subsidy for New Energy Vehicle Consumption in Xi'an" was entrusted by the Xi'an Municipal Bureau of Commerce to China Merchants Bank to issue subsidies for consumers who purchased new energy vehicles. Please use the China Merchants Bank Debit Card as the subsidy collection account;
If you do not have a China Merchants Bank savings card, you can choose to apply for an electronic card online during the declaration process. The specific process is as follows:
1. Click to agree to the "Process Instructions" and "Disclaimer", and click Next to enter the bank card filling page. Then click "Scan ID Card", use your mobile phone to scan the portrait and national emblem of the ID card, check that the information is correct, and then click "Confirm".
2. If the system identifies the user who already has a type of account of the China Merchants Bank savings card, the login page will be displayed, the user clicks "Log in now", selects the commonly used China Merchants Bank card as the payment account for the payment of subsidies, and clicks "OK" to complete all the subsidy application processes.
3. If there is no China Merchants Bank savings card, it will enter the "information confirmation" interface, the user fills in some of the information and clicks "confirm", enters the next page, fills in the tax resident type, occupation, mobile phone number and verification code, and then completes the application.
Special note: This function uses the unified operation process of China Merchants Bank's "Salary and Futong", which provides bank card number collection and salary card application services for the payroll unit, so the interface displays the words "salary card", and the actual purpose is "payment subsidy".

Complete the filing
After the declaration is completed, individual users can re-enter the application portal and enter the basic information of the declared car purchase, so as to view the current acceptance situation and the status and details of the vehicle review of the individual application.
