Efforts should be made to alleviate the anxiety of charging new energy vehicles

Holiday people have a strong willingness to travel, the frequency of vehicle use is high, coupled with the number of nine cold winters, some new energy owners are once again facing the problem of charging anxiety.

Charging anxiety and the development of new energy vehicles are accompanied by a reality that reflects the rapid development of the industry and the lagging behind of charging infrastructure construction. Taking stock of the pain points of new energy vehicles, first, the overall supply shortage has caused a huge gap between supply and demand, and the layout speed of charging piles cannot keep up with the development speed of new energy vehicles. Second, the unreasonable layout causes "uneven heating and cold". In areas with large traffic flow, the number of charging piles cannot meet the charging demand, resulting in a long charging waiting time; while in areas with small traffic flow, the utilization rate of charging piles is low, which cannot meet the requirements of commercial operation of enterprises, and some have been idle for a long time or even become "zombie piles". Third, it is difficult to report the installation of private piles, and the owner of the car either does not have a property rights parking space, or has a property rights parking space but cannot get the cooperation of the property because of the large electricity load and the existence of fire safety hazards.

Alleviating charging anxiety is a system project involving multiple stakeholders, which is not only related to the long-term and healthy development of the industry, but also responds to the core concerns of the majority of car owners. The problems arising from development should be solved from the perspective and methods of development. For example, the Implementation Opinions on Further Improving the Service Guarantee Capacity of Charging and Replacing Infrastructure (Draft for Comments) issued by the National Development and Reform Commission and the National Energy Administration proposes to improve the mechanism for promoting the construction of charging piles in residential communities, and to clarify that if the installation conditions are met, the residential community management units and owners' committees shall not obstruct users from building piles. A number of localities have issued documents to promote the construction of charging piles in existing residential communities, clarify the construction and installation conditions for the construction and installation of reserved charging piles in fixed parking spaces in new residential communities, and encourage new models such as "sharing near parking spaces" and "multiple vehicles and one pile".

These measures have alleviated charging anxiety to a certain extent, but in order to meet the development of the new energy vehicle industry and the needs of car owners, it is necessary to continue to make efforts in co-construction, expansion, optimization, and efficiency.

"Co-construction" is to mobilize the enthusiasm of the government, charging facility operators and other parties, especially to guide new energy vehicle companies to provide a variety of energy replenishment methods, by providing better charging services for car owners to enhance brand competitiveness; "expansion" is to accelerate the construction of charging infrastructure, the development of public piles, private piles, charging and replacing power stations and other diversified energy replenishment methods, to give car owners more choices; "optimization" is to optimize the spatial layout, build a reasonable layout, efficient and perfect charging service network, through big data technology analysis, Make the resource allocation more in line with the needs of users, accurately solve the problem of where to build and how much to build; "efficiency" is to improve the efficiency of the use of existing energy replenishment facilities, explore the road of intensive utilization of limited resources, such as encouraging charging operation enterprises or residential community management units to accept the entrustment of owners, carry out community charging pile "unified construction and management", uniformly provide charging pile planning, construction, operation and maintenance and other paid services, improve the safety management level of charging piles and the proportion of green electricity consumption.
