This year, the city has implemented five special actions to break through the business environment, among which efforts have been made to promote the efficient operation of the comprehensive window of government services. Focusing on the uneven level of construction of various types of government affairs windows at all levels in the city, the imperfect operation mechanism, and the low efficiency of the work, we will comprehensively launch the reform of the comprehensive window of the city and county government affairs service center, comprehensively improve the quality and efficiency of the operation of the comprehensive window of the convenience service center (station), strengthen personnel management, system implementation, training and guidance, supervision and evaluation, accelerate the substantive operation of the global comprehensive window, and accelerate the transformation of the enterprise masses from "one thing to run multiple windows" to "one window to do many things".
The Municipal Data Bureau (Municipal Business Environment Construction Bureau, Municipal Administrative Examination and Approval Bureau) will start from the dimension of government service level and system division, and divide it into four levels to coordinate and promote the reform of the comprehensive window. In terms of promoting the reform of government service centers, the 10 comprehensive government service centers at the city and county levels will be based on the actual situation of the departments, types of matters, business handling characteristics, and waiting time in queues, and reasonable set up non-discriminatory and sub-field comprehensive service windows.
In terms of promoting the reform of government service professional sub-centers, 26 city and county-level service sub-centers such as medical insurance, social security, taxation, public security, real estate, and provident fund will comprehensively promote the non-discriminatory comprehensive window service model.
In terms of promoting the reform of township (street) convenience service centers, two undifferentiated comprehensive windows will be set up in a unified manner, and the existing separate government services in various fields such as social security, medical insurance, civil affairs, housing and construction, and the Disabled Persons' Federation will be merged into the comprehensive window, which will be responsible for comprehensive consultation, receiving, reviewing, transferring, and other related businesses. In terms of promoting the reform of village (community) convenience service stations, a unified comprehensive window is set up, the original counter window service model is broken, and barrier-free communication, close-range acceptance, and interactive services are implemented.
The municipal and county-level government service centers and sub-centers will also start from the actual needs of the enterprise masses, and set up comprehensive windows such as assistant agents, inter-provincial general offices, "one thing at a time", engineering construction project approval, tidal windows, and "can't do things" reflection windows, so as to enrich and improve the supporting and guarantee role of the comprehensive window.
