People's Daily Beijing, December 31 (Shen Jiaping) According to the official website of the National Development and Reform Commission, the National Development and Reform Commission recently issued the "Implementation Plan for the Construction of the National Backbone Cold Chain Logistics Base" (hereinafter referred to as the "Plan"), making systematic arrangements for the layout and construction of the national backbone cold chain logistics base during the "14th Five-Year Plan" period.

The "Plan" pointed out that during the "14th Five-Year Plan" period, the national cold chain logistics backbone channel network will be built around the support of the construction of "four horizontal and four vertical", combined with the production of agricultural products, the spatial pattern of circulation, large consumer markets and the regional distribution of cold chain logistics infrastructure, and relying on the national backbone cold chain logistics base to carry out base construction. By 2025, the layout and construction of about 100 national backbone cold chain logistics bases, basically build a three-level cold chain logistics node facility network with the national backbone cold chain logistics base as the core, production and marketing cold chain collection and distribution center and cold chain logistics facilities at both ends as the support, drive the improvement of the scale, intensification, organization and network operation level of cold chain logistics, promote the integrated operation of agricultural product production, transportation and marketing, and significantly improve the level of the whole "continuous chain", effectively play the role of cold chain logistics in supporting the large-scale production of agricultural products, adjusting cross-seasonal supply and demand, It plays an important role in reducing the loss and waste of circulation links, stabilizing market price fluctuations, and expanding high-quality supply.

At the same time, the "Plan" clarifies 7 key tasks for the construction of the national backbone cold chain logistics base.

The first is to integrate and gather stock resources, give priority to supporting the use of existing cold chain logistics facilities and resources to build a national backbone cold chain logistics base, and strengthen the reconstruction and expansion of existing cold chain logistics facilities in combination with actual conditions.

The second is to promote the interconnection of bases into a network, strengthen the efficient connection with production and marketing cold chain collection and distribution centers, and build a regional cold chain logistics service network for trunk and branch transportation and integrated operation of both ends.

The third is to promote the development of related industries, rely on the base to promote the integration of upstream and downstream linkages in the agricultural product industry chain, and create a new ecology for the integration and development of cold chain logistics and industrial integration.

The fourth is to support the consumption of urban and rural residents, smooth the passage of characteristic agricultural products out of the village and into the city, promote the sinking of the cold chain logistics service network to small and medium-sized towns and qualified rural areas, and create an "upward and downward network".

The fifth is to accelerate the pace of digital development, promote the digital upgrading of cold chain logistics facilities in the base stock, and accelerate the intelligent transformation and upgrading of traditional cold storage and other facilities and equipment.

The sixth is to improve the level of green and low-carbon development, encourage the base to carry out energy-saving transformation of in-use facilities, promote contract energy management, energy-saving diagnosis and other models, and encourage the use of green, safe, energy-saving, and environmentally friendly refrigerated vehicles and supporting equipment and facilities.

The seventh is to strengthen safety and security capabilities, improve the base emergency inspection, testing and quarantine plan, ensure the safety of food and drug consumption, establish a base epidemic monitoring and early warning mechanism, and build a solid defense line against the import of the epidemic.
