Shared self-driving cars are coming! Guangzhou will vigorously promote the commercialization of smart cars

Recently, the website of the Guangzhou Municipal Development and Reform Commission released the "14th Five-Year Plan for the Innovative Development of Intelligent and New Energy Vehicles in Guangzhou" (hereinafter referred to as the "Planning"). According to the documents, by 2025, Guangzhou's automobile production capacity will strive to exceed 5 million vehicles, and the output value of automobile manufacturing above designated size will strive to reach 1 trillion yuan, continuing to rank at the forefront of the country; the production capacity of new energy vehicles will exceed 2 million, entering the top three cities in the country; the penetration rate of new energy vehicles will exceed 50%, and the number of ownership will increase to 800,000, accounting for more than 20% of the car ownership. The scale of import and export of auto parts and vehicles has steadily increased.

In addition, we will cultivate 1-2 enterprises with a domestic market share of more than 5% and cultivate 1-2 unicorn automobile enterprises to achieve a significant increase in the export of independent brand automobiles and a new breakthrough in the construction of overseas manufacturing bases.

In terms of the commercialization of smart cars, the document also makes many introductions, such as the construction of 800 kilometers of intelligent roads. Guangzhou will be built into a national-level intelligent vehicle industrialization demonstration zone, an intelligent networked vehicle and intelligent transportation application demonstration area based on broadband mobile Internet, a national 5G vehicle networking pilot zone, a new energy automobile industry development highland and an automobile international trade center ("three districts, one highland and one center"), support the construction of a world-renowned "smart car city", and lead the high-quality development of the national intelligent and new energy automobile industry.

Strengthen road testing and demonstration of intelligent vehicles

The "Planning" shows that based on Guangzhou's previous intelligent vehicle demonstration application and other foundations, in the future, it will actively carry out regional intelligent vehicle road testing, select suitable areas as the pilot area for road testing, coordinate the construction of various closed test sites, and promote the dislocation construction and linkage development of closed test sites such as GAC Test Field, Nansha Test Field, Huadu Test Field, and Zengcheng Test Field.

Actively promote the application demonstration of intelligent vehicle autonomous driving in Huangpu, Nansha, Panyu, Huadu, Haizhu and other regions in different mixed environments. Explore conducting high-speed road tests. Establish a research platform for intelligent vehicle test scenarios and application scenarios, research and implement a variety of intelligent vehicle application scenarios, and support a variety of technical route test verification and application demonstration.

The specific planning is as follows:

1. Huangpu District. Accelerate the construction of "new infrastructure" projects for smart transportation with vehicle-road coordination, and carry out tests of self-driving taxis and small buses with clear scene characteristics. Focus on the construction of a demonstration island and test base for 5G autonomous driving applications on biological islands.

2. Panyu District. Support the planning and construction of open road testing and demonstration operations in the GAC Intelligent Network New Energy Automobile Industrial Park, and actively create a research and development route and ecology for autonomous driving technology.

3. Nansha District. Accelerate the construction of a closed test base for Qingsheng automatic driving. Expand the open area of intelligent vehicle test roads in Nansha District, and demarcate the independent open road sections of Nansha in batches on the basis of the first, second and third level test road sections delineated by the city. In areas with more complete transportation facilities such as Jiaomen River, Pearl Bay, Nansha Bay, and Qingsheng Hub, we will actively promote the remote test of autonomous driving of various technical routes.

4. Huadu District. Implement sub-level and sub-category tests, and scientifically and orderly promote the construction of intelligent vehicle test projects such as the closed test area of the National Intelligent Connected Vehicle Demonstration Zone (Guangzhou) - Dongfeng Nissan Closed Test Field (Huadu).

5. Zengcheng District. Vigorously carry out the construction of intelligent vehicle simulation roads and scenes, and accelerate the construction of 200 scene standard closed test sites in the five electronic institutes of the Ministry of Industry and Information Technology and the closed test field (complex meteorological conditions) of intelligent networked vehicles in the South China Base of China Automobile Center.

Promote the commercial operation of smart cars

Focusing on the direction of travel optimization, demonstration operation, and public services, focusing on designated areas and routes such as Panyu, Huangpu, Nansha, and Huadu, the demonstration application of intelligent vehicle operation is carried out. Accelerate the implementation of intelligent vehicle demonstration operations in closed areas such as airports, ports, industrial parks and tourist attractions, and promote the construction of application scenarios in the fields of urban shared vehicles, intelligent public transportation systems, intelligent road cleaning, and intelligent logistics.

Encourage intelligent car companies to cooperate with travel service companies to create application scenarios, accelerate the transformation of scientific and technological achievements, and innovate commercial operation models.

Relying on platforms such as Ruyue Travel, Ruqi Travel, Youpeng Travel, Lianyou Travel, Didi Woya and other platforms, we will expand the service field of "Internet + Transportation" and create an intelligent vehicle networking management platform that includes intelligent seat belts, active safety video early warning services, and CAN bus data management. Through multi-dimensional, comprehensive and large-scale urban traffic tests and demonstration operations, promote the commercial operation of autonomous driving in stages and in different fields, give priority to demonstration in the fields of public transportation and taxi, and explore the formation of a new model of commercial operation of autonomous driving in Guangzhou.

1. Plan and integrate autonomous driving test demonstration application resources. Taking Guangzhou Baiyun Airport, Guangzhou North Railway Station, Guangzhou Railway Station, Guangzhou East Railway Station, Guangzhou South Railway Station, International Biological Island, Changzhou Island/University Town, GAC Intelligent Network new energy automobile industrial park and other areas as backbone transportation network nodes, connecting areas with large personnel flow such as Baiyun Mountain Scenic Area, Guangzhou Tower, chimelong Tourist Resort, etc., to build a smart road infrastructure based on C-V2X vehicle networking support, and promote the driverless shared taxi Robot-Taxi with special lane vehicle-road collaboration. The commercial demonstration operation of driverless buses has been continuously expanded and improved, and the demonstration operation of one-stop intelligent travel connection system for multi-category driverless vehicles in and outside the city has been promoted.

2. Innovative application scenarios and industrial forms. Relying on Guangzhou Port and Guangzhou Bus Group, we will explore the application of intelligent vehicles in specific scenarios such as smart buses, port terminals, shared travel, intelligent sanitation, intelligent warehousing, logistics and distribution, intelligent commuting, shuttle buses in the park, and last-mile automatic parking. Actively cultivate new intelligent vehicle formats such as road intelligent facilities, high-precision spatio-temporal services and vehicle basic maps, vehicle communications, information security, data services, and intelligent travel.

3. Carry out commercial operation of autonomous driving. Nansha District, Huangpu District, Panyu District, Zengcheng District, and Haizhu District are used as pilot areas for commercial operation of autonomous driving, and the accuracy of vehicle environmental perception under real roads, scene positioning accuracy, decision-making control rationality, system fault tolerance and fault handling capabilities, intelligent vehicle basic map service capabilities, and "people-vehicle-road-cloud" system synergy are verified.

4. Cultivate driverless travel services. Encourage car companies to cooperate with operation service providers to rely on Wenyuan Zhixing, Xiaoma Zhixing, Titanium Horse Technology, etc. to carry out "driverless + shared travel" services. Take the lead in carrying out new service industries such as unmanned bus, unmanned logistics, mobile retail, and mobile office based on driverless cars. Expand the commercialization space of the Internet of Vehicles and tap the application value of specific scenarios.
