Lu Shi Taijiquan, "Disobey! ”

Several inheritors of Lu's Taijiquan in Guangping County, Handan, Hebei Province, are unwilling.

Earlier this year, the State Council announced the fifth batch of national intangible cultural heritage representative projects and expanded project list, compared with the 15 projects in Hebei Province that entered the publicity stage before, but Lu's Taijiquan in Guangping County was finally blocked outside the gate of national intangible cultural heritage.

Lu Shi Taijiquan, "Disobey! ”

"We can't accept this result." Lu Shangqi, one of the inheritors of Lu's Taijiquan, recently introduced to the surging news that he and the two inheritors, Lu Kui'en and Lu Kuizhen, have jointly submitted a "complaint material" to the Ministry of Culture and Tourism, which mentions that "it is expected that the Ministry of Culture and Tourism will send a working group to Guangping County to investigate the issues related to Lu's Taijiquan, and organize experts who originally participated in the review to conduct in-depth discussions and restore the list of the fifth batch of national intangible cultural heritage projects of Lu's Taijiquan." ”

A person from the Hebei Provincial Department of Culture and Tourism who understands the matter said, "(Lu's Taijiquan declaration of intangible cultural heritage) this matter, the county and the province have materials, pushed up the first level, there is no problem, our provincial experts also determined that it can." ”

"But we still need to solicit the opinions of all parties on this matter, and there are still opinions from the State General Administration of Sports." According to his understanding, one possible reason for the failure of Lu's Taijiquan declaration was that "there is no corroboration of Lu's Taijiquan found in the Directory of Chinese Martial Arts Equipment". He said, "Originally, social science things are not like natural sciences, one is one, two is two. Generally speaking, if there is any objection, the project will not be established. ”

However, Lu Shangqi proposed that many fists are not in the list, and they are also national intangible cultural heritage. After the "appeal materials" were sent to the Ministry of Culture and Tourism, they have not yet received a reply.

The only project in the province that failed to be selected

In order to confirm and protect the same intangible cultural heritage items held by different regions or different communities and groups, China has established an expanded project list starting from the second batch of national project lists. The extended project shares the same item number with the same name that has previously been included in the national intangible cultural heritage list, but there are differences in the characteristics and inheritance status of the projects, and the protection units are also different.

In December last year, the Ministry of Culture and Tourism announced the list of recommended projects for the fifth batch of national intangible cultural heritage representative projects, and a total of 15 intangible cultural heritage projects in Hebei Province were selected, of which 5 were newly selected projects, such as the "South Road Silk String" in Xingtai City, the "Jia's Qingping Sword" in Cangzhou Huanghua City, and 10 expansion projects, such as the "Shahe Shadow Play" in Shahe City, Xingtai County, and the "Lu's Taijiquan" in Guangping County were also among the expansion projects.

Hebei News Network earlier reported that Lu's Taijiquan was the essence of His predecessors inherited by Lu Mingjin in Guangping County (now Guangping County, Handan City, Hebei Province) during the Qing Dynasty, and it was created by integrating and penetrating, and this type of boxing is heavy in actual combat, good at martial arts, and easy to maintain health. With the world's in-depth understanding of Lu's Taijiquan, there are many practitioners at home and abroad.

However, by June this year, the fifth batch of national intangible cultural heritage representative projects was released, and Lu's Taijiquan became the only project in the province that failed to be selected.

In fact, on April 8 this year, the Department of Culture and Tourism of Hebei Province received a letter from the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism on Issues Related to "Lu's Taijiquan". Subsequently, the Hebei Provincial Department of Culture and Tourism asked the Wushu Sports Management Center of the Provincial Sports Bureau to assist in providing information on the inheritance and dissemination of Lu's Taijiquan in the fields of martial arts and sports, and instructed the Handan Municipal Bureau of Culture and Tourism and the Guangping County Government to conduct special research.

The relevant letter revealed that Lu's Taijiquan is a provincial intangible cultural heritage project in Hebei Province, and in 2019, it declared the fifth batch of national intangible cultural heritage projects to the Ministry of Culture and Tourism, and has been selected into the public list. When the Ministry of Culture and Tourism submitted to the State Council for review, the General Office of the State Council requested that the opinions of the State General Administration of Sport be sought on the relevant traditional martial arts projects, including Lu's Taijiquan, and the State General Administration of Sport inquired about the "Directory of Chinese Wushu Equipment" and found no corroborative evidence of the "Lu's Taijiquan" project.

After some investigation and research in the province, in the same month, the Hebei Provincial Department of Culture and Tourism said in the materials reported to the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism that we believe that Lu's Taijiquan has a long history, a clear inheritance context, a certain difference compared with other Taijiquan, has its own system, and has a large number of practitioners, great influence, and meets the conditions for the identification of intangible cultural heritage projects, and it is recommended to continue to retain the qualifications for the fifth batch of national intangible cultural heritage projects of Lu's Taijiquan.

According to the appeal materials of Lu Kui'en, Lu Kuizhen and Lu Shangqi, the inheritors of Lu's Taijiquan, Lu's Taijiquan is the intangible cultural heritage of Handan City and Hebei Province, and in the application process, it has been investigated, identified and recommended by the People's Government of Guangping County, the Handan Municipal Bureau of Culture, Radio, Television and Tourism, and the Hebei Provincial Department of Culture and Tourism, as well as the national expert review randomly selected by the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism from the review expert database, and was selected into the fifth batch of recommended lists of representative projects of national intangible cultural heritage. They said that in the fifth batch of national intangible cultural heritage list released in June 2021, "Lu's Taijiquan" was removed for no reason, and the people of Handan Guangping felt very sorry and regretted.

The appeal materials also mention that the current Lu Taijiquan descendants, represented by Lu Kuien and Lu Kuizhen, have been teaching Taijiquan in Guangping County, Hebei Province for more than 60 years, with thousands of students, making great contributions to the promotion of Lu's Taijiquan. But they are already old, in the face of such a rare fist with a mature theoretical system and complete equipment, they not only need to dig out and sort out, but also need to cultivate new talents to spread this excellent fist. The declaration of national intangible cultural heritage is an important support for the protection of this martial arts treasure.

"If there is any objection, the project will not be established"

Recently, a person from the Hebei Provincial Department of Culture and Tourism who knew about the matter said in an interview with the surging news that "the List of Chinese Martial Arts Equipment did not find evidence of Lu's Taijiquan project", which may be a reason why the declaration was not passed.

"Originally, social science things are not like natural sciences, one is one or two is two. Generally speaking, if there is any objection, the project will not be established. "He said that there are objections that are not widely recognized, and the specific reasons why the state (relevant departments) have not told us." This matter, the county and the province have materials, one level up, there is no problem, our provincial experts also determined that it is OK, but this matter also needs to solicit the opinions of all parties, the State General Administration of Sports there are still opinions, this is the situation. ”

From 1982 to 1986, the former State Sports Commission conducted a round of large-scale excavation of fist types and identified 129 types of fists. For example, Taijiquan identified the five schools of Chen, Yang, Wu, Wu, and Sun.

Public reports show that at that time, the former State Sports Commission put forward the requirements of "orderly flow, clear fist theory, unique style, and self-contained system", which became the basic standard for identifying fist types. In 1991, the Wushu Research Institute of the former State Sports Commission selected 71 of the more informative fists and published a relevant directory, recording the origin, theory and characteristics of the fists, as well as the exercises, routines, and forms of confrontation. The staff of the Wushu Sports Management Center of the State General Administration of Sports has previously introduced that the identification in the 1980s basically covered the main types of boxing. If the people wish to identify a new type of boxing, they must first apply to the Wushu Sports Management Center, and then accept expert review.

In an interview with the surging news, Lu Shangqi pointed out that the former State Sports Commission identified 129 kinds of fists, but many of them were not in the "List of Chinese Martial Arts Equipment" and were also national intangible cultural heritage, such as Hebei Xingtai Wang Qihe Taijiquan and Li's Taijiquan. The criteria for the recognition of national intangible cultural heritage are "three generations in 100 years", and Lu's Taijiquan has been passed down from Master Lu Mingjin to seven or eight generations now, which fully meets the national intangible cultural heritage recognition standards.

In addition, in his view, the relevant departments are self-denying, "they selected 11 experts from the database of the national expert group to review the publicity, and then cancelled it." ”

Lu Shangqi recalled that in June this year, he had already reflected upwards once, around October 12, a staff member of the Ministry of Culture and Tourism replied by phone, "(The staff) did not explain the reason for the cancellation of our project, the explanation was not clear, saying that the announcement did not mean the announcement of the final results." ”

The Paper tried to learn the details of the communication between the two sides from the above-mentioned staff of the Ministry of Culture and Tourism. The staff member did not want to disclose, saying that he had explained it to the other party in accordance with the procedure.

A staff member of the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism said in a recent interview that he did not know the specific reasons why Lu's Taijiquan was not included in the national intangible cultural heritage, but gave a general introduction to the process. He said that any review has a process of recommendation, review, publicity and publication. The purpose of publicity is: if any unit or individual has objections to this project, it can be raised, and if someone reflects the problem in the middle, it must be studied and handled. If the problem reflected is true, the project will be removed.

He pointed out that in China, there are many provinces and regions with subdivided types of taijiquan, which is a more professional problem. Article 21 of the Intangible Cultural Heritage Law stipulates that if the form and connotation of the same intangible cultural heritage items are maintained in two or more regions, they may be included in the list of representative items of intangible cultural heritage at the national level at the same time.

"The Ministry of Culture and Tourism will report the list of proposed recommendations to the State Council. The State Council also consults with relevant authorities, such as tai chi. Because taijiquan is a sport, the State Council will seek the opinion of the General Administration of Sport, and if the General Administration of Sport raises a different opinion, it will be seen whether the State Council adopts it. For some projects, the State Council has consulted the competent authorities and deemed inappropriate, and it may also be removed. The staff member of the Intangible Cultural Heritage Division said.

It is worth noting that the above-mentioned Hebei Provincial Department of Culture and Tourism also mentioned the dispute between Lu's Taijiquan and Gu's Taijiquan in an interview. He said, "Gu Dianyi is standing on the gu side, a legendary figure, there is no evidence to examine, Lu shi is considerable, the martial arts circle always gets these, as long as (Lu's taijiquan project) is reported, there are still people over there to complain, originally many years of accumulated grievances." ”

This tai chi is more than one name. According to public information, Gu's (also known as "Gu style") Taijiquan was transmitted from Gu Dianyi, the governor of Yunyou Province in the late Ming and early Qing Dynasties, to Handan, and those who called "Gu Style" believe that the school of Taijiquan was first passed down by Gu Dian, so it should be called "Gu-style Taijiquan". The so-called "Lu Clan" is mainly the descendants of the Lu Clan in Lu Dong Village, Guangping, Hebei Province, and the Lu Mingjin of the Fifth Generation Lu Dong Village is outstanding, the skills are outstanding, and there are many disciples passed down, and the influence has spread to several provinces, Lu Dong Village has been continuously passed on, and the descendants of the Lu Clan naturally want to be called "Lu Clan".

Among them, the fifth generation of Lu Mingjin is considered to have made the greatest contribution to this fist, he wrote "Fist Score", "Gun Spectrum", "Sword Spectrum" and other works of martial arts, making this school of martial arts a famous Jinji Luyu a major school of Tai Chi, later generations of lu Mingjin's merits, so they called this fist "Lu Taijiquan".

For the "appeal" of the inheritor of Lu's Taijiquan, the person from the Hebei Provincial Department of Culture and Tourism was surprised.

He said, "How can anyone still appeal this?" In fact, this is also impossible to change, how can it be put? ”
