Thirty million people on the ice and snow laid the mass foundation for the popularization of ice and snow sports

The development of ice and snow sports is inseparable from the extensive participation of the masses. The Sports Bureau of Hebei Province has always regarded the continuous and in-depth promotion of the popularization and development of mass ice and snow sports as a powerful measure to implement the spirit of the important instruction of "driving 300 million people to participate in ice and snow sports", as a practical action to promote the preparations for the Winter Olympics, as an important starting point for building a strong province of ice and snow sports and a strong province in sports, with the provincial, municipal and county ice and snow games as the traction, systematic planning, in-depth launch, and continuous advancement, creating a new pattern of vigorous development of ice and snow sports with strong party and government organizations, extensive social support, and active participation of the masses. The Provincial Sports Bureau closely focused on cracking the three key issues of "where to skate", "who to skate" and "who to teach" put forward by Secretary Wang Dongfeng, took multiple measures at the same time, achieved outstanding results, and effectively promoted the in-depth development of the promotion and popularization of ice and snow sports in the province.

Up to now, the number of people participating in ice and snow sports in Hebei Province has exceeded 30 million. According to the statistics of the China Survey and Data Center of Chinese Min University, an authoritative domestic statistical agency, as of December 31, 2021, the number of people participating in ice and snow sports in the province reached 34.79 million, and the participation rate reached 46.6%. There are 21.19 million people directly involved in ice and snow sports, and 13.6 million people indirectly involved in ice and snow sports, of which 8.66 million people directly participate in skating, 4.04 million people in ski sports, and 5.5 million people in roller skating.

In the post-Winter Olympic era, the Hebei Provincial Sports Bureau will build a more perfect mass ice and snow sports work promotion and support guarantee mechanism, make full use of the heritage of the Winter Olympics, and consolidate and expand the results of "30 million people in the province participating in ice and snow sports". High-level venue facilities have become the hardware support for the popularization of ice and snow sports

The lack of facilities in ice and snow venues has long been one of the reasons that hinder public participation in ice and snow sports. Since the successful bid for the Winter Olympics, Hebei has made every effort to promote the construction of ice and snow stadium facilities, clarify the implementation path, solve key problems around the financing, land supply, and construction progress, and vigorously develop ice and snow sports venue facilities. At present, the level of facilities of Ice and Snow Sports Venues in Hebei has leapt to the forefront of the country. There are 202 indoor skating halls, including 22 standard ice skating halls, with a total ice surface area of 135,000 square meters, ranking first in the country. There are 62 ski resorts, the scale and quality rank first in the country, of which Chongli has become the largest high-end and high-quality ski resort in China, Chongli ski tourism resort, Laiyuan ski tourism resort was included in the first batch of 12 national ski tourism resorts by the Ministry of Culture and Tourism and the General Administration of Sports.

At the same time, the Hebei Sports Bureau has increased its efforts to improve the opening and utilization rate of venues. Introduce hard-core policies, promote governments at all levels to increase the purchase of services, and give financial support to the free or low-cost opening of ice and snow venues. Issued 15 million yuan of special ice and snow consumption coupons, 299 ice and snow venues in the province launched a series of ice and snow sports experience preferential activities for the general public, especially teenagers, which greatly reduced the cost of mass participation. Coordinate development and reform, taxation and other departments to promote the implementation of preferential policies such as water, electricity and heat to reduce operating costs. Create a provincial and municipal networked ice and snow venue information service platform, facilitate the masses to make online reservations, continuously improve the operational efficiency of the venues, and maximize the enthusiasm of the masses. Brand events export a strong impetus for the popularity of ice and snow sports

Since 2019, Hebei Province has successfully held the provincial, municipal and county three-level ice and snow games for three consecutive years, and built a "pyramid-style" event activity system with the ice and snow games as the spire, the ice and snow league as the tower, and the campus and grass-roots ice and snow events as the tower, and the number of competitions has expanded year by year, the competition items have increased year by year, and the level of competition has increased year by year. Through three years of construction, the Ice and Snow Games have become a national brand event. Lowering the threshold for participation, there is no quota limit, so that all types of schools, clubs, ice and snow sports associations and social groups at all levels can participate, which greatly expands the number of participants and achieves the good effect of "one person participating in the competition and the whole family watching the competition". Through the holding of provincial, municipal and county three-level ice and snow games, more than 7 million people were directly driven to participate in ice and snow competitions.

In 2022, Hebei will continue to host the Fourth Ice and Snow Games, which is a large-scale comprehensive ice and snow event held in Hebei Province after the successful holding of the Beijing Winter Olympic Games and the sustainable development of ice and snow sports in the post-Winter Olympic period. The construction of Hebei Ice and Snow Sports Association has achieved full coverage. At present, there are 216 provincial, municipal and county three-level ice and snow sports associations, reaching the goal of county-level ice and snow sports associations in counties and counties, the number of associations, the scale of members, and the coverage of work rank first in the country, and the provincial ice and snow sports association has been awarded the national advanced collective of mass sports by the State General Administration of Sports.
