Nine urban empowerment actions in one park and five blocks should be created in the city for a quarter of an hour, the urban community should be transformed and upgraded, the urban area should be implemented to "change cages for birds", paving and transforming the urban sidewalk, the main street building door and façade of the urban area should be upgraded and transformed, and the overall architectural style should be based on the Han and Tang styles, highlighting the cultural elements of Dunhuang; it is necessary to implement the lighting and hardening project of the back streets and alleys, supporting the future development of the city's education, medical care, property and other service facilities, high-quality construction of demonstration communities, and promote the creation of civilized cities across the country.

Shi Lin stressed that it is necessary to focus on the "nine urban empowerment actions", which is the overall work idea of Dunhuang urban construction in the future, make a list of projects, do a good job in preliminary planning, formulate work plans, and solve problems such as fund raising. At the same time, it is necessary to set up a construction engineering group to promote urban construction at a high level and ensure that urban construction work will achieve a good start next year.
