The Ministry of Education and nine other departments today (16th) released the "14th Five-Year" county ordinary high school development and upgrading action plan. According to the plan, all localities should increase the implementation of the special plan for eliminating large class sizes in ordinary high schools, and completely eliminate large class sizes of 56 or more students. For existing large-scale schools, all provinces (autonomous regions, municipalities) should formulate implementation plans for scale reduction in light of actual conditions, actively and steadily resolve large-scale schools, and with the adjustment of the scale of school operations, optimize the allocation of school resources and functional structures, and effectively improve teaching conditions and students' learning and living environment; it is strictly forbidden to arbitrarily withdraw and merge county middle schools to prevent the emergence of new large-scale schools. The number of new classes in ordinary high schools shall not exceed 55, and the size of new ordinary high schools shall not exceed 3,000.
