In 1949, acting President Li Zongren announced that he would release a group of prisoners, including Yang Hucheng, in order to win peace talks. But Chiang Kai-shek would not agree, and secretly sent Mao Renfeng to pick up Yang Hucheng, and Mao Renfeng gave this task to Zhou Yanghao, because no one but him could do it.

"Those who are able to do appropriate work; those who are sick are treated the same as our cadres and enjoy medical treatment at public expense; those who are incapable of working are raised; those who are willing to return to Taiwan can return to Taiwan, give foot and road fees, provide convenience, and those who are willing to come back after they go, we welcome."

Of the 293 prisoners, 283 chose to stay on the mainland, and only 10 asked to go to Taiwan to be reunited with their families, including Zhou Yanghao.

Zhou Yanghao has a total of 7 children, most of whom live in Taiwan, and only the youngest daughter is in the United States, so Zhou Yanghao chose to go to Taiwan to reunite with his children, which is also deserved.

However, to the surprise of these 10 people, when they were excited to go to Taiwan, the Taiwan side refused, saying that these people "did not return to Taiwan to visit their relatives, but to do united front work for the CCP, and the CCP used their release to carry out united front conspiracies." In 1990, Zhou Yanghao died of illness in the United States at the age of 80, and the Chinese consulate in San Francisco sent him a wreath.
