Shangguan News reporter noted that the Shanghai police had previously disclosed a number of theft crimes involving domestic workers. The reporter found that with the popularity of Internet housekeeping services, some service platforms do not strictly review the identity information and qualifications of service personnel, and the problem of mixed practitioners does exist.

The hourly workers reach out to thieves, and the employer is overwhelmed

On the morning of November 30 this year, when Mr. Zhu, a citizen, was tidying up his room, he found that the jewelry box containing gold rings, necklaces and other items had disappeared after repeated searches, and he suspected that it had been stolen, so he reported to the Huayang Road police station. Mr. Zhu told the police that in recent times, except for a cleaning aunt who was found from the online housekeeping service platform, there was no other outsider who had come to the family.

According to Mr. Zhu's description, the police believe that the cleaner Zhu Mou is suspected of committing a major crime. Through the identity information and contact information left by the home economics platform, the police summoned Zhu to the police station in the afternoon of the same day. However, Zhu did not admit that he had taken the things in Mr. Zhu's home, and after the work of the police, Zhu's son took the initiative to hand over the jewelry box hidden by his mother in the utility room, and the contents of the box were intact.

Faced with conclusive evidence, Zhu finally admitted. On November 27 this year, when she was cleaning Mr. Zhu's home, she took advantage of Mr. Zhu's lack of attention and hid the box he had placed on the table in her sweater pocket and brought it back to her home. She then opened the box and found items such as a gold ring, a necklace and a jade pendant.

"I just want to leave more money for my son to get married." When faced with the police asking about the motive, Zhu said that because his son was about to get married, the family was not very rich, so he wanted to steal something for money. On the day of the incident, she saw that the jewelry box in Mr. Zhu's home was very exquisite, and she thought that there must be something valuable hidden inside, so she had the evil idea of taking it for herself.

At present, the criminal suspect Zhu Mou has been criminally detained by the Changning police according to law for suspected theft, and the case is being further investigated.

The court sentenced defendant Shi X to 8 months' imprisonment and a fine of 1,500 yuan for theft, and at the same time sentenced Shi X to be banned from engaging in domestic service work for 3 years from the date of completion of the punishment or parole. This is also the first case of "occupational prohibition" in the field of domestic service in the city.

"I can't always follow behind the cleaning aunt and watch her work, in case I run into someone with unclean hands and feet, I can't prevent it at all, I can only try my luck." But I believe that most of the part-time workers are reliable. White-collar Cheng Hui often uses the online booking platform to call the hourly worker, and she feels that the platform should strengthen the review and control of the domestic service personnel who are stationed in order to reassure and reassure customers.

Information fraud, service outsourcing... There is a lot of chaos in online domestic service

Domestic service personnel can freely enter and leave the employer's home during the service provision, and once the platform does not check the prison, the employer is prone to "luring wolves into the house" and other situations.

In order to ensure the safety and integrity of domestic service, since 2016, Shanghai has piloted domestic servants to hold the "Home Economics Door-to-Door Service Certificate" - which is a logo that can quickly and effectively identify the identity information and employment information of employees, and has queryable, traceable and evaluative functions. In November last year, Shanghai improved the verification system for the authenticity of practitioners' information, comparing the information of 45,000 holders with the residence permit population information system of the Municipal Population Office to verify the authenticity of the id cards and whether they have criminal records.

"The domestic service personnel we employ must have the corresponding qualifications of practitioners, and the identity information of the personnel must also be registered for the record. We also conduct interviews to test our business capabilities. Once a problem arises, we can track it down through the personnel filing information. Ms. Zhang, who has run a traditional housekeeping company for many years, told reporters that because the employers are mostly nearby residents, problems will definitely find a housekeeping company, "If we do not strictly review, the responsibility for the problem is myself, this pass must be firmly enforced." ”

In the view of some industry insiders, compared with the traditional housekeeping service model, the emergence of online housekeeping platforms has exacerbated the uneven situation of the industry to a certain extent.

In recent years, Internet service platforms such as "in place", "58 to home" and "aunt gang" have successively launched online housekeeping services. However, in practice, some online platforms are lax in reviewing the authenticity of qualification certificates and identity documents submitted by practitioners, and there are even cases where personnel with a history of theft use forged identity certificates to apply for employment. For example, in a case previously investigated by the Yangpu police, the victim made an appointment with a domestic service staff through an online platform called "Auntie Gang", but the family's belongings were stolen. However, after the police investigation, it was found that the service personnel not only had previous convictions, but also the personal information registered on the domestic affairs platform was all forged.

Ding Juntao, a citizen, once encountered the situation that the "goods are not on the right board" by the online air conditioner repairman. "What is displayed on the platform is a middle-aged master with many qualifications, but the person who really came is a young man who has not repaired the air conditioner for an afternoon."

Industry insiders told reporters that similar "service subcontracting" situations occur from time to time on online domestic service platforms. There are even people who specialize in "subcontracting", register for work on multiple platforms, and then transfer it to others, charge a certain introduction fee, and act as a small intermediary. "Some platforms have relatively high requirements for the cultural level and qualification of maintenance workers, and after 'subcontracting', in fact, the door service is a lot of people who cannot meet the requirements."

The reporter found that many consumers who have used the online housekeeping platform have encountered "subcontracting" services. Some consumers have reported that disputes arise in the service process, because the platform party does not grasp the identity information of the other party, and finally cannot find the corresponding responsible person, and the rights and interests of the employer are difficult to protect.

The online domestic service platform has been criticized for not strictly reviewing the information of service personnel, coupled with the situation of service "subcontracting", the authenticity of service personnel information is more difficult to guarantee.

Recommendation: Domestic workers should provide proof of no criminal record

In the view of some people in the industry, the risks of online domestic services are actually not new, and various problems that have occurred at present have also occurred in traditional fields. "Because now many online housekeeping service companies are taking the 'platform system' road, mainly providing services similar to intermediaries and cooperating with offline housekeeping companies." This has led to the fact that it is difficult for staff to be managed uniformly and the quality of service personnel is uneven. There is no contract between the person who actually provides the service and the platform, and it is very difficult for the employer to protect his rights through the platform. ”

In addition, there is a kind of "employee system" network domestic service enterprises, which have their own domestic workers, who are employees of the company, and the management is more systematic and standardized, but the corresponding need to invest more costs

"In order to reduce security risks, the online housekeeping platform must first implement the responsibility of auditing the identity information of employees." A public security police officer said that online platforms providing domestic services should register the information of practitioners and verify the authenticity of the information. At the same time, in view of the particularity of domestic services requiring entry into residents' homes, it is best for relevant enterprises to require applicants to provide proof of no criminal record when recruiting workers, or the enterprises should send a letter to the local public security department to inquire about relevant information.
