Establish a family development support system to empower children to grow up healthily

Recently, the Beijing Municipal People's Government officially issued the "Beijing Municipal Development Plan for Women and Children during the 14th Five-Year Plan Period" (hereinafter referred to as the "Plan"). For the first time, the plan increases the two areas of women and family construction and children and families, proposes to give play to the unique role of women in social life and family life, establish a family development support system, and empower children to grow up healthily, and for the first time adds the field of "children and safety" to comprehensively respond to the new situations and new problems facing child safety and care for the healthy growth of children.

The Beijing Youth Daily reporter noted that on the basis of analyzing the new situation and new tasks facing the cause of women and children in the city entering a new stage of development, the plan focuses on 8 areas such as health, education, economy, decision-making management, social security, family construction, environment, and law, which are closely related to women's development, and puts forward 58 main goals and 63 strategic measures; focusing on 7 areas of health, safety, education, welfare, family, environment, and law, which are closely related to children's development. 48 main objectives and 55 strategic measures were proposed.

According to reports, compared with the "Thirteenth Five-Year Plan" plan for women and children, the plan not only maintains continuity, but also has new characteristics and highlights, which are mainly reflected in three aspects.

First of all, in terms of field setting, for the first time, the two fields of women and family construction and children and families have been added, proposing to give play to the unique role of women in social life and family life, give play to the important role of family tutoring and family style in promoting the healthy growth of children and grass-roots social governance, establish a family development support system, and empower children to grow up healthily. For the first time, the field of "children and safety" has been added to comprehensively respond to the new situations and new problems facing child safety and to protect the healthy growth of children.

Secondly, in terms of target setting, implement the new requirements of the central and municipal party committees, promote the optimization of the birth policy and the follow-up and implementation of the "double reduction" work, and promote the implementation of the main goals of optimizing the birth policy and supporting measures by proposing to ensure the safety of maternal and child life, improve the comprehensive prevention and treatment system for birth defects, continuously improve the nutritional status of children, enhance the physical health of children, promote educational fairness and the supply of high-quality educational resources, and quantify the indicators one by one to help implement the optimization of fertility policies and supporting support measures.

Finally, in terms of strategic measures, we pay attention to guiding and supporting women and children to play the main role, strengthen the cultivation of female technical skills, support women to make contributions in all walks of life and rural revitalization, respect children's right to participate in their own and family affairs, and guide children to actively participate in social practice and experience activities through various forms. Pay attention to the new situation of women's and children's health, propose to alleviate the rising prevalence of anxiety disorders and depression among women, emphasize the strengthening of children's mental health services, and continuously improve the physical and mental health of women and children.
