How to build the backbone cold chain logistics base of 100 countries? The National Development and Reform Commission answered Nandu

How can this work be advanced in the future? On December 13, at a press conference of the National Development and Reform Commission, Zhang Jiangbo, deputy director of the Department of Economics and Trade of the National Development and Reform Commission, answered questions from reporters in Nandu on the above issues.

Zhang Jiangbo introduced that the construction of the national backbone cold chain logistics base has begun to advance from 2020, and about 100 cities will be selected to build the national backbone cold chain logistics base by 2025. According to reports, in July 2020, combined with the local self-declaration situation, the first batch of 17 national backbone cold chain logistics bases list has been formed, the construction of these 17 bases is steadily advancing, the next step, the National Development and Reform Commission will also strengthen systematic planning, increase policy support, and focus on playing a good "three strengthening" and "combination fist".

First, strengthen strategic positioning. The national backbone cold chain logistics base will be included in the overall layout of the development of cold chain logistics in the "14th Five-Year Plan", as the basic support and organizational core of the cold chain logistics operation system, it will assume the hub function internally, promote the efficient connection of the national and regional cold chain logistics network, and smooth the domestic cycle; play the role of a gateway externally to support the mutual promotion of domestic and international dual cycles.

The second is to strengthen the overall layout. Focusing on supporting the construction of the "four horizontal and four vertical" national cold chain logistics backbone channel network, the National Development and Reform Commission has studied and formulated the implementation plan for the construction of the "14th Five-Year Plan" national backbone cold chain logistics base, comprehensively considering the production of agricultural products, the spatial pattern of circulation, large consumer markets and the regional distribution of cold chain logistics infrastructure, relying on the advantageous production areas, important distribution centers and main sales areas of agricultural products, selecting about 100 cities as the host cities of the national backbone cold chain logistics base, carrying out base construction, and promoting the integrated operation of production, transportation and marketing of agricultural products. The level of "continuous chain" throughout the process has led to the improvement of the scale, intensification, organization and network operation level of cold chain logistics. The "Plan" will be issued and implemented in the near future, and we will pay close attention to the first batch of base declaration and review work in the "14th Five-Year Plan" period.

The third is to strengthen policy support. In 2021, the National Development and Reform Commission set up a special investment project within the central budget for the construction of urban and rural cold chains and national logistics hubs, and included the construction of public and basic facilities within the scope of the national backbone cold chain logistics base into the support focus, and the construction of the first batch of 17 bases related projects has received financial support. In addition, policy support has also been increased by giving priority to the inclusion of the alternative list of local government special debt projects and recommending them to relevant financial institutions.

The construction of the national backbone cold chain logistics base is an important task in the "14th Five-Year Plan" period, and the National Development and Reform Commission will advance in an orderly manner in accordance with the "Planning" and "Plan". On the one hand, adhere to the "excellent stock", guide the provincial development and reform departments and bearer cities, earnestly grasp the construction of bases that have been included in the annual construction list, continuously strengthen the comprehensive service capacity, and accelerate the process of interconnection into the network. On the other hand, adhere to the "good increment", give priority to the selection of existing cold chain logistics infrastructure groups with good basic conditions, wide radiation range and large development potential, and promote the construction of bases on an annual basis. At the same time, it will also strengthen the "dynamic adjustment", and optimize the layout of the national backbone cold chain logistics base in combination with the actual adjustment, so as to provide strong support for the subsequent base construction. By 2025, we will lay out and build about 100 national backbone cold chain logistics bases, promote the formation of a backbone cold chain logistics infrastructure network at the national level, support the construction of a three-level cold chain logistics node with the national backbone cold chain logistics base as the core, and help build a "321" cold chain logistics operation system.
