After receiving the letter, Luo Ruiqing, then minister of public security in Beijing, immediately dispatched personnel to arrest the Ming Zen master. At this time, someone provided another clue that Lei Hengcheng was likely to go to the vicinity of the Shanghai Racecourse, where he had been seen telling fortunes for a living. He also relayed Lei Hengcheng's physical characteristics, thin face, goatee, and a hanging watch with a portrait of the Emperor of the Qing Dynasty hanging around his neck.

After receiving the letter, the Shanghai Public Security Bureau immediately issued instructions to arrest Lei Hengcheng as soon as possible. After that, three scouts were sent to inquire about the news, and after they arrived at the place mentioned in the letter, they did not find anyone named Lei Hengcheng.

It turned out that Lei Hengcheng was once a relative of the imperial family, and after returning from studying in Japan, he went to work in the Beijing Police Department.
