Recently, the city issued the "Zhenjiang City to promote the protection and utilization of industrial heritage in old industrial cities to create a "life show belt" work plan". The plan proposes to accelerate the protection and utilization of industrial heritage, explore new paths for the transformation and development of old industrial cities, realize the transformation from "industrial rust belt" to "life show belt", and promote the all-round revitalization of Zhenjiang old industrial city with cultural revitalization.
At present, the city preserves the modern and modern industrial heritage with distinct regional characteristics and profound historical heritage, involving types including buildings, warehouses, transportation facilities, industrial production-related sites and technological processes, covering the last years of the Qing Dynasty, before and after the founding of New China and other periods of Zhenjiang's modern industrial development process. It has a total of 13 national key cultural relics protection units and 9 national intangible cultural heritage protection lists. In 2019, Hengshun Zhenjiang Balsamic Vinegar Traditional Brewing Zone was identified as the third batch of national industrial heritage, which is also the first enterprise in China's vinegar industry to receive this honor.
In July last year, the Municipal Development and Reform Commission took the lead in drafting the Work Plan and achieved preliminary results. After a series of continuous improvements, the Work Programme was recently issued. The person in charge of the relevant department of the Municipal Development and Reform Commission said that the preparation of the "Work Plan" focused on three aspects: first, in-depth implementation of the decision-making and deployment of the state and the province on accelerating the protection and utilization of industrial heritage in old industrial cities, and exploring an effective path for scientific protection and rational utilization of industrial heritage according to local conditions; second, adhering to the priority of protection, promoting protection with use, improving the work system, learning useful experience, strengthening policy coordination, and guiding all kinds of social resources to participate in the protection and utilization of industrial heritage; third, based on the reality of Zhenjiang, On the basis of fully analyzing the current situation and existing problems in the protection and utilization of industrial heritage, we put forward development goals, refine tasks and measures, strengthen project reserves, and ensure that the Work Programme is pragmatic and feasible.
The plan is clear that by 2023, the city will basically find out the bottom number of industrial heritage, improve the archives and records of industrial heritage, establish an industrial heritage database, fully implement the hierarchical protection mechanism of industrial heritage, and promote the preparation and implementation of key projects for the protection and utilization of industrial heritage. By 2025, fully grasp the dynamic information on the protection and utilization of industrial heritage, actively create a number of "life show belts" with the characteristics of "river confluence" that integrate urban memory, knowledge dissemination, creative culture and leisure experience, significantly improve the overall level of industrial heritage protection and utilization, further enhance urban functions, enrich urban connotations, show urban characteristics, and continuously meet the people's new expectations for a better life.
Its key tasks are to focus on promoting the protection and utilization of industrial heritage, creating a "life show belt", and clarifying the specific tasks of "strengthening publicity and display, inheriting the history and culture of industrial heritage", "developing emerging formats, broadening the path of industrial heritage utilization", "enhancing the image of the city, releasing the vitality of industrial heritage", "improving institutional mechanisms, and strengthening the management of industrial heritage identification". At the same time, through the organization and implementation of safeguard measures such as clarifying the division of responsibilities, promoting project implementation, strengthening policy support, and strengthening publicity and education, the smooth completion of goals and tasks is ensured. The plan also sorts out the city's projects to promote the protection and utilization of industrial heritage and create a "life show belt", as a list of key projects to be promoted in the next step.
