Chapter 31: Female Mayors Are Fierce and Strong, Loyal and Strong

In March 1949, Yang Zutong was transferred to the vice mayor of Yangzhou City and the former commander of the Yangzhou Branch, making preparations for the army to cross the river. This is a military task, with strict requirements and tight deadlines. The newly liberated Yangzhou still has no mass base, and in addition, there are still Kuomintang troops stationed in Shijiaqiao and Guazhou in the south, and the difficulties are many. But she eventually went through difficult tempering and completed the task on time. In May 1949, Yang Zutong was appointed mayor of Yangzhou, member of the Standing Committee of the Municipal Party Committee, secretary of the Party Group of the Municipal Government, and president of the Municipal People's Court. Although she has served as a local administrative leader many times, the Newly Liberated Yangzhou, which the Kuomintang ruled for decades, is full of new problems. At that time, except for a few cadres at all levels in Yangzhou who had worked with Yang Zutong, most of them did not know her, and people from all walks of life in the city only knew that the newly appointed mayor was a female mayor.
The first thing Yang Zutong did when he took office was to deploy cadres from various departments of the organs to hold "democratic life meetings" in groups every Sunday evening to talk about ideological and life issues, praise their strong points, and criticize and self-criticize their shortcomings. Every time the democratic life will be recorded, Yang Zutong will read it in time to understand the situation. At the same time, in the leadership of the municipal government, she formulated the activities of the "government affairs office meeting", which was held regularly, with the participation of the leaders of various departments directly under the municipal government, reporting and exchanging the work of various units and discussing the important work of the city. This kind of work meeting strengthens the unity of various departments and responsible comrades inside and outside the party, pools the wisdom of the masses, and improves work efficiency.
She also announced the "Mayor's Day of Receiving the Masses" to personally receive people from all walks of life who visited and listened to their opinions and demands. Yang Zutong treats visitors equally and talks sincerely. At that time, Yangzhou had just been liberated, and the conditions were harsh and the masses' lives were difficult, which was a major problem left over from before liberation.
When Yang Zutong and the responsible comrades in the city began to contact people from all walks of life in the upper echelons of Yangzhou, many people did not know much about the Communist Party, and on the surface they "respected" it, but they were like leaving in their bones. Yang Zutong, they always treated each other sincerely, and after several contacts, they felt that the Communist Party was reasonable and faithful, so they also got along with sincerity. In September 1949, the first meeting of the first session of representatives of the people from all walks of life in Yangzhou was held, and the central topic was "overcoming difficulties and self-help in production". The deputies were able to think in one place, express their views directly, and jointly work out measures for production and self-help.
During Yang Zutong's tenure as mayor, he attached great importance to learning and understanding new developments. At that time, the staffing of the municipal secretary's office was not much, but the data room arranged three people to keep the relevant documents and instructions of the superior, the government gazettes of major cities, the important archives in the city, sort out various dynamics, and cut and paste newspapers. No matter how busy she is every day, she has to find time to read the relevant documents. In addition, she usually goes deep into reality, and her work is always confident and not chaotic. In her work, she pays attention to giving full play to the active role of various departments and does not intervene arbitrarily, but she will never let it go rashly on issues of principle. Usually with the staff of the organ is very easy-going, never have a "mayor's shelf", with her, feel unrestrained, everyone is willing to get close to her. Whenever a municipal party group meeting or government affairs meeting is held, Yang Zutong always listens to everyone's speeches and respects correct opinions.
In his work, Yang Zutong has always been known for his wit, decisiveness and competence. Yang Zutong mobilized and organized the forces of relevant departments to proceed according to the actual situation at that time (in the early days of liberation, the unemployed were numerous, and there was a serious spring famine), and adopted the principle of "work for relief", and made overall plans and unified arrangements from the aspects of manpower, material resources, and financial resources, and the whole project could be carried out in an orderly manner. With a history of more than 2,000 years, a circumference of 8,705 meters and a volume of 300,000 cubic meters, the ancient city wall was built with glutinous rice juice, and it took only 4 months to completely demolish it. This has played a huge role in expanding urban and rural transportation and urban social and economic development. Through the demolition project, 1.213 million catties of rice were paid to migrant workers, and more than 20,000 people were donated, so that the unemployed in the city survived the spring famine. The dismantled city bricks were used to widen the main streets of the city as planned.
Beginning in June of the same year, work began to widen the city's main crossroads, which were narrow and crowded and needed to be widened. However, these streets were the main commercial areas in the city, and the widening of the road surface was the first to demolish the storefronts along the streets, which was also in a period of commercial depression, with complex problems and strong policy implications. After Finding out the situation, Yang Zutong and the leaders of the municipal party committee carefully planned and repeatedly publicized and negotiated according to different targets, and reached a consensus: the general business owners demolished and rebuilt the storefronts; the small business owners gave subsidies to rebuild the storefronts; the stores of individual vendors and small craftsmen, and the government helped solve the difficulties. At that time, there was also a debate on the extent of road widening, and the focus was that if more was widened, more than 80% of the storefronts would inevitably be demolished, extending backwards, which would affect the housing of countless residents, and the problem of aftermath treatment would be more complicated. In the end, it is still based on reality and expanded into the existing width.
The demolition of the city and the construction of roads are the first major projects of municipal construction after the liberation of Yangzhou, Yang Zutong and the demonstrators led thousands of troops and horses, overcame countless difficulties, and fought day and night for 7 months to complete the task on time. On October 1, 1951, on The National Day, the newly built road was full of colorful flags, gongs and drums, and the people of the city helped the old and the young to watch the new changes in the ancient city with joy. When night falls, all the lights shine like day. The city's party, government, military, and civilians held a large-scale lantern parade to celebrate the new achievements of the ancient city of Yangzhou after liberation.
Yang Zutong has done a lot of work for the welfare of workers in the mayor's work, mainly to solve the difficulties of many workers who have no fixed place to live. A special outpatient clinic for workers was set up to solve the difficulties of workers in seeking medical treatment. From 1949 to October 1952, in the work of the mayor of Yangzhou, Yang Zutong gave full play to her wisdom and wisdom with her excellent style of going deep into the masses, working hard and leading by example, and made important contributions to the transformation and construction of the ancient city of Yangzhou in the early liberation period, and won universal praise. In October 1952, Yang Zutong was transferred to the newly established provincial city of Xinhailian as mayor.
Later, Yang Zutong was transferred to the Jiangsu Provincial Government, no matter in which position she was conscientious, dared to be responsible, and worked hard to complain. During the "Cultural Revolution", deeply persecuted by Lin Biao and the "Gang of Four", Yang Zutong remained unyielding, extremely resentful of their pursuit of the ultra-left line, and resolutely fought against it. In the last years of her life, while fighting tenaciously against the disease with amazing perseverance and revolutionary optimism, she still cared about the work of the Party, cared about the political education of her children, and wholeheartedly supported the line, principles and policies since the Third Plenary Session of the Eleventh Central Committee of the Party. Yang Zutong pursued revolutionary truth in his early years, actively participated in the student movement, and in his career of more than forty years of revolution, under the leadership of the Party, he fought as a Communist Party member to the last breath of his life. He died in Nanjing at 21:03 on January 21, 1985 at the age of 70. Yang Zutong's life practiced revolution and patriotism with a resolute personality, and the spirit flowing in his bones was the precious blood of his grandfather Zuo.
Today, the Zuo precious family is thriving, the branches are luxuriant, and the descendants are emerging in an endless stream, the Zuo family has now continued to the sixth generation, the family population is as many as a hundred, based on the limitation of space, we cannot state the facts one by one, although it stops here, but the precious spirit of the left and the blood of the descendants will be passed down forever.

The filigree mural "Jia Wu Hero Zuo Precious" created by teacher Wang Cheng
The famous patriotic general Zuo Precious of the late Qing Dynasty fought unswervingly all his life, and finally left the remains of his loyalty in a foreign country, setting up a tall and perfect heroic image for the world, and the people of his hometown admired and missed him infinitely. "Courage and martial arts", "loyalty to the king", "patriotism", "love for the people", and "unremitting self-improvement" are the spiritual pillars of Zuo Precious's lifelong struggle. Zuo Precious almost possessed all the virtues of the "scholar-doctor" of China's feudal society, and made meritorious contributions with courage, loyalty to the Lord, dedication to the country with his own body, and establishment of a career, a standing and a name, which was in line with the psychology of people from all walks of life in feudal society. The formation of the left precious spiritual world has its own unique subjective conditions and objective environment, and there are roughly the following reasons:
First, the influence of folklore
He grew up in the Lunan Mountains of Shandong Province. The character of the Shandong people, who are called "rough and brave" and "strong in human nature" in the history books, as well as the martial habits and heroic and resolute spirit of the Hui people, have affected him; and the life of the people who have experienced hardships and hardships in the human world since childhood has made him have a certain sympathy for the toiling people. He grew up in the hometown of Kong Meng, and was influenced by Kong Meng's thought, which made his personality have the dual nature of "rigidity" and "softness", and this dual personality allowed him to be expressed in different environments. In order to realize their ideals, strive to pursue, defy difficulties, and suffer setbacks, this is a kind of "masculine" beauty that people praise. He went home to the province and was amiable, not to let the elders of the neighbors call him "Zuo Daren", but to call him by the name of his milk; he was enthusiastic about advocating social welfare in Fengtian, which reflected the beauty of "Soft Ren" in his personality.
Second, influenced by Confucianism
Since Emperor Wu of the Han Dynasty, China's feudal society has always occupied an orthodox position in Confucianism, and Confucianism has played a very huge role in consolidating and perpetuating the feudal system. Zuo Gui was deeply influenced by Confucianism, and his history has provided us with a clear and discernible trajectory.
First of all, the concept of human ethics was influenced by the "Three Principles and Five Constants" of Confucianism. The "Three Principles and Five Constants" in Confucianism inculcate people's code of conduct in terms of ethical indoctrination and moral cultivation. It is precisely by following this criterion that Zuo Precious has formed a firm sense of "loyalty to the king".
Second, it was influenced by the Confucian "group view". All schools of Confucianism see society as a collective, and when groups are damaged, the lives of individuals are lost. Therefore, Confucianism always puts the interests of the state and the nation first, and requires individuals to obey the group, so it is precisely the group consciousness that makes Zuo Precious form a strong patriotic spirit and national integrity.
Confucianism has formed a fine ideological tradition of "self-improvement" among the peoples that have dominated the consciousness of long-feudal Chinese society. In terms of ethnic relations, this ideological tradition is to strive to safeguard national independence and not to yield to foreign aggression. In terms of personal behavior, can adhere to personality independence, affirm personality value, the so-called "rich and noble can not be obscene, poor can not be moved, mighty can not be bent" is the performance of personality independence. This connotation of "unremitting self-improvement" is fully reflected in the merits and demerits of Zuo Precious's life.
Third, it is affected by the political factors of society
The late Qing Dynasty, like the feudal ruling classes of previous dynasties, always regarded the cultivation and consolidation of its own ruling ranks as an important administrative measure. Promotions, honors, and awards are one of the means by which they win the hearts and minds of the people, cultivate their own power, and strengthen their rule. Zuo Precious, who had repeatedly promoted him to a high-ranking general, had been rewarded by three emperors. These political factors inevitably led him to associate the interests of the ruler with his own political life. In this way, Zuo Precious was united from the concept of human morality as "loyal to the king" and politically uplifting "Baoqing". Zuo Precious, who "repays the country and is kind in case", not only hopes that the Qing Dynasty will be safe, but also hopes that the Qing Dynasty will be strong and prosperous, which has given rise to a sense of social responsibility with a sense of ownership.
The philosophy of life is like this, from another angle, there is a new vision: Zuo Precious pursues long-term peace and stability under the rule of the Qing Dynasty, which is also a legitimate demand for a nation to survive and defend itself, which is manifested in the invasion of foreign countries, it is necessary to stand up to safeguard the interests and dignity of the entire nation, Zuo Precious did it, but the corrupt Qing Dynasty rulers headed by the emperor could not do it; Zuo Precious's noble national integrity and backbone were not in the Qing Dynasty rulers. Before and after the Sino-Japanese War, the surrender and traitorous treaties signed by the rulers of the Qing Dynasty have proved that Zuo Precious is a great national hero, and the rulers of the late Qing Dynasty are the scum of the nation. Although they are connected, they are more fundamentally different.
Zuo Precious lived at the end of the Qing Dynasty, and it was inevitable that he would be limited by the social conditions at that time in terms of ideology and politics. Like other national heroes, he could not escape the influence of the times, but this did not affect his glorious image of patriotic national heroes. When the Sino-Japanese War broke out and national contradictions rose to become the main contradictions in society, Zuo Precious stood above the interests of the Chinese nation, reflected the strong patriotic thinking of the people of the whole country, and expressed the great national integrity of the Chinese people and the glorious spirit of struggle to resolutely resist foreign aggression. He did not hesitate to resist, and the patriotic spirit of heroic martyrdom coexisted in heaven and earth, competing with the sun and the moon for glory! A hundred years ago, China was faced with "a great change that had not occurred in a hundred years", and the Qing government at that time was terminally ill and did not seize the "great opportunity that had not been seen in a hundred years" at that time, and the result was that although there were patriotic loyalists like Zuo Precious, they could not turn the tide and help the building to fall, and could only sigh and strangle their wrists, so that future generations could sigh. Today's China will certainly stride forward, catch up, seize the "great opportunity never seen in a thousand years", and realize the dream of great national rejuvenation!
