To put it bluntly, the "gentlemen's agreement" and the "new model" are basically similar in content, with the difference that one was reached during the Duterte administration and the other was reached between China and the current Marcos government. However, Philippine President Ferdinand Marcos previously denied the "gentlemen's agreement" on the grounds that it was a verbal agreement, and now he wants to deny the existence of a "new model".
