Important systems for maintaining food security must be put in place
The Food Security Law lays down the basic framework for food security and food security governance in the mainland, embodies the issues of general concern to all stakeholders in food security security, establishes a number of legal norms and systems around cultivated land protection and grain production, storage, circulation, processing and other links, as well as food emergency response and conservation, and stipulates corresponding legal liabilities for violations of this law. Broadly speaking, these legal systems mainly include:

Cultivated land protection and food production capacity building system
The Food Security Law is designed in two special chapters: "Cultivated Land Protection" and "Grain Production".
In terms of food production conditions. Focusing on the protection of cultivated land, the control system of land and space use, the compensation system of cultivated land protection, the compensation system of occupied cultivated land, the control system of cultivated land planting use, the protection system of cultivated land quality, the protection system of black soil, and the system of cultivated land rotation and fallow are stipulated. Focusing on the maintenance of seed industry safety, it is standardized from four levels: first, it is clear that the seed industry safety should be maintained, and it is stipulated that the seed industry safety should be realized through the state to promote the revitalization of the seed industry and promote the high-quality development of the seed industry; Second, it is clear that it is necessary to improve the ability to supply seeds, and the path to achieve it is to strengthen the protection, development and utilization of grain crop germplasm resources, build a national agricultural germplasm resource bank, improve the national breeding system of improved seeds, and promote the informatization construction of the protection and management of grain crop germplasm resources; the third is to stipulate the cultivation of excellent varieties with independent intellectual property rights; Fourth, establish a seed reserve system. In terms of other production conditions, the Food Security Law focuses on the stable supply of agricultural production materials such as fertilizers, strengthening the construction of water resources management and water conservancy infrastructure, promoting the mechanization of the whole process of grain production, improving the level of food production technology extension services, promoting the development of smart agriculture, and strengthening the capacity building of food production disaster prevention, mitigation and relief.
In terms of promoting food production. The system design was mainly carried out from five perspectives: first, the implementation of the system of grain production functional areas and important agricultural product production protection areas; the second is to stabilize the grain sowing area system; the third is to improve the income guarantee mechanism for grain producers; Fourth, improve the compensation mechanism for the interests of the main grain-producing areas and large grain-producing counties; Fifth, it is necessary to support and cultivate a new type of agricultural management entity system.

In designing the grain reserve security system, the Food Security Law proceeds from improving the long-term mechanism of grain reserves, giving full play to the important role of government grain reserves in regulating grain supply and demand, and stabilizing the grain market, which is embodied in the following three aspects:

Food circulation is another key link in achieving food security. Focusing on the construction of an efficient and smooth grain circulation system, the Food Security Law has carried out the following system design:

Grain processing capacity guarantee system
Focusing on promoting the high-quality development of the grain processing industry and improving the ability to guarantee food supply, the Food Security Law has carried out the following system design:
Clearly prioritize the processing of food rations
Clearly ensure food processing capacity, especially in emergency situations
Clearly encourage production and marketing cooperation, stabilize production and marketing relations, and clarify the responsibilities of grain processing operators
Clearly support grain processing infrastructure and scientific and technological innovation

Food emergency support capacity guarantee system
Focusing on improving the food emergency management system and improving the ability of food emergency support, the Food Security Law has carried out the following system design:
Clarify the food emergency management system
Clearly formulate food emergency plans and clarify the procedures for implementing emergency response measures
