Although these short-term rental houses provide convenience for patients and their families in terms of effectively saving economic costs and facilitating medical treatment, they also have problems such as unlicensed operation, many potential safety hazards, and low service quality. Recently, this reporter visited the "medical hotel" in Beijing to learn about the situation.

The dilemma of out-of-town patients

In recent years, with the continuous development of medical technology, most of the people suffering from serious and incurable diseases tend to choose specialized hospitals and well-known hospitals in large cities with high-quality medical resources. Recently, as the weather has warmed up, there has been an increase in the number of patients from other places who have come to Beijing for medical treatment.

However, since it is a serious and incurable disease, it is difficult to cure it at one time. As a result, for many patients undergoing cancer chemotherapy and patients who need multiple visits in a short period of time, whether to go home or stay in Beijing, where to stay in Beijing, and how to save money on accommodation have become problems that many patients from other places have to face, which has also given birth to the rapid expansion of rental houses around brand hospitals and even tertiary hospitals.

Wang Jing, who brought her mother to Beijing to see a doctor, rented a short-term rental room about an hour's drive from the hospital for 2,500 yuan a month. "My mother had cancer and needed chemotherapy for a course of 3-5 times for 28 days. My hometown is too far away from Beijing, and it is inconvenient to go back and forth once, and my mother's body can't bear it, so I have to choose a short-term rental. Wang Jing said that other patients generally choose the "medical hotel" close to the hospital, but after her own inspection, she still felt that the "medical hotel" around the hospital had few houses and the price was high, so she finally chose a short-term rental house that was farther away but more convenient and cheaper. "The 'medical hostel' rooms are small and there are no public spaces. This is a regular residential area, you can cook some meals, and you can take better care of the sick. ”

What about the "medical hotels" that are closer to the hospital?

Walking into a well-known tertiary hospital in Xicheng District, Beijing, it is difficult to find small advertisements for rent on telephone poles. Under the guidance of hospital security guards and nurses, the reporter came to the newsstand and small supermarket near the hospital to inquire about the housing information. A newsstand owner told him that the rent range of the nearby "medical hotel" is roughly between 200 yuan and 300 yuan per night, but his houses are all fully booked, and there are no rooms in the near future.

In a small supermarket, the reporter saw a rental information for a "medical hotel". After a phone call, a so-called agent took the reporter to a bungalow-style "medical hotel" hidden on the periphery of a community near the hospital, which is divided into about 10 separate rooms, and uses a combination lock system to protect the entrance to the bungalow. Each room is equipped with a room card door opening system, with an area of about 15 square meters, simple decoration, although the facilities are slightly old, but it is still neat and clean, which can meet the basic accommodation needs. The agent said that such a single-day room price is 280 yuan, and the price will vary depending on the specific length of the rental period.

Although the accommodation conditions are acceptable, as a room that is subrented without permission, can the safety be guaranteed, and whether the service is standardized and legal? Obviously, it is difficult to take into account. However, if you choose a regular hotel for safety reasons, it is obviously not something that most patients can afford.

Mr. Chen, who came to Beijing from Shandong with his mother to seek medical treatment, admits that there are almost no other low-cost housing options around the hospital, and the lowest is 200 yuan a night, and "it is difficult to find a house". "I chose a hotel a certain distance from the hospital, and shared a twin room with my mother, 206 yuan per night, renewing on a daily basis, although the conditions are average, but it is really helpless. Mr. Chen said.

During the visit, the reporter also found that, as Mr. Chen said, the room price of the hotel near the hospital was more than 350 yuan a night. According to the person in charge of the hotel, most of the guests are booked for 4 to 5 days at first, and whether they need to renew the lease in the future needs to be determined according to the doctor's diagnosis and treatment. For families with long-term care needs, most of them are reluctant to choose hotel accommodation near the hospital. "The prices of hotels around hospitals are too expensive, and the prices of hotels in average conditions are not low for long-term stays, so from the perspective of meeting the nutritional needs of patients and ensuring that they get enough rest, short-term rental properties seem to be more suitable and more affordable. ”

Take multiple measures to promote the orderly development of the rental market around the hospital

On the one hand, there is a large demand for accommodation, and on the other hand, there is a balance between high prices and security. Today, similar situations are not uncommon in many large cities across the country. In this regard, how to standardize the management of the short-term rental housing market around large hospitals and ensure the basic living needs of medical personnel in other places has become a new topic for urban managers.

The Ningxia District Committee of the Peasants' and Workers' Party has always been very concerned about the standardized management of short-term rental houses around hospitals. In Yinchuan City, the research team found that most of the short-term rental houses around the tertiary hospitals are concentrated in the nearby communities, and are generally operated in the form of family hotels, but most of them are in a state of unlicensed operation, and they have not gone through the relevant procedures with the departments of fire protection, public security, and market supervision. Because of its low cost and convenient medical treatment, few patients' families complain and report, which has become a "blind spot" in governance.

"Many short-term rental houses are not connected to the security and fire protection systems, and lack complete fire protection facilities. In particular, there are many problems in housing renovation, and the management of accommodation personnel is very chaotic. Wang Bo, deputy chairman of the Ningxia District Committee of the Peasants and Workers Party, said that most of the rental houses around the hospital are self-use houses, and the scale is small. In addition, due to the tenants sharing some facilities, the length of stay is uncertain, and the movement is frequent, there are many conflicts and disputes. Effective governance should be carried out from three aspects: formulating relevant policies, establishing linkage mechanisms, and using community strength.

After investigation, the Ningxia District Committee of the Peasants' and Workers' Party believes that at present, many places have formulated and introduced management measures for short-term rental housing, and there are laws to follow in regulating the management of short-term rental housing. However, due to the particularity of the rental housing around the hospital, if the management is completely in accordance with the short-term rental housing, there may be problems such as the inability to operate due to high costs or the high cost increase, which will have an adverse impact on patients and accompanying staff. Therefore, it is necessary for relevant departments to introduce more refined and perfect policies from the perspective of resolving people's livelihood problems to promote the healthy and orderly development of the rental market around hospitals.

In view of potential safety hazards such as illegal housing renovation, fire protection and personal disputes, the Ningxia District Committee of the Peasants and Workers Party suggested that the public security, housing and construction, fire protection and other regulatory departments should establish a linkage mechanism to exchange information and jointly supervise to form a joint work force. Once a department finds a problem during the inspection, it can exchange information and reflect it to other departments in time to ensure that the problem is solved in the first time. "Communities should also take advantage of the convenience of grid management and take the initiative to report to the competent authorities, especially safety issues. Property management companies should also implement their responsibilities, pay attention to housing renovation and decoration, and stop or report to relevant departments as soon as possible for violations of laws and regulations and behaviors that affect residents' lives. Wang Bo said.

Zheng Yushuang, a professor at the Law School of China University of Political Science and Law, believes that the current problem of short-term rental houses in the form of "medical hotels" is mainly due to the lack of formal lease contracts and when there are safety problems such as gas leakage and electricity leakage in housing facilities, although in theory the tenant has the right to file a claim, in practice, there may be deficiencies in the rights protection mechanism and remedial measures. At the same time, from another point of view, if the lease period is short, it will be difficult for the landlord to effectively hold the tenant accountable in a timely manner for any accidental damage or wear and tear caused by the tenant during the lease period.

In this regard, Zheng Yushuang suggested strengthening market supervision to regulate the short-term rental housing market, establishing relevant qualifications and standards for housing listings, and improving the safety of short-term rental houses through government or third-party supervision, encouraging the conclusion of short-term rental contracts and setting up special dispute resolution clauses, improving relevant rights protection channels, and establishing a rapid response mechanism to reduce losses.
