In 1974, it was unearthed in the No. 22 site of the Jiaqu Houguan site. 3 wooden slabs. Length 22.8-23.3 cm, width 1.8-2 cm, 157 characters. In the early years of the establishment of the military, Dou Rong led the generals of the five counties of Hexi, and ordered that the soldiers and civilians of Hexi should be prohibited from minting private money, robbing tombs, and prohibiting officials from selling clothes privately, and requiring that the situation be reported once a quarter. This brief is the archiving of the manuscripts of the documents that Kokyu submitted to the shogunate on a quarterly basis according to certain requirements.

The first is simply the title of the document, the second is a paraphrase of the shogun's communication, the third is to report the self-examination and implementation of the contents of the edict and the government letter by the officials under his jurisdiction, and the back is the signature of the drafter and the person handling the document. The general purpose of the brochure is as follows:

On the 18th day of July in the sixth year of Jianwu (20 A.D.), Jiaqu Yan's agent Hou wrote a letter to report to Zhangye Juyan Duwei's Mansion, and Jiaqu received a letter from the Shogunate of General Dou Rong transferred by the Duwei Mansion, which said that the lawless officials instructed their guests to mint money privately, and the coins were not legally regulated, and they also stole the tombs, and sold the clothes obtained from the tombs on the market. It is now stipulated that from the date when this instrument is issued to the grassroots level, only county officials are allowed to mint coins, so as to comply with the regulations, and it is forbidden for ordinary officials to mint money and carry coins that are not useful. If anyone continues to act in disobedience, they will be subject to law enforcement and will confiscate the money and clothing of those who sell clothing from tombs. The book also requires grassroots localities to report specific information such as the name and appearance of the offender at four o'clock. After receiving the shogunate documents transferred by the Governor's Office, Jiaqu Yan immediately made a self-examination, and found no illegal subordinate officials, and then reported to the Juyan Metropolitan Governor's Mansion in accordance with the regulations, indicating that there were no illegal subordinate officials in the ministry.

In the process of implementing such a specific decree, we have seen that the highest administrative body in Hexi (the General's Office) issued an order, and clearly ordered the grass-roots administrative units, and then transferred through layers of transfers, and then the grass-roots institutions specifically implemented it, and then reported to the higher-level management agency with the above documents, and finally reported the local situation to the General's Office, so as to obtain an overview of the specific governance situation at the local grass-roots level. This administrative process, which is clear and clear, is a microcosm of the social management carried out by the Han Dynasty society with clerical administration.
