On January 25, the director of the Industry and Trade Supervision Department of the Provincial Emergency Management Department led a team to Qinghai Yuanhui Wood Carving Technology Co., Ltd. to carry out a special law enforcement inspection of dust explosions, accompanied by relevant staff of the District Emergency Management Bureau.
The inspection team inspected and supervised the performance of the main person in charge of the enterprise, safety education and training, the setting of the dust removal system in different fire prevention zones, and the deployment of the monitoring and early warning system in places with more than 10 people in a single shift by listening to the report on the development of safety management, consulting the safety data ledger, and on-site guidance and inspection. The inspection team requires the main person in charge of the enterprise to strictly perform the statutory duties of production safety, comprehensively find out and dynamically grasp the base of the enterprise's larger safety risks and major accidents, mobilize the employees of the enterprise to investigate the hidden dangers, and promote the rectification of hidden dangers "five implementations and five in place";
The inspection team stressed that first, it is necessary to strictly implement anti-fog, anti-freezing, and cold-proof measures, strengthen equipment maintenance and overhaul, formulate and improve anti-skid measures for vehicles in ice and snow weather, and resolutely suspend work and production, evacuate personnel, and put an end to risky operations if extremely bad weather such as wind and snow, freezing, and haze affect safe production. Second, enterprises should strictly implement the reporting system for suspension of work and production. Before the shutdown, it is necessary to conduct a comprehensive investigation of all production sites and equipment and facilities, set up safety warning signs in dangerous places, factory roads and other important locations, and increase the frequency of inspections to ensure safety during the shutdown.
In the next step, the District Emergency Management Bureau will take special law enforcement inspections as a strong starting point to promote the work, conscientiously implement the work deployment and requirements of the research and supervision group, strictly fulfill the responsibility of territorial supervision, tighten the main responsibility of compacting dust explosion-related enterprises, and continue to increase the safety production work in the whole region.
