According to the main person in charge of Huadu District, 19 key areas for the redevelopment of low-efficiency land have been preliminarily demarcated, and 46 low-efficiency land redevelopment projects have been formed, with a total area of about 10.94 square kilometers. In 2024, it plans to develop and implement 17 projects, including the industrial agglomeration area of Qishan Village and the old village transformation of Sanhua Village.

Next, on the basis of the redevelopment of inefficient land, we will accelerate the construction of 15 key industrial platforms and 17 theme industrial parks, promote the transformation of land "fragments" into "contiguous areas", and industrial "low-end" into "high-end", and form a "new blueprint" for the layout of industrial parks with clear leading industries, spatial contiguous agglomeration, and synergistic and complementary support, and effectively connect the "3+5+4" key industrial system of the northern growth pole.

At the same time, we should fully learn from the experience and practices of Zhongshan, Shunde and other places, accelerate the introduction of the "1+N" policy system, and solve the pain points and difficulties with policy innovation. At present, the "Work Plan on Comprehensively Promoting the Upgrading and Transformation of Village and Town Industrial Agglomeration Areas and Expanding the New Space for High-quality Industrial Development" has been formulated and issued, and four major systems of work, policy, approval service and law enforcement have been established. In the near future, it is also planned to introduce 11 supporting policies, which will provide support for the upgrading and transformation of village and town industrial agglomeration areas in terms of approval mechanism, land use guarantee, fiscal and taxation finance, and incentive measures.
